Managing technology Intelligence Processes in situations of radical technological change

By establishing effective technology Intelligence Processes, companies may react to radical trends in time which is a prerequisite for coping with technological change. Therefore, this study analyzes the technology Intelligence Processes in 25 multinational companies in the pharmaceutical, telecommunications equipment and automobile industries in the context of radical technological change. In the three industries, the technologies combinatorial chemistry, dense wavelength division multiplexing (DWDM) and fuel cell are used as settings to analyze these Processes on the technology level against the background of the company-level perspective. By applying this complex view, which allows to take into account interactions between different organizational mechanisms and between different hierarchical levels inside a firm, three types of organizing technology Intelligence Processes can be identified: the participatory, the hybrid and the hierarchical technology Intelligence Process. The organization of the technology Intelligence Process according to the three types is influenced by the corporate culture and the decision-making style of the companies. Furthermore, industry differences are identified which may be explained by different rates of radical technological change in the industries. This study suggests that more complex and differentiated views on radical technological change, on corporate technology Intelligence Processes and on the variety of organizational structures involved in these Processes are required.

Technology Intelligence: identification of technological opportunities and threats by firms

In the past, however, many technology Intelligence approaches in firms failed. This contribution presents further results of an exploratory case study research in 26 leading European and North American multinationals. Firstly, it is shown along the different steps of the technology Intelligence Process how the companies studied determine information needs, gather information, assess it and finally communicate it to decision-makers. Secondly, different organisational elements, such as technology Intelligence units and expert networks, are described and their roles in the different steps of the technology Intelligence Process are discussed. Thirdly, the organisation of the technology Intelligence Process of two companies is discussed in detail. Finally, implications are drawn for future research and a conclusion is given.

This paper presents the results of an exploratory case study research in 25 leading European and North American companies in the pharmaceutical, telecommunications equipment and automobile/machinery industries. Major contingency factors of the selection of technology Intelligence methods in multinationals are identified and integrated into a contingency-based framework for the use of technology Intelligence methods.

Technological change and the technology Intelligence Process: a case study

Most often blamed is an insufficient technology Intelligence Process. However, existing research is contradictory on how this Process should be organised. Therefore it is the objective of this case study to derive insight into the organisation of the technology Intelligence Process by analysing it in the context of radical technological change. The results of a study of the technology Intelligence practices of 25 multinational companies are presented. Firstly, the structural, hybrid and informal forms of co-ordination of technology Intelligence Processes are presented as three parallel layers. Secondly, a framework for the distribution of tasks between the three layers of co-ordination are described and the preconditions necessary for efficient technology Intelligence Processes are shown. Thirdly, the results are contrasted with past research and conclusions are drawn for further research.

The results show firstly, that three forms of coordination of technology Intelligence Processes exist. Secondly, the basic distribution of tasks in the technology Intelligence Process between the three layers of coordination are presented. Thirdly, the different forms of integration of these three forms of coordination of the technology Intelligence Process are described. Fourthly, the communication media used in the technology Intelligence Process is discussed. Finally, the information sources and methods used for the technology Intelligence Process are shown.

Study design, Methodology & Place and Duration of Study: We illustrate our arguments by drawing on five situations of PhD research conducted in the interval from 2004 to 2014 throughout E.U in general and in France, in particularly. Certainly, and because we need putting a fair distance between this recent (and finished yet) experience, and the facts we are preparing to relate through our academic practice. The digital innovation at inter-communal level: an adaptive Process associated with a meta-method dedicated to hybrid territories

The environment of local communities, are constrained ways by specific ministerial instructions for transition to dematerialization of a number of operations which are transforming relations of local community with its stakeholders. The approach we present in this article is based on work, direct actions, reports, researches, thesis (PhD) done in the field of territorial Intelligence in France, in Europe and in other parts of the world to a territorial, local, inter-municipal, regional and national. Some of them were based on intense use of ITs, others less but either way, we have, for all these years, developed a model, we call meta-model, we will use in the body of this article explaining how, within the Complex Approach, depending in large part on human behavior, we have to implement other ways to reach the goals to be reached because only computer method isn’t able in that case. Through past works and researches we have seen how the territorial Intelligence Process could, by mixing virtual territories with real ones, help local decision-makers to avoid, or reduce, the informational silos phenomenon on the way setting up hybrid territories.

The Territorial Intelligence Process: The Informational Perimeter Study of a 21 Local Agenda for Building an Ecology System of Communication

Study Design: This specific step of research aimed identifying how, at a regional level, ICTs and communication, are worked, or not, to build an ecology system of communication and organize the required participation in sustainable development policies. Place and Duration of Study: University of Toulon, Vitrolles town in South Paca Region (France) and College for Teaching and Education ESPE from between 2010 and 2014. Methodology: The adopted information retrieval protocol for this research was based on three levels of studies, macro, micro and intermediate (meso). We are here showing how the meso dimension of global research protocol has aimed to analyze the sustainability of ecosystem designed by relationship between territory, in its physical and virtual representations, and local authority to drive component to be linked with ecosystem sustainability and couple "community/territory". Results: The features provided by collected information through using search engines, listed and then compared to the assumptions of territorial Intelligence, indicate the level of territorial formal capital, organic link territory has to set up for the formulation of a development project, is not here sufficient as the study has established so. Conclusion: We here displayed a case of an ecosystem, shaped within local stakeholders relations, made of physical and virtual relations. This ecosystem has not enough showed potency to allow participation, required by a 21 Local Agenda, to contribute implementation of sustainable development agenda in a long term view.

Integrating Document Usage with Document Index in Competitive Intelligence Process

Akanbi, Emmanuel Rotimi Adagunodo, Amos DavidAbstract:amount of information in term of documents, available to users as a result of information retrieval Process for the purpose of resolution of decision problems is a major factor that determines whether economically viable decisions would be made or not. Various works in the literature had addressed the challenges of representing the documents with key terms (generated from the document) as well as the variations in the meaning of each key terms. In this work, a document representation scheme that is based on the key terms generated from the documents and their usage was developed. To realize this document representation scheme, a computational model for capturing document usage was designed with the use of attribute value pair technique of document annotation. The document usage model designed was applied in the development of a Competitive Intelligence based Document Usage Creation and Exploration system that is currently under development. A preliminary evaluation of the document usage model based on cosine similarity function between user query and documents set was carried out. The result obtained shows that representing documents in terms of their usage can enhance the quality of information search results as documents that would hitherto be considered not relevant to user query are found to be ranked very relevant based on previous usages.

Dynamic Capitalization and Visualization Strategy in Collaborative Knowledge Management System for EI Process

In today's knowledge economy, the need to manage knowledge produced by a community of actors cannot be overemphasized. This is due to the fact that actors possess some level of tacit knowledge which is generally difficult to articulate. Problem-solving requires searching and sharing of knowledge among a group of actors in a particular context. Knowledge expressed within the context of a problem resolution must be capitalized for future reuse. In this paper, an approach that permits dynamic capitalization of relevant and reliable actors' knowledge in solving decision problem following Economic Intelligence Process is proposed. Knowledge annotation method and temporal attributes are used for handling the complexity in the communication among actors and in contextualizing expressed knowledge. A prototype is built to demonstrate the functionalities of a collaborative Knowledge Management system based on this approach. It is tested with sample cases and the result showed that dynamic capitalization leads to knowledge validation hence increasing reliability of captured knowledge for reuse. Representation of Knowledge Resource in the context of Economic Intelligence Systems

There is need for organizations to employ strategic methods to ensure optimal innovation and effective decision making. Thus, Economic Intelligence proffers strategy to facilitate effective decision making through collection, treatment and use of relevant information for economic actors in decision making Process. There are knowledge and information on actors and from required activities respectively that need be capitalized in order to aid resolution of related future decision problems. It is imperative to establish a system of organization, representation, storage and transmission of these knowledge resources. The goal of this study is to provide adaptable framework and user-centered knowledge model for the representation and exploitation of knowledge in the decision making projects of the Economic Intelligence Process by acquiring, organizing, integrating and capitalizing such knowledge in order to exploit it for re-use and sharing.

The use of Economic Intelligence Process and information and Communication technologies to enhance strategic decision Process in an enterprise

These interactions allow him to have a better understanding of the environment, to anticipate the changes and to clarify the strategic decision. In that context, information and communication technologies offer to the decision maker much more possibilities to find tools and information to enhance his decision Process. In this paper, we present our approach consisting of integrating information and communication technologies, limited to the strategic information systems, to improve the decision-making in an economic Intelligence Process through the use of the two models MDP (model for decision problem) and WISP (model for watcher's information search problem). The model MDP makes it possible to take the first step of the decision-making Process by clarifying the decision problem. The model WISP makes it possible to make the second step by proposing a methodology for translating the decision problem into information retrieval problems.
