    Abstract:

    How does migration affect the security of advanced industrial States and how does the security environment shape the way States deal with international migration? Migration rests at the nexus of three dimensions of security including geopolitical interests material production and internal security. I argue that migration policy is an integral Instrument of State grand strategy in this context and that examining levels of threat on each facet of security at a given point in time can largely explain variation in policy. I test a series of hypotheses drawn from this security framework using a case-study method that examines policy development in four advanced industrial States including the United States Germany France and Great Britain in the period 1945-present.   • Industrial Policy of BRICS Countries as an Instrument of State Capitalism

    Abstract:

    The article deals with industrial policy in the BRICS countries, which is an important Instrument of their development. First, the importance of industrial policy is Stated. There are numerous approaches to it: the extreme ones are the neoliberal approach, advocating no interventions of the State in the market; the other extreme is interventions either directly by subsidies to chosen branches or indirectly by building institutional surroundings which are comfortable for industrial development. The development of theoretical approaches to industrial policy is also discussed: from structuralists to new structuralists, who try to connect a market as the main mechanism with an industrial policy. Industrial policies practised in Brazil, Russia, India, China and South Africa are then described. Some statistical data are given which illustrate the position of the BRICS countries in the present-day world as for their industrial performance. China seems to be the relatively most successful in this respect. Finally, some questions concerning State capitalism and industrial policy are discussed.

    Abstract:

    In 2015, over one million refugees and migrants arrived in Europe, laying bare the limitations of the EU's common border control and burden-sharing systems. This article examines consequences of the EU's disjoint, schizophrenic and, at times, hypocritical responses to what has become known as the European migration crisis. It explains how unilateral, national-level responses have made the EU as a whole particularly susceptible to a unique brand of coercive bargaining that relies on the threat (or actual generation) of mass population movements as a non-military Instrument of State-level coercion. After outlining who employs this kind of foreign policy tool, to what ends, and under what circumstances, the article offers an illustration of this kind of coercion in action, by analyzing the March 2016 deal between the EU and Turkey. The article concludes with a discussion of broader consequences of the deal and implications both for the displaced and for the EU going forward.

    Abstract:

    The aim of the article is to elaborate the recommendations as to the support of economic development and formation of Ukrainian infrastructural environment, favorable for innovations. In the result of research the evaluation of Ukrainian economic development was done. The objective necessity of industrial policy under conditions global competition was grounded. The tendencies of the changes of economies of the world leading countries were studied. The directions of realization of new industrial policy of Ukraine under conditions of the formation of new economy were determined. The institutional infrastructure of regional development as to attraction of foreign investments and transfer of new technologies in Ukrainian industrial sector was offered. It was proved, that the determinative role for overcoming of structural disproportions in Ukrainian economy is played by innovative processes, which favorable development is possible due to the long-term investment resources. Realization of the mechanisms of State-private partnership, stimulation of innovative policy by the Instruments of State policy will provide multiplier effect from the economic technological base modernization. The accent was made on the fact that economic development institutions are the important Instrument of State policy as to creation of favorable conditions for innovative infrastructure formation. It was noted, that the role of information center, combination of the functions of economic development institutes is given to the Agency of regional development, created on the principles of partnership between State, private and public sectors, directed on stimulation of socio-economic development.
