A growing class of place-based policies attempts to address these differences through public investments and subsidies that target disadvantaged neighborhoods, cities, or regions. Place-based policies have the potential to profoundly affect the location of Economic activity, along with the wages, employment, and industry mix of communities. These programs are widespread in the United States and throughout the world but have only recently been studied closely by economists. We consider the following questions: Who benefits from place-based interventions? Do the national benefits outweigh the costs? What sorts of interventions are most likely to be effective? To study these questions, we develop a simple spatial equilibrium model designed to characterize the welfare effects of place-based policies on the Local and the national economy. Using this model, we critically evaluate the Economic rationales for place-based policies and assess the latest evidence on their effects. We conclude with some lessons for policy and directions for future research.

The tourism industry is seen as one of the key Economic sectors that can be used as a strategy to achieve key objectives of LED which are employment creation and poverty alleviation. The tourism industry has grown to become the world's second largest industry over the years. The aim of this study was to analyze Local Economic Development (LED) initiated partnership and support services for emerging tourism entrepreneurs in the George municipality with the objective to determine the impact of the tourism sector in contributing to the achievements of LED objectives. The study was conducted at George municipality of Western Cape Province. The study used both qualitative and quantitative methodology. The data used in the quantitative analysis was collected from 10% of the sample population. Whilst data collected through qualitative methodology was used to explain the outcome of the quantitative method. The test used in analyzing the data was a non-parametric test where the Friedman two-way analysis of variance (ANOVA) was applied. The study found that 47.5% of respondents see the overall support by the municipality as poor while 50% of the respondents receive no support from the municipality. In addition, it was found that the respondents regard the state of partnership as average. The study recommends the exposure of tourism entrepreneur's products and services through marketing and promotion as well as training in basic business management and financial management for the entrepreneurs.

2008Co-Authors: Matias Busso, Patrick KlineAbstract:This paper evaluates the impact of Round I of the federal urban Empowerment Zone (EZ) program on neighborhood level labor and housing market outcomes over the period 1994-2000. Using four decades of Census data in conjunction with information on the proposed boundaries of rejected EZs, we find that neighborhoods receiving EZ designation experienced substantial improvements in labor market conditions and moderate increases in rents relative to rejected and future zones. These effects were accompanied by small changes in the demographic composition of the neighborhoods, though evidence from disaggregate Census tabulations suggests that these changes account for little of the observed improvements.

In essence, there is a strong linkage between tourism and its ability to create sustainable employment which ultimately results in Economic growth that leads to poverty alleviation. Due to the link elaborated above, this study looked LED in EDM, in order to establish whether this could be a strategy for emerging entrepreneurs in the tourism sector to contribute to the objectives of LED. Therefore the paper will assess the businesses of emerging entrepreneurs in contributing to LED objectives in the EDM. The methodology used in the study to collect primary data was quantitative using questionnaires as a survey technique. The statistical tool used for the study was T-test and ANOVA using Statistica software version 9. The study found that businesses owned by emerging entrepreneurs in the tourism industry are making a positive contribution to the LED objectives. The implication of the study is that for businesses owned by emerging entrepreneurs in the tourism industry to make a meaningful contribution to LED; there should be sufficient support from the EDM and Local municipalities.

Journal of Urban Affairs, 2016Co-Authors: Christopher V Hawkins, Richard C FeiockAbstract:Economic Development is a policy area where competition tends to be the norm, but it is also one in which cities cooperate through a variety of formal and informal mechanisms. Taking a social network approach, we examine the roles of informal policy networks and regional institutions in strengthening formal collaboration between city governments in Economic Development. Network relationship data were collected from city governments in the Orlando metropolitan area. We highlight the importance of informal interactions between city governments for collaborative agreements and identify the critical roles that regional institutions can play in moderating the effect of informal relationships on collaborative agreements. The conclusion argues for urban research to pay greater attention to how networks shape collective action among Local governments.
