  • University-industry research collaboration in the Brazilian oil industry: the case of Petrobras

    Abstract:

    This paper examines research collaboration between the Brazilian state-controlled oil company, Petrobras, and universities from 1980 to 2014. Despite the importance of universityindustry research collaboration in Brazilian oil industry, there are few comprehensive and long-time spam studies on this topic. This paper helps to fill a gap in the academic literature by providing comparative historical data on research collaboration between Petrobras and Brazilian universities. Based on the co-authored publications by Petrobras we analyze changes in intensity of this collaboration and its geographical orientation, inter-organizational level and scientific knowledge base. Furthermore, we address the issue of whether changes in Brazilian R&D funding policy have affected trends in collaboration. Our findings show an increasing collaboration between Petrobras and Brazilian universities, resulting in an enlargement of the company’s network collaboration and reinforcing its knowledge base.

    Abstract:

    Petrobras is a company whose technological expertise is internationally recognized. As it is a firm related to the Brazilian government, and considering the local content policy adopted in the country a few years ago, it is clear the importance of studies aiming to investigate the results of this policy. The purpose of this article is precisely this, based on a detailed study on the P-51 platform. The literature on technological learning is used for creating a typology on government procurement policy as well as an analytical framework for assessing the technological learning in projects of oil platforms. The analysis of P-51 platform is based on information collected from interviews with Petrobras and its main suppliers. Field research suggests that the impacts of Petrobras’ purchasing policy, with respect to the P-51 project, focused on basic learning.

    A Petrobras e uma das maiores companhias de petroleo do mundo, com uma carteira de investimentos portentosa, especialmente em atividades de exploracao e producao de petroleo e gas natural nas bacias maritimas brasileiras. Alem disso, essa empresa ligada ao governo do pais realizara investimentos de grande monta nos proximos anos para viabilizar a producao nos campos localizados no pre-sal, sua nova fronteira exploratoria. Nesse contexto, salta a vista a importância de um estudo que vise investigar o impacto da massa de investimentos da Petrobras sobre a industria brasileira. Esse e justamente o objetivo desta tese, isto e, trazer elementos que contribuam para a compreensao dos impactos da politica de compras da operadora nacional, sobretudo em termos de aprendizagem tecnologica. Para tanto, inicialmente e apresentada uma revisao bibliografica que se apoia em trabalhos sobre o tema politica de compras governamentais, enfocando uma modalidade especial de encomenda do setor publico, aqui denominada de compra governamental de cunho inovativo. Em seguida, analisa-se a questao da aprendizagem tecnologica, com enfase na abordagem que os estudiosos dos paises de industrializacao recente dao ao tema, assim como, nas principais modalidades de aprendizagem apresentadas pela literatura. Uma caracterizacao das industrias do petroleo e para-petroleira e apresentada a seguir, de forma a embasar a discussao subsequente. Finalmente, examina-se a politica de compras da Petrobras para seus empreendimentos offshore, com o desafio de amarrar os temas tratados ao longo do trabalho, a partir da realizacao de um estudo acerca do projeto da plataforma P-51. Esse estudo se baseia em informacoes coletadas a partir de entrevistas com a Petrobras, seus EPCistas e algumas das empresas subcontratadas para fornecer equipamentos e servicos ao referido projeto. Os resultados da pesquisa de campo apontam que a participacao no projeto da P-51 nao permitiu a realizacao de aprendizagens de nivel avancado as empresas participantes, a excecao da propria operadora nacional.     Este artigo trata da politica de compras da Petrobras para seus empreendimentos offshore no periodo recente, mais especificamente a partir do governo Lula, e esta vinculado a dissertacao de mestrado do autor. O governo atual criou alguns mecanismos para estimular a reaproximacao da Petrobras com a industria para-petroleira local, a qual no decorrer de quase uma decada de vigencia do modelo neoliberal, viu-se orfa do modelo de aquisicao local de grande maioria dos materiais e equipamentos necessarios a atividade da operadora nacional, ou seja, do modelo substitutivo de importacoes. A criacao do PROMINP e um exemplo claro do objetivo do governo em modificar essa situacao. Nosso objetivo neste trabalho e analisar ate que ponto a nova politica de compras da Petrobras para suas atividades de exploracao e producao consegue se desvencilhar do tradicional modelo de substituicao de importacoes, de modo a fomentar a capacitacao e aprendizagem tecnologica dos fornecedores locais. Para tanto e feita num segundo item uma revisao bibliografica apoiada na literatura existente acerca do panorama historico da politica de compras da Petrobras, destacando a questao tecnologica em suas compras. Num terceiro item apresenta-se a analise do PROMINP. Tal analise se apoia em documentos e entrevistas realizadas junto a participantes deste Programa. Finalmente, no quarto item, busca-se analisar, a partir dos elementos apresentados nos dois itens anteriores, se o atual modelo de compras da Petrobras efetivamente cria uma nova oportunidade de aprendizagem e capacitacao tecnologica a industria para-petroleira local.

    Abstract:

    This article seeks to reflect on the possibilities of cooperative R&D to constitute an opportunity for companies in developing countries to take part in the innovation concerning technological frontier. In order to show this thesis can be true, this article is based on the case study of Petrobras, the Brazilian state-owned oil company, which has employed the resource of cooperative R&D to gain access to the new subsea boosting technology and to acquire a place in the vanguard of such technology. However, the catch-up occurs only when firms in developing countries actively take part in the innovation process and accomplish an efficient process of technological learning, which is reflected on the evolution of interactions with external partners. The experience of Petrobras is analyzed emphasizing the technological learning process through the transformation in its agreements with external partners. We present three cases of subsea boosting technologies developed by Petrobras together with a majority of foreign producers or institutes. The analysis of these experiences allows us to show that the learning process and the mastery of in-house processes were accompanied by a significant evolution in the agreements with external sources. Petrobras passes on from the position of cosponsor to that of articulator of the innovation process in technological cooperation agreements. The article proposes an evolutionary sequence to analyze the company's learning process. The evolutionary trajectories are different in each case, but in all of them it was possible to prove the increasing commitment of Petrobras to the innovation effort.

This paper investigates whether public and private corporations in the energy sector can influence the economic growth of their respective countries. A Panel data analysis was performed by employing quarterly data from (2006-2013). We also used Data Envelopment Analysis (DEA) approach to measure the technical efficiency (TE) effect of the alliance on the performance of both companies from 1999 to 2012. It was found the exploration and export of oil and gas do not play a significant role in output growth of the home economy and that exploration activities were inflationary, destabilising and inimical to growth, at least in the short-run. On another positive side, both companies showed increased technical efficiencies in the chosen time period. Petrobras enjoyed TE on average of 90% in the variables studied whereas Galp showed an average TE of 70%. These results reflect the corporate strategies of both firms, which focussed on achieving profitable and sustained growth and enhancing their efficiencies in their collective and individual activities.     Abstract:

    The importance of disclosure both environmental and social information by organisations has increased in the last few years. Through this process, companies can express and communicate their current strategy specially referring to their sustainability practices. However, there is some doubt if this is a real practice or strategy and sustainability performance are actually detached. Thus, this paper aims to identify the association between a firm’s strategy and its sustainability aspects, represented by Global Reporting Initiative indicators as a proxy. This study is both descriptive and qualitative, based on a thematic content analysis, describing and comparing two cases: first, Petrobras, the biggest Brazilian Oil & Gas company and the 14th in the world, and Spanish Repsol, the 22nd largest company in this industry. Main results show evidence of some of the most important elements of strategy having none or little relationship to sustainability aspects and vice-versa. There is also imbalance and incompleteness regarding the triple bottom line approach in companies’ reporting, with a predominance of social aspects. The two companies, despite belonging to the same industry, have several differences in their sustainability strategy. In quantitative terms, for Petrobras, 4 aspects (out of 5) are related to Economic dimension, in comparison with 3 of Social (maximum 12) and Environmental (maximum 34) dimensions. In short, 10 different sustainability aspects are shown related to 5 strategic elements. For Repsol, only 2 aspects (out of 5) are related to Economic dimension, and 2 are related to both Social dimension (maximum 32) and Environmental (maximum 12) dimension. In short, 6 different sustainability aspects are shown related to 7 strategic elements. We conclude that there should be multiple criteria of analysis and evaluation for sustainability regarding the importance of sustainable strategies for companies that are, in fact, trying to deal with this challenge. More exactly, some strategic elements, such as Strategic Intent and Values, are barely considered in companieś sustainability approach. On the other hand, Stakeholders is the aspect that is, by far, more frequent in both cases. The results express that Repsol presents a wider range of strategic elements than Petrobras and, alternatively, the range of sustainability aspects is larger for Petrobras.

    This paper describes the process by which visual operations management (VOM) tools were implemented, concerning standards and operational procedures in Petrobras Transporte’s Oil Pipelines and Terminals Unit. It provides: (i) a brief literature review of visual operations management tools applied to total quality management and the standardization processes; (ii) a discussion of the assumptions from the second level of VOM (visual standards) upon which Petrobras Transporte’s oil pipelines and terminals business processes and operational procedures are based; and (iii) a description of the VOM implementation process involving more than 100 employees and one illustrative example of “Quick Guides” for right-of-way management activities. Finally, it discusses the potential impacts and benefits of using VOM tools in the current practices in Petrobras Transporte’s Oil Pipelines and Terminals Unit, reinforcing the importance of such visual guides as vital to implement regional and corporate procedures, focusing on the main operational processes.Copyright © 2010 by ASME

    Abstract:

    This paper describes an innovative evaluation model applied to Petrobras Transporte’s “Marine Terminals Standardization Program” based on updating approaches of programs evaluation and organizational learning. Since the program was launched in 2004, the need for having an evaluation model able to evaluate its implementation progress, to measure the degree of standards compliance and its potential economic, social and environmental impacts has become evident. Within a vision of safe and environmentally responsible operations of marine terminals, this evaluation model was jointly designed by Petrobras Transporte and PUC-Rio to promote continuous improvement and learning in operational practices and in the standardization process itself. Petrobras Transporte believes that standardization supports its services and management innovation capability by creating objective and internationally recognized parameters, targets and metrology for its business activities. The conceptual model and application guidelines for this important tool are presented in this paper, as well as the next steps towards its implementation.Copyright © 2010 by ASME
