  • Asymmetric cost behavior in local Public Enterprises: exploring the Public interest and striving for efficiency

    Abstract:

    Asymmetric cost behavior, which was first identified in Germany in the 1920s, has attracted the attention of researchers over the last two decades. Cost management is essential not only for commercial Enterprises (CEs) but also for Public organizations. Therefore, in this research, I focus on local Public Enterprises (LPEs), one type of Public organization in Japan, and clarify their cost behavior. Then, taking the perspective of institutional theory, I compare LPEs with CEs. Because LPEs are required to behave according to the restrictions of LPE law, they are more vulnerable to institutional pressure. Specifically, LPEs have two normative institutional constraints: (1) efficiency and (2) the Public interest (i.e., the responsibility to support people’s everyday lives). Therefore, LPEs must provide certain services even if they are unprofitable. To explore whether normative institutional pressure causes LPEs to be cost inefficient, I compare the cost behavior of these Enterprises with that of CEs in five ways. I analyze (1) panel data covering 40 years, (2) the change over time, (3) the differences by industry type, (4) the relationship with population changes, and (5) the effect of political influence. I find that LPEs’ cost management is not necessarily cost inefficient; however, their ability to adjust costs may be lost in the future due to the influence of institutional constraints. I therefore assert that LPE administrators must constantly struggle to balance the institutional constraints of the Public interest and efficiency since these factors require long-term, stable management.

    Abstract:

    Our study verifies cost behavior of Public sector organizations by empirical techniques. First is to clarify that cost behavior of the Public sector is not clear enough up to now. Second is to verify the relation between market share level and cost behavior. Last is to clarify how business managers have carried out cost management against the downside risk of demand. We used 39,803 financial data of local Public Enterprises of 4,342 businesses for 15 years from 1999 to 2013 for analysis. Some local Public Enterprises have a market share exceeding 90%. As a result of the analysis, sticky costs were confirmed throughout the local Public Enterprises. However, the sticky costs were confirmed regardless of the degree of monopoly. Therefore, the market share was confirmed to have no influence on cost behavior of local Public Enterprises. And it became clear that sticky costs strengthened cost behavior of the local Public Enterprises since 2006. From this fact, in the situation in which the downside risk of demand rose, it was confirmed that the local Public enterprise managers could not adjust capacity due to their high fixed cost structure.

    The performance of the Public enterprise sector in Bangladesh is poor. The inefficiency of Public Enterprises places a fiscal burden, diverts limited resources from growth-enhancing Public spending to unproductive subsidies, and affects the country’s industrial competitiveness. This paper identifies the prospects, problems, and pitfalls of privatization program and policies in Bangladesh. Firstly, the stylized facts about Public Enterprises are provided and the basic issues in privatization policy as it relates to Bangladesh are discussed. Secondly, the preconditions for efficiency gains arising from privatization are evaluated. Thirdly, the role of Public Enterprises in the labor market in Bangladesh is examined. Finally, the political and the economic factors that can offset the potential efficiency gains from privatization in Bangladesh are critically analyzed. (JEL L33)

    Expectations for efficient Nigerian Public Enterprises have usually and variously been dashed. The reasons are understandable especially judging from the perspective that Public Enterprises, everywhere has no stimulus to efficiency. This is because the Public Enterprises have no regard for the community as they are constantly losing money and having to be subsidized by taxation and are subject to constant political interference and reversal of policies. But the need to have the Public Enterprises operate in the interest of the Public; accountable through the responsible minister and the community; financially self-supporting and free from political interference is great because of its potency to reverse the poverty level of the people by first reducing unemployment and then ensuring national development by averting the erstwhile wasted resources invested in the Nigerian Public Enterprises. Thus, this paper seeks to identify how to make the Nigerian Public Enterprises work.
