Construction elasticities and land availability a two stage least squares model of Housing supply using the variable elasticity approach
Urban Studies, 1999Co-Authors: Gwilym PryceAbstract:This paper uses data at English local authority district level to construct a simultaneous equation model of Housing Construction that compares elasticities of supply between two cross-sectional periods—1988 (boom) and 1992 (slump) — using the variable elasticity approach. Econometric issues raised by earlier supply studies are discussed and tested for. The paper also discusses the rationale for, and tests the existence of, a backward-bending supply relationship, and finds that supply is concave in both periods, and 'bends backwards' during the boom. Evidence of a structural break between boom and bust is found, producing average price elasticities of supply noticeably smaller in the boom (0.58) than in the slump (1.03), with considerable variation across disticts. Land supply elasticities are found to be more stable over time, and marginally greater in the boom (0.75) than in the slump (0.71). The paper also calculates second partial derivatives based on the whole demand-supply system to obtain estimates of the impact of land release on new house prices.

I assemble evidence on Housing supply regulations and examine their effect on metropolitan area Housing and labor market dynamics. Locations with relatively few barriers to Construction experience more residential Construction and smaller increases in house prices in response to an increase in Housing demand. Furthermore, Housing supply constraints alter local employment and wage dynamics in locations where the degree of regulation is most severe.

Social Science Research Network, 2005Co-Authors: Raven E SaksAbstract:Differences in the supply of Housing generate substantial variation in Housing prices across the United States. Because Housing prices influence migration, the elasticity of Housing supply also has an important impact on local labor markets. Specifically, an increase in labor demand will translate into less employment growth and higher wages in places where it is relatively difficult to build new houses. To identify metropolitan areas where the supply of Housing is constrained, I assemble evidence on Housing supply regulations from a variety of sources. In places with relatively few barriers to Construction, an increase in Housing demand leads to a large number of new Housing units and only a moderate increase in Housing prices. In contrast, for an equal demand shock, places with more regulation experience a 17 percent smaller expansion of the Housing stock and almost double the increase in Housing prices. Furthermore, I find that Housing supply regulations have a significant effect on local labor market dynamics. Whereas a 1 percent increase in labor demand generally leads to a 1 percent increase in the long-run level of employment, the employment response is less than 0.8 percent in places where the Housing supply is highly constrained.

However, in China, the uptake of offsite production, particularly in the Housing sector, is relatively low and few studies have identified and examined the reasons behind this trend. This research gap is addressed and factors that inhibit the wider use of offsite production in China's Housing Construction industry are investigated. A questionnaire survey was carried out, examining the views of 110 Construction professionals in China including developers, designers, contractors, manufacturers and suppliers. Factor analysis of 21 separate variables was undertaken which extracted six principal factors, namely: 'constructability implementation', 'social climate and attitudes', 'architectural performance', 'costing', 'supply chain' and 'preparatory stage'. The findings identify both barriers and challenges to increasing the uptake of offsite production in China. This provides a rare insight about the Housing Construction industry in China with possible implications for other developing countries that are seeking to identify and overcome barriers to the wider uptake of offsite production.

Elasticity of capital-land substitution in Housing Construction, Gaborone, Botswana: Implications for smart growth policy and affordable Housing
Landscape and Urban Planning, 2011Co-Authors: Nnyaladzi Batisani, Brent YarnalAbstract:Abstract By determining the elasticity of capital-land substitution in Housing Construction, this research evaluates the impact that anti-sprawl, smart growth policies promoting higher land prices can have on Housing prices. Analysis for Gaborone, Botswana captures the city's sprawling nature by showing that residential Housing density is constant and low across the metropolitan area. Elasticity of capital-land substitution is determined for this city by regression analyses both for the Constant Elasticity of Substitution (CES) and for the Variable Elasticity of Substitution (VES) production functions. Results for the metropolitan area and for three municipalities within that area show that deregulation of land markets across the city, together with flexibility on building density and subsidized capital, could minimize sprawl and at the same time achieve affordable Housing in Gaborone.
