    Abstract:

    Abstract Many Industrial Parks are implementing Industrial symbiosis in order to move toward eco-Industrial Parks. Research methods on Industrial symbiosis expand from focusing on material flows and economic benefits to addressing on social aspects since collaboration among different firms can determine the efficiency of Industrial symbiosis. Under such a circumstance, this study focuses on investigating Industrial symbiosis relationships among tenant firms within one mining Industrial Park. Social network analysis (SNA) method was selected for analyzing the characteristics, power quantification and structure of the Industrial symbiosis network by taking Gujiao mining Industrial Park as a case study. Results show that Industrial symbiosis is still in its infancy in Gujiao Industrial Park and should be further optimized. Those anchor firms have less influence on Industrial symbiosis and should be encouraged to actively involve in Industrial symbiosis. Finally, policy recommendations are proposed by considering the local realities, including the establishment of an information platform, the use of economic instruments, necessary research and development efforts and broad public participation.

    Abstract:

    With the rapid development of eco-Industrial Park projects in China, evaluating their overall eco-efficiency is becoming an important need and a big challenge academically. Developing ecologically conscious Industrial Park management requires analysis of both Industrial and ecological systems. Traditional evaluation methods based on neoclassical economics and embodied energy and exergy analyses have certain limitations due to their focus with environmental issues considered secondary to the maximization of economic and technical objectives. Such methods focus primarily on the environmental impact of emissions and their economic consequences. These approaches ignore the contribution of ecological products and services as well as the load placed on environmental systems and related problems of carrying capacity of economic and Industrial development. This paper presents a new method, based upon emergy analysis and synthesis. Such a method links economic and ecological systems together, highlighting the internal relations among the different subsystems and components. The emergy-based method provides insight into the environmental performance and sustainability of an Industrial Park. This paper depicts the methodology of emergy analysis at the Industrial Park level and provides a series of emergy-based indices. A case study is investigated and discussed in order to show the emergy method's practical potential. Results from DEDZ (Dalian Economic Development Zone) case show us the potential of emergy synthesis method at the Industrial Park level for environmental policy making. Its advantages and limitations are also discussed with avenues for future research identified.

    Abstract:

    Increasing water shortage and water pollution issues have attracted people to seek an integrated water management approach. This paper presents an integrated water management model at the Industrial Park level by employing a case of TEDA. Such a model is an overall management model for optimizing water resources within an Industrial Park, seeking potential water reuse among industries, incorporating the size and cost of reclaimed wastewater delivery systems. The main focus of this paper is to test how pricing strategy can influence water reuse scenarios by doing a cost sensitivity analysis. The results Indicate that when being set at the correct level, increased water charges could help reduce freshwater use and wastewater discharge, while covering administrative costs, financing environmental improvements (e.g. cleaner production), or subsidizing the operation of the wastewater treatment plant and the maintenance of freshwater infrastructure, therefore, providing water reuse incentives for water users within an Industrial Park.

    Environmental management systems (EMSs), such as International Organization for Standardization (ISO) 14001, can be used as a tool in China by Industrial Park managers to improve their environmental performance. This article uses the case of the Dalian Economic and Technological Development Zone (DETDZ) to show how to establish a comprehensive environmental management system (CEMS) according to the ISO 14001 standard at the Industrial Park level by considering local realities. The particularly interesting feature of this case study is the use of a CEMS (in this case, ISO 14001) by the administrative group of the DETDZ to develop a more comprehensive approach to the wide range of environmental issues that they face in running the zone. In essence the goal is to address many of the issues at the level of the zone. The incentives, benefits, and barriers associated with implementing ISO 14001 are described. However, implementation of an EMS should not be thought of as the ultimate objective for an Industrial Park’s environmental management. The next steps include encouraging further public participation and taking an integrated approach leading to an Industrial ecosystem, which can realize better environmental performance at the Industrial Park level.

  • Strategies for reducing greenhouse gas emissions at an Industrial Park level: A case study of Debert Air Industrial Park, Nova Scotia

    Abstract:

    With the reality of climate change facing the planet, industry is being challenged to reduce greenhouse gas (GHG) emissions. Due to the large number of Industrial Parks around the world, they are an important and arguably, an appropriate level at which to manage GHG. The question being considered in this paper is whether a multi-disciplinary, muti-dimensional and integrated approach could result in a practical and cost-effective management plan for a carbon neutral eco-Industrial Park. Taking Debert Air Industrial Park (DAIP), Nova Scotia as an example, a combination of tenant and Park strategies, which companies can adopt both individually and collectively in concert with Industrial Park planners and management are identified and are already being implemented in Parks to reduce GHG emissions. The study also involved a survey of business managers. While we agree that some individual strategies such as enhancing renewable energy sources and energy efficiency initiatives will have significant impact, we conclude that a wider mix of strategies including land use planning will be necessary to result in a low carbon, resilient and ecologically sustainable Park. Implementing these strategies will be helpful to reduce or offset GHG emissions at an Industrial Park level and facilitate the transition of Industrial Parks towards an eco-Industrial development in both regenerative and preventative ways through planning, design and management.

    Industrial Parks, characterized as a cluster of enterprises situated in one location to share common resources, have played an indispensible role in boosting regional economic and Industrial development. However, further development has been impeded by the shortage of land space, especially for the construction of warehouses. This paper proposes the concept of Supply Hub in Industrial Park (SHIP) as a promising approach addressing this challenge. SHIP is defined as a public provider of warehousing and logistics services for manufacturing enterprises located within an Industrial Park. The research reported in this paper focuses on evaluating the value of freight consolidation, one of the typical benefits of applying the SHIP approach. Two mathematical models of the supply chain in a typical Industrial Park are formulated: with and without SHIP. Genetic Algorithm (GA) is applied for solving the two models, and sensitivity experiments are conducted for comparative analysis between the two scenarios. The computational results show that through consolidating shipments, SHIP brings benefits to the whole Industrial Park. Total cost savings resulted from the application of SHIP would increase with the size of the supply chain, the vehicle capacity, and the rates of fixed transportation costs and holding costs of finished products at manufacturers.

    Supply Hub in Industrial Park (SHIP) can provide transportation service sharing by dispatching a vehicle to circulate multiple manufacturers to cover their delivery requirements. This paper discusses how Supply Hub in Industrial Park (SHIP) and manufacturers interact to optimize their decisions on transportation pricing and milk-run cycle time, and the delivery schedules of raw materials. This problem is modeled as a bilevel program with the SHIP as the leader and manufacturers as followers. A numerical study is conducted to examine the influence of major parameters.

    The Supply Hub in Industrial Park (SHIP) is proposed as a public warehouse providing warehousing and logistics services to internal enterprises of an Industrial Park. One of the most significant benefits of adopting the SHIP is the storage capacity pooling making efficient use of scarce land resources. This paper explores the SHIP's storage capacity pooling effect through examining the impact of demand uncertainty. Two mathematical models of the supply chain in a typical Industrial Park are formulated: with and without SHIP. The simulation approach is applied and sensitivity experiments are conducted for comparative analysis. The simulation results show that the storage capacity pooling is beneficial to the entire supply chain especially when the demand pattern is complementarily seasonal or identically volatile. Besides, the performance improvement of the supply chain becomes more significant when the demand variance is higher especially under the identically volatile demand pattern.

  • From an eco-Industrial Park towards an eco-city: a case study in Suzhou, China

    As eco-Industrial Park policies have been in place for years, many mature eco-Industrial Parks tend to acquire more than just Industrial functions and become new urban districts. We investigated this development and conducted empirical research in Suzhou Industrial Park, to obtain insight in how a mature eco-Industrial Park influences if not leverages the development of an eco-city. To this end we inventoried and analyzed policy instruments and environmental infrastructures and deduced how in Suzhou Industrial Park these led to improved energy efficiency, reduced pollution and contributed to its eco-city development. Eco-efficiency and decoupling theory were used to evaluate the environmental performance relative to economic growth in Suzhou Industrial Park. Our results showed that relative de-coupling of environmental performance and economic growth was realized for most eco-efficiency indicators, while non-decoupling and absolute decoupling occurred incidentally. This was caused by the deployment of strict regulatory and economic instruments (such as stricter environmental entry rules and requirements on sulfur dioxide emissions). Moreover, the increasing share of tertiary industry, urban service and residential activities also lead to this result. Thus, the experience in Suzhou Industrial Park reveals that an eco-Industrial Park may evolve into an eco-city development when it leads to an improvement of its environmental performance and a growth of tertiary industry, develops synergies between its infrastructures for Industrial and residential areas and enhances the economic prosperity derived from its Industrial sites.
