    Abstract:

    This paper proposes new research themes concerning decision support in Intermodal Transport. Decision support models have been constructed for private stakeholders (e.g. network operators, drayage operators, terminal operators or Intermodal operators) as well as for public actors such as policy makers and port authorities. Intermodal research topics include policy support, terminal network design, Intermodal service network design, Intermodal routing, drayage operations and ICT innovations. For each research topic, the current state of the art and gaps in existing models are identified. Current trends in Intermodal decision support models include the introduction of environmental concerns, the development of dynamic models and the growth in innovative applications of Operations Research techniques. Limited data availability and problem size (network scale) and related computational considerations are issues which increase the complexity of decision support in Intermodal Transport.

The two most important barriers in this respect are that shippers are not aware that Intermodal Transport can also be a cost effective solution for them and second, they do not know who to contact. This is due to the more complex structure of Intermodal Transport compared to unimodal road Transport, with more actors and handlings involved. A possible solution to overcome the gap between supply and demand is to set up a web-based tool in which companies can check if Intermodal Transport might be appropriate for them. In this paper the setup of such a web-based tool is described and connected to the state of the art knowledge on Intermodal Transport. The web-based tool is based on a GIS-based location analysis model.

    PurposeIn recent years Intermodal Transport has received an increased attention due to problems of road congestion, environmental concerns and traffic safety. A growing recognition of the external effects of Transport urges to go towards more sustainable Transport modes. As a consequence, research and policy interest in Intermodal freight Transportation problems is growing.MethodsIn this paper the strengths of Operations Research (OR) modelling techniques applicable to decisions related to Intermodal Transport are used to develop a particular framework that is able to assess the performance of current and potential policy measures which affects the Intermodal Transport industry. The assessment framework includes three core models necessary to evaluate all relevant Transport modes and aggregation levels.ResultsIn the last section of the paper, the assessment framework is applied to a case study related to the location of a new Intermodal barge terminal for which the optimal location is searched, the market area is analysed and the impact on the performance of the network is discussed.

    Abstract:

    Abstract Intermodal Transport is the combination and integration of several Transport modes (such as rail, inland waterways with road Transport). In order to make the transhipment easy and efficient standard loading units are used, such as containers or swap-bodies. As for the main haul, more environmental friendly modes are used (rail and inland waterways) and a modal shift towards these modes can help in reducing the congestion. Therefore several policies are directed to stimulate the Intermodal Transport market. In this paper, a location analysis model for Belgian Intermodal terminals (LAMBIT) is developed and used to assess different policy measures in Belgium. The simulations show that the different policy measures oriented towards the rail/road and inland waterways/road combinations should be incorporated in a coherent, integrated vision, in order to not create a modal shift between the different Intermodal Transport options. The methodology can easily be extended towards a European scale.

  • Evaluation of Intermodal Transport chains

    This paper presents a method that can be used to evaluate Intermodal Transport chains. Intermodal Transport chains by definition include several Transport modes and several instances of handling at terminals, which results in a specific cost structure, time consumption and a risk that goods will be damaged. The authors describe the aim of this method as finding the weakest link in the chain. They begin with a discussion of the general problems of inter-modal Transports. They then map and analyze three Intermodal Transport chains, investigating each link in the chain with regard to time, cost, risk of damage, administrative routines, and customers’ experiences. The examples include: grocery Transports for COOPs central warehouse in Bro (Stockholm); feeder Transports to port of Gothenburg; and less-than carload Transports for Schenker consolidated cargo. The economic analysis shows quite clearly that it is the costs at the terminals and the cost of feeder Transportation that must be reduced if competitiveness is to increase. The authors discuss the potential use of an automatic transfer system that can be used to make terminal handling more efficient. From the case studies, they conclude that capacity of the loading unit is crucial and the frequency and departure/arrival times are important. Ports can play an important role in the development of the Intermodal Transport system.

    Abstract:

    Intermodal Transport is appealing because a certain Transport mode is used where its strengths are best utilized, e.g. truck Transport to the customers door, and train Transport on the long haul. Why Intermodal Transport is used to a limited extent has been studied extensively. Measurable factors such as Transport times, vehicle utilization, and high initial costs are sometimes not in favor of Intermodal Transport as compared to all-road Transport. Further, more intangible factors such as negative attitudes, high complexity and low flexibility is working against an expansion of Intermodal Transport. It is therefore of interest to know what can be done to overcome such limiting factors. The purpose of this paper is to identify weak areas in Intermodal Transport from a Transport chain perspective and possible measures for Intermodal Transport to improve in these areas. The identification of weak areas is based on knowledge in literature as well as from an ongoing research project. The areas are identified from a systems approach with focus on the operative perspective but reach up to the strategic level. Transport time, service frequency and punctuality were found to be weak areas. Several measures are identified. Application of some of these measures requires major investments while other requires reengineering of organizations and processes.

    In the Transportation sector the issue of Intermodal Transport has grown significantly more important over the years and is a potential means toward sustainable Transportation systems. One important type of user of Intermodal Transport is less-than-truck load (LTL) service providers. LTL networks often consist of a forwarder and a number of hauliers in a more or less formal organisation. They often work together for many years with the shared strategic purpose to produce Transport services, an organisation form that in the construction industry is called a quasifirm. In the relationship between haulier and forwarder the direct mode choice is often made by one of them while they represent different levels of decision-making and hold different responsibilities. Consequently, the forwarder-haulier organisation--the quasifirm--can be expected to influence the use of Intermodal road-rail Transport. The purpose of this paper is to describe the business setup between haulier and forwarder as a quasifirm and by means of this concept to outline possible influences on issues important for Intermodal road-rail Transport. The theory of the quasifirm is presented. To empirically show the existence of the quasifirm in LTL networks, a case study of the forwarder Schenker with their associated hauliers is matched to the theory. The paper establishes the studied forwarder with its associated hauliers as a quasifirm, an organisation form that is proved to have some beneficial characteristics. However, this organisation form also has some less beneficial consequences for the use of Intermodal Transport.

    In producing Transport services several different Transport modes are available. Through the last decades, road Transport has increased rapidly. This development is recognised as unsustainable. A more sustainable alternative is Intermodal Transport. Less-than-truckload (LTL) networks, i.e. networks designed to Transport consignments not filling a truck, are historically based on road Transport. Intermodal Transport is an alternative on some routes in the LTL networks. A Transport mode choice is at hand on these routes. The purpose of this thesis is to contribute to the understanding of how the mode choice between Intermodal Transport and road Transport is made in LTL networks. Previous studies of the mode choice have identified factors that are important but also emphasise the complex nature of the mode choice. However, including the context in which the mode choice is made can provide a better understanding of the mode choice complexity. Time pressure is high in LTL networks. Five aspects of time that are important in the mode choice in the studied LTL network are identified. These can be used to broadly measure the compliance of IRRT to consolidated cargo, a LTL service. Addressing the complexity of the mode choice, the decision-making that includes the mode choice is structured by applying theoretical perspectives of decision-making and company operations. A general and descriptive model is the result. This structure is a tool to explain how the decision-making that includes the mode choice is constituted. In LTL networks forwarders often contract hauliers to perform the Transport services. This entails the mode choice being distributed to the hauliers. Forwarders, the controlling actors of LTL networks, thus have limited influence over the mode choice. Applying the quasifirm organisational perspective to the organisation of LTL networks provides some explanatory concepts showing the strengths and weaknesses of this organisation structure when it concerns the mode choice. Consequently, the thesis shows some different aspects of the mode choice in LTL networks by both empirical investigation and theoretical application.

    Abstract This paper explores the possibility of implementing innovative bundling models and new-generation terminals as a means to integrate small flows, mainly from outside the economic core areas, in the Intermodal Transport system. Any integration of these small flows would increase the Transport volume that is potentially suitable for Intermodal Transportation, and could therefore add to the modal shift from road to rail. To illustrate this concept, it will be applied to the proposed terminal in Valburg in the Netherlands. The theoretical and practical results of this example will be discussed in the context of the more general research on innovative Intermodal Transport.

    Intermodal Transport which includes several carriers is considered a traffic venture of at least two carriers from different traffic branches on one Transport route. If the Transport is performed through at least two different countries, then we speak of international Intermodal Transport. Such Transport is based on the contract of Transport, and it is regulated by numerous international sources of Transport law. The legal framework of international Transport law which regulates legal relations among legal entities in Intermodal Transport is subject of consideration of this paper.

    The terminology of Intermodal Transport has not been standardized and varies from country to country. Because of the differences in understanding certain terms used by the participants of combined, i.e. Intermodal Transport, the basic terms of Intermodal Transport are differently defined and used, and these often replace the terminology in practice and are added to the same system. The European Conference of Ministers of Transport (ECMT), European Union (EU) and the European Commission (EC) brought in 2001 a document entitled: ?Terminology on Combined Transport? with the aim of analyzing the definitions and standardizing the terminology. A special aspect of the problems regarding the lack of consistency in using the terminology of Intermodal Transport is the respective legal terminology. The lack of agreement and the lack of uniformity in using the legal terminology regarding Intermodal Transport can be seen in the legal acts of almost all branches of national and international traffic, which reduces the legal safety and causes problems in the communication of users, traffic experts and lawyers.

    Efficient and competitive Transport system is of great importance for the economy of any country, especially due the process of globalization, production of goods and services are increasingly distant from the place of their consumption. In order to achieve socioeconomic and environmental sustainability, Europe promotes the use of Intermodal Transport as a more efficient and cost-effective system for Transport of goods. The main goal of this paper is to present and analyze the real situation of Intermodal Transport in the Republic of Croatia and Republic of Serbia, with regard to the leading EU countries that have high use of Intermodal Transport. This paper will make a theoretical analysis of Intermodal Transportation, related to the terminology, development and basic technologies which are used. Analysis of the state of Intermodal Transport in Republic of Croatia and Republic of Serbia, will be made through the flow of goods and Transport corridors which pass through the Republic of Croatia and Republic of Serbia, analysis of the network of Intermodal terminals, as well as specific problems that occur, which are related to the legislative, organizational, technical and technological problems.

    The Transport problem of cargo distribution in urban areas has been recognized as one of the essential problems. Increase in cargo Transport share has raised also the issue of traffic density on urban roads, which in turn, raised the problem of traffic flows in cities, congestion, traffic sustainability and environmental pollution. The past research related to solving the congestion problem in cities was based on tendencies improving the entire Transport system. One of the ways is to shift a certain volume of cargo from road to other Transport modes, which results in reducing the number of heavy cargo vehicles on roads, reduction of adverse impact, i.e. usage of Intermodal Transport, which is more environmentally friendly. In accordance with the natural assumptions of Intermodal Transport development, as those that exist in Central and South Europe, and through investment into terminals, infrastructure, by modernization and reorganization of the entire Transport process, and of the technical elements, by uniform merging of all the traffic branches, the tendency is to improve and enhance the very operation of the urban, and particularly suburban traffic, resulting in the need for systemic research of traffic problems in cities. Simulation experiments on the basis of a developed conceptual model based on the recorded system parameters, will be used to present the justification of the planning activity and to consider different solutions prior to development and implementation. In the area of reducing congestion in urban Transport with the aim of implementing Intermodal Transport solutions, the need for simulation experimenting has been generated by the very characteristic of Intermodal system and its complexity. Therefore, the work focuses on system modelling with the aim of creating a conceptual model based on the functional system characteristics, which gives incentive to further simulation experiments and finally the quantitative argumentation for selecting certain Intermodal Transport solutions.

    The increase of market share of railway in cargo Transport on Corridor X is considered a precondition in order to make railway operation cost-effective and commercially attractive to private operators. Railway sector has suffered damage during the war and the infrastructure needs modernization in order to create efficient and environmentally-friendly Transport modes. The intervention is necessary in order to allow the railway network to be successful in the corridor competition. The forecasting model would be used to forecast the requirements for Intermodal Transport by the year 2018 on Corridor X using forecasting model for the future of the development of cargo Transport requirements on Corridor X.
