    Abstract:

    The study aims to illustrate the cooperation undertaken by the Governments of the United States and Nigeria in the war against drugs through a non-military solution that focuses on non-military efforts. Non-military efforts have been taken by the U.S. by coordinating together until the establishment of a program applied in accordance with some scope of cooperation applied in non-military efforts applied in the case of drug trafficking in Nigeria is the establishment of the Cooperation Security Initiative program which formed and implemented several programs in the form of Fund assistance and technical assistance, Narcotics and Controlled Substances Strategy (NCS), Nigerian Epidemiological Network on Drug Use (NENDU), Police Initiative and AIRCOP, Maritime and Airport Security Assistance, joint Security coordination through Detection, Monitoring and Interdiction Operations, License Plate Rider and Law Enforcement Training. The Program started to apply the U.S. and Nigeria in 2009- 2013. The Cooperation security Initiative Program ended in 2013 due to a decrease in drug smuggling from Nigeria to the US and agreed to an extradition treaty in the Drug Trafficking Act of 2013.     Abstract:

    Presently, automatic stress detection methods for speech employ a binary decision approach, deciding whether the speaker is or is not under stress. Since the amount of stress a speaker is under varies and can change gradually, a reliable stress level detection scheme becomes necessary to accurately assess the condition of the speaker. Such a capability is pertinent to a number of applications, such as for those personnel in Law Enforcement positions. Using speech and biometric data collected from a real-world, variable-stress level Law Enforcement Training scenario, this study illustrates two methods for automatically assessing stress levels in speech using a hybrid multi-dimensional feature space comprised of frequency-based and Teager energy operator-based features. The first approach uses a nearest neighbor-type clustering scheme at the vowel token level to classify speech data into one of three levels of stress, yielding an overall error rate of 50.5%. The second approach employs accumulated Euclidean distance metric weighting at the sentence-level to yield a relative improvement of 12.1% in performance

  • Evaluating Performance of Law Enforcement Personnel during a Stressful Training Scenario

    Abstract:

    Police trainees who were ready to graduate from the Federal Law Enforcement Training Center (FLETC) volunteered to participate in an exercise designed to evaluate their survivability. In a highly stressful interactive scenario, which included a hostage situation, performance was evaluated for a range of responses, including: shooting judgment and accuracy, communications, and coping with a weapon malfunction. Nineteen percent of subjects shot the hostage, a failure rate that falls in the reported range of friendly fire casualties in military combat. The Spielberger Trait Anger Scale showed an association with shot placement and performance during the gunfight as well as with overall performance scores.

    Abstract:

    ‘Recognizing that the strengthening of professionalism and expertise in the personnel of public administration, Law Enforcement, national defense and national security services within the civil service requires coordinated and planned replacement Training system, and instead of leaving the profession a Training system in support of the civil service career model should be put in place to support higher education in the civil service.’ In March 2011, the Hungarian Parliament decided to establish the University of Public Service, keeping in mind the above ideas. In the ten years since then, especially in the second half of the period, visible changes and developments have taken place not only in the legendary buildings of the legacy Ludovika, but also in the high-quality Training and education that takes place there. Zoltán Magyary, the iconic figure in the history of the Hungarian public administration, defined what the real public service is as follows: ‘Public administration has no other right to exist, no other measure than to serve the people and the nation.’  We asked András Koltay, who has been the rector of the university since September 1, 2018, about how the above objectives will be achieved, what challenges will be faced as the head of such a diverse higher education institution, and last but not least what place in this Law Enforcement Training occupies.„Az Országgyűlés felismerve, hogy a közszolgálaton belül a polgári közigazgatás, a rendvédelem, a honvédelem és a nemzetbiztonsági szolgálatok személyi állományában a hivatástudat és a szakértelem erősítése összehangolt és tervezett utánpótlásképzést tesz szükségessé, továbbá a pályaelhagyás helyett a társadalom számára hatékony munkavégzés biztosítására a közszolgálati életpályamodellt támogató továbbképzési rendszert kell működtetni, a közszolgálati felsőfokú szakemberképzést egységes intézményi alapokra kívánja helyezni.” A Magyar Országgyűlés 2011 márciusában – a fenti gondolatokat szem előtt tartva – döntött a Nemzeti Közszolgálati Egyetem létrehozásáról. Az azóta eltelt tíz év alatt, különösen az időszak második felében, szemmel látható változások, fejlesztések valósultak meg nemcsak az örökül kapott Ludovika legendás épületeiben, hanem az ott folyó magas színvonalú képzésben, oktatásban egyaránt.
