The Military covenant and the civil–Military Contract in Britain

The contemporary portrayal of British civil–Military relations is bleak, with academics, politicians, the media and Military charities arguing that Military–societal relations are in urgent need of repair. Through assessing the extent to which the reciprocal expectations of the armed forces and the British public are realized, this article will argue that the moral Contract, although under stress, is not breaking. Underlying social trends and the use of doctrinal concepts such as the Military covenant have, combined with recent operations in Iraq and Afghanistan, altered the expectations of both sides causing tensions within Military–societal relations. Yet, while the armed forces do harbour unrealized expectations of the British public who are unwilling or unable to support the use of the Military in recent conflicts, neither the public nor the Military is so disillusioned with the performance of the other for the relationship to be described as breaking or broken.

This paper examines the issues related to disarmament and eco? nomic conversion with special reference to bills pending before the Congress. The author suggests a redefinition of "national security" in tune with the INF Treaty and the end of cold-war ideology.

Boron Investigation Survey, March Air Force Base, California
1992Co-Authors: Garland, G JohnAbstract:Abstract : Armstrong Laboratory conducted a field survey to investigate the source of boron in the March AFB CA wastewater treatment plant effluent. The survey measured boron contributions from drinking water, domestic sources, and industrial sources over a 10-day period. The survey also evaluated the effluent to the treatment plant over the same 10 days. Boron results at the regulatory discharge point averaged 0.48 mg/1, which complies with the base permit. The results also showed drinking water levels averaged 0.225 mg/1, domestic contribution combined with drinking water levels averaged 0.396 mg/1, and mixed industrial and domestic levels ranged from 0.246 mg/1 to 1.84 mg/1. The report presents bulk boron sample results from a variety of soaps and bleaches. Recommendations include further investigation into industrial activity generating high boron levels, discouraging the use of boron-containing products by Military, Contract, and domestic users and negotiating with the regulating agency for permitting boron at a higher level.

Fuzzy logic application in Performance-Based Contracting process

Demanding Military aerospace acquisition and sustainment requirements however, present the defense industry with a significant challenge; that every Military Contract being unique. Consequently this is inherent in the design of defense PBC through the combination of desired Outcomes and Key Performance Indicators (KPI). Attempts to manage multiple PBC across multiple platforms become inefficient, as the analysis of data is sourced from a multitude of systems. In this chapter, we utilize multi-disciplinary methodologies together in accordance with a PBC Framework, to design and integrate a Knowledge System with a Fuzzy Logic Controller for the automation of condition based analysis of Military aerospace PBC.

Adaptation of a fuzzy logic controller to performance based Contracting analysis system
2011Co-Authors: Andre Pozzetti, Cees Bil, Graham ClarkAbstract:In an effort to lower the overall cost of defense ware-fighter acquisitions, both the United States Government and the Australian Commonwealth Government mandate Performance Based Contracting (PBC) methods [1] upon acquisition and through life support Contracts. Whilst being relatively new to Australian Defense [1-3], PBC is not a new concept to other industries around the world [4]. Demanding Military aerospace acquisition and sustainment requirements however, present the defense industry with a significant challenge. This is inherent in the design of defense PBC and results from each Military Contract being different [4]. Considering the differing requirements, an awarded prime Contractor is presented with a variety of complex management and technical issues, particularly if the prime Contractor is also responsible for multiple platforms and corresponding Contracts. In this paper, we aim to adapt a fuzzy logic controller to a data warehouse system for the automation of condition based analysis of performance based Contracts, which are specific to multi-platform Military, rotary and fixed wing systems.
