Peak Loads and Postal Services: Some Implications of Multi-Stage Production

SmithAbstract:While peak-load pricing has a long history both in practice and in the literature (Crew, Fernando, and Kleindorfer 1995), its extension to Postal service is much more recent (see Panzar (1984) and Crew, Kleindorfer, and Smith (1990)). Because our 1990 paper was an early extension of peak-load pricing to Postal service, it did not incorporate stochastic demand and diverse technology that had become common place in traditional applications of the theory of peak-load pricing. Nor did it reflect all of the important features of the peak-load problem in Postal service. Similarly, it did not reflect the changes in Postal technology as represented by the automation programs in progress in Postal Services Finally, it did not recognize the importance of peak loads at all of the several stages of production in Postal service, including delivery, a significant cost in Postal service. In this paper we begin the process of extending the theory of peak-load pricing in Postal service to reflect some of these features. We are especially concerned with the effects of multi-stage production and stochastic demand and with extending the focus of the analysis downstream to include possible implications for peak-load pricing at the delivery stage.

The Liberalization of Postal Services – Israeli and European Perspectives
2011Co-Authors: Talia EinhornAbstract:On 7 December 2005 the Minister of Communications and the Minister of Finance signed a decree in accordance with which the Israeli Postal Authority was transformed into Israel Post Ltd., a government-owned company, as of 1 March 2006. Prior to that date, on 31 January 2006, the Postal Services underwent an important liberalization phase, whereby 50% of the bulk mail were officially opened to competition.The European liberalization process has served as a model for the Israeli legislature. There is however a big difference. The Israeli legislature does not have the benefit (or burden) of the need to comply with the competition rules of the EC Treaty, especially those concerning undertakings entrusted with the operation of Services of general economic interest, which have played a vital role in shaping the liberalization process in Europe. Therefore, despite the similarity in the overall aim to be achieved (better, more efficient and more cost-effective Postal Services), the debate regarding how this should be done is markedly different and so are the consequences for the liberalization process.This paper critically analyzes, compares and evaluates the role of the legislature, the regulator and the courts in the liberalization process of Postal Services in the European Union and in Israel.

Accessibility of Universal Postal Service According to Access Points Density Criteria: Case Study of Bjelovar-Bilogora County, Croatia

To ensure universal service obligation, regulatory measures (criteria) which service providers must fulfil are often set up. In this paper, a geographical analysis of these criteria is conducted using current regulatory framework in the Republic of Croatia as an example. Based on the framework of the gravity model, accessibility of Postal service is presented. The goal of the proposed research is to investigate the application of the gravity model for determining Postal service accessibility, with special emphasis on rural areas. To our knowledge, this method has not been used in previous studies to determine accessibility of Postal Services. The results of the applied model could be used in future planning of access density criteria with various transportation modes

The rapid development of communication technology and trends in globalization processes lead to growing customer demands and use of alternative Services in relation to traditional Postal service. In such a dynamic market, service analysis is necessary on the strategic decision making level, with decisions to improve the Postal system business. Multicriteria analysis is a tool which enables the evaluation of criteria and alternatives that affect business activities in Postal traffic. Simulation is used to examine possible scenarios as well as to predict the impact of certain decisions in the Postal business. This paper shows a multicriteria model for simulation and evaluation of Postal Services.

The Universal Postal Service after the Lisbon Treaty: a True Step Forward?

Through the amendment of the Treaty on European Union and the Treaty on the Functioning of the European Union, the Lisbon Treaty consolidates and develops the established principles of EU law, modifies the institutional structure and decision-making process of the EU, and introduces new Services of general interest-related provisions in EU primary law. However, will such modifications effectively have an impact on the provision of Postal Services, and/or on universal Postal Services?
