    Abstract:

    The main part of a health service library collection are the serial holdings. Since the introduction of electronic journals, these can be divided in two types of serial holdings: paper format and electronic format. Storage space shortages also determine that in many cases the paper format has to be split into multiple locations, and this is creates accessibility problems for users. With the aim of satisfying the new requirements of hospital libraries users, the personnel of the Mostoles Hospital Library has developed a new service, “Bibliographic Orientation Service” (BOS). This service assists users providing information about the location of serial holdings and also facilitates bibliographical advice. The main conclusions 2 years after BOS implementation are that it has become one of the star services of our Library. This service is used for specific purposes and it has not impeded the development of bibliographic skills by library users. Besides, this innovative service has improved the use of the holdings and also the control of the Interlibrary Loans

    Strengths of the periodic publication collections of four hospital libraries: analysis of the Document Delivery Service. Absctract:The collection development has the main objective of satisfying the community needs by creating base and strengthened collections on the long range, which complement other resources outside the Library. Nowadays, electronic formats and consortial buying have made it easier to access to more information and services and have also homogenized the collections due to the unified buying of the serial packages. We have also assisted to dramatic changes in the users’ habits in the sense they look up an ever more abundant and multidisciplinary information, a fact that we can attribute, at least partially, to an easier access to the bibliographic funds, despite in some cases only as a bibliographic reference. To gather all the information the users demand we must make a strategic planning at least in two perspectives: the development of a basic good quality collection for our own users and also the development of an attractive and necessary collection for the whole libraries community. The general objective of the present study is to find out which are the strengths of our serial collections for external libraries, both in the sense of the titles and subjects that other libraries request and of the temporal period of reference. To achieve this, we have analyzed the document supply requests performed by external users in four hospital Libraries in Madrid (Spain). These data will give us information about the external strengths of our collections, both for our own consortium and for the other libraries. Knowing the strengths of our collections can help us to maintain a cost balance between the resources supplied and requested from our Library through the Document Delivery Service; besides, it can lead to a cost reduction due to the optimization of the utilization of the existing resources with satisfaction of a high proportion of the total demand. Policies for the development of library collections and of the Document Delivery Service should be coordinated in order to achieve a delicate balance between resources that can be acquired in property and those that can be easily and cheaply accessed. All the libraries included in the consortium must assume and implement these policies, both for the development of their own collections and for the Interlibrary Loans. This strategic policy can lead to an increase of the collections and also to an expansion of the Interlibrary agreements that allow diversification of these collections

  • The impact of the electronic journals access on the inter-library loan of the hospital libraries: Analysis of four health sciences libraries

    Abstract:

    During the year 2003, the Health Sciences libraries of the Clínico San Carlos, La Paz, Móstoles and Ramón y Cajal Hospitals have participated in the consortial purchase of electronic journals that conform the electronic journal collection of the “Virtual Library Laín Entralgo”. Until 2002 the electronic format in our libraries was subordinated to those journals that gave away free electronic access with the paper subscription. Only Móstoles Hospital subscribed to ProQuest Medical Journal aggregator in 2002. OBJECTIVE To analyse the impact of the access to the electronic journals on the Interlibrary loan of the four health sciences libraries, comparing the results of the different years and their relation to the consortial libraries. METHODS We have analysed the specific characteristics of each library in terms of volume and antiquity of collection, total volume of Interlibrary Loans and the loan volume between the consortial libraries, all these in values of requests and deliveries in the last three years. RESULTS Due to the consortial purchase, the libraries’ collections have shown an important increase in size, greater in those libraries with smaller initital collections. The total number of deliveries and requests of documents has decreased, this reduction being more significant between the years 2001 and 2002, and milder with tendency to stabilize in the year 2003. Of the total volume of the Interlibrary loan, more than 73% (2001) is effected within the libraries in the consortium and during these years it has also decreased mildly (62% in 2002 and 60% in 2003). The smaller the library collection, the more requests are made to the consortial libraries and the bigger the library collection, the more deliveries are effected. CONCLUSION During the last three years, our Interlibrary loan borrowing volume has decreased, the reduction having seen stronger in 2002 than in 2003. This result is due to some consortial libraries subscribing to electronic journals aggregator in 2001, to the impact of free access to electronic journals through promotional access and the access through unconventional (pirate) methods to electronic journals.   • Assessing availability of scientific journals, databases, and health library services in Canadian health ministries: a cross-sectional study

    Abstract:

    Background Evidence-informed health policymaking logically depends on timely access to research evidence. To our knowledge, despite the substantial political and societal pressure to enhance the use of the best available research evidence in public health policy and program decision making, there is no study addressing availability of peer-reviewed research in Canadian health ministries. Objectives To assess availability of (1) a purposive sample of high-ranking scientific journals, (2) bibliographic databases, and (3) health library services in the fourteen Canadian health ministries. Methods From May to October 2011, we conducted a cross-sectional survey among librarians employed by Canadian health ministries to collect information relative to availability of scientific journals, bibliographic databases, and health library services. Availability of scientific journals in each ministry was determined using a sample of 48 journals selected from the 2009 Journal Citation Reports (Sciences and Social Sciences Editions). Selection criteria were: relevance for health policy based on scope note information about subject categories and journal popularity based on impact factors. Results We found that the majority of Canadian health ministries did not have subscription access to key journals and relied heavily on Interlibrary Loans. Overall, based on a sample of high-ranking scientific journals, availability of journals through Interlibrary Loans, online and print-only subscriptions was estimated at 63%, 28% and 3%, respectively. Health Canada had a 2.3-fold higher number of journal subscriptions than that of the provincial ministries’ average. Most of the organisations provided access to numerous discipline-specific and multidisciplinary databases. Many organisations provided access to the library resources described through library partnerships or consortia. No professionally led health library environment was found in four out of fourteen Canadian health ministries (i.e. Manitoba Health, Northwest Territories Department of Health and Social Services, Nunavut Department of Health and Social Services and Yukon Department of Health and Social Services). Conclusions There is inequity in availability of peer-reviewed research in the fourteen Canadian health ministries. This inequity could present a problem, as each province and territory is responsible for formulating and implementing evidence-informed health policies and services for the benefit of its population.

Findings Post‐implementation analysis reveals several key factors that contributed to the project's success. These include: planning, leadership, financial support, technical support, cooperation, staff commitment, communication, staff‐and end‐user centered focus, training and evaluation. Practical implications This may have broad application for similar complex projects. Originality/value The OCUL VDX implementation has achieved the originally expected economies of scale, service performance improvements and reduction in localized maintenance and system support. However, there have also been several unforeseen benefits such as the formulation and standardization of the OCUL ILL policies, and the development of Canada‐wide consortial reciprocal agreements. At the operational level, staff have had to adjust their management styles and develop confidence not only in their individual skills but also in cooperative thinking, reliance on centralized support, and in the overall system. Throughout the project the objectives have been clearly identified, and, for the most part, enthusiastically adopted, by consortium members. Recognizing that ILL is a service that is in transition, staff now look at business transformation and ways to identify, share and adopt best working practices.

    Abstract The Ryerson University Library has recently adopted a team-based management model in order to ameliorate growing pressures on service points consistent with increased demand for Interlibrary Loans, growing circulation activity, stagnant staffing levels, and a larger influx of students as a result of the “double cohort.” The opportunity to redesign the entrance of the Library has allowed the Library to plan for a merger of Interlibrary Loan with Circulation and Reserve. The background to this merger and library goals are discussed.

    Consortiums have been one of the basic concepts in the field of libraries since the second half of 20th century. Information centers have failed to meet the user demands as the number of international publications increased, and this in turn, has forced them to share documents and develop common collections, while it also paved the way for consortiums. Interlibrary Loans, document delivery, establishment of union catalogs were also among the main activities of consortiums in the same time period in which printed publications were dominating. Electronic publications have dominated the information services since the second half of 1990’s. As a result, consortiums have quickly become widespread internationally, and concentrated their activities mainly on buying the same databases together with the others.In this paper, how the consortiums have developed internationally, and how electronic publishing affected this process are investigated first. Then, the effects of the agreements of ANKOS, UNAK-OCLC consortiums and TÜBİTAK EKUAL (National Academic License for Electronic Resources) on the collection development and information services are evaluated in Turkey. Finally, problematic areas are determined, and solutions are proposed.Konsorsiyum oluşumları, 20. yüzyılın ikinci yarısından itibaren, kütüphanecilik alanındaki temel kavramlardan biri olmuştur. Uluslararası düzeyde meydana gelen yayın artışı karşısında, enformasyon merkezlerinin kullanıcı taleplerini tek başlarına karşılayamamaları, kaynak paylaşımı ve ortak koleksiyon gelişimi gibi uygulamaları zorunlu kılarken, konsorsiyum oluşumlarının da zeminini hazırlamıştır.
