the circular continuum of agencies Public libraries and users a model of e government in practice
Government Information Quarterly, 2014Co-Authors: Natalie Greene Taylor, Paul T Jaeger, Ursula Gorham, John Carlo Bertot, Ruth Lincoln, Elizabeth LarsonAbstract:Abstract When e-government first became a viable solution to the dissemination of government information, experts believed that the rise of direct government-to-citizen (G2C) services would improve government transparency, foster civic engagement, and offer new and innovative service possibilities. It soon became clear, however, that not all users received the type of information, instruction, or services that they needed through this arrangement, giving rise to the need for an intermediary in this continuum of interaction. Increasingly, Public libraries fulfill this role. Instead of direct government-to-user interaction, government information and services flow through channels from agency to Public Librarian to user, from user back up to agency, and from agency to user to Public Librarian. Based upon research conducted in collaboration with Public libraries, government agencies, state library agencies, and a national library association in the United States, this paper expands on the idea of these multiple pathways of information and services, offering a practical model of e-government.

Critical Incidents and Librarian Professional Identity in LIS Pedagogy: Research Methodology as Pedagogical Tool Embedded in Reflexive Practice
2020Co-Authors: Pierson Cameron, Goulding Anne, Campbell-meier JenniferAbstract:Traditional conceptualisations of the library profession have been challenged due to persistent societal change, similarly affecting professional education. Challenges resulting from such change can be understood as uncertainty of definition and fit in society, and thus a questioning of professional identity. Examinations of professional identity offers potential in practice when introduced in the educational context. This paper outlines a pedagogical tool adapted from a method used in research investigating Public Librarian professional identity in New Zealand. The tool leverages the elicitation of critical incidents, along with guided questions, to prompt examination of professional identity. The tool is embedded within reflexive practice, creating a framework to understand and engage within increasingly interconnected and changing contexts

Public Librarians: Toward a typology of professional identity
2019Co-Authors: Pierson CameronAbstract:Librarian professional identity formation can be understood as a process over time influenced by social interaction. Librarianship, therefore, provides a common context for individual identity development. As this service-oriented profession faces persistent change, understanding of practitioner identity is key to understanding the interaction between the Librarians who compose the library-as-intuition and those they serve. Therefore, it is ever more relevant to examine how self-perception of professional identity may inform a typology of practitioners, what the distinctions are between these practitioner-types, and why these distinctions exist. The issue of defining the Librarian is historic. Previous strands of research have attempted to characterise an archetypical Librarian with little success. Efforts thus far, however, have not utilized professional identity as a lens to examine the practicing Librarian to address how self-perception influences behaviour and therefore interaction between practitioner, as the institutional embodiment of libraries, and the Public. This research utilizes a mixed-methods approach to investigate the professional identity of Public Librarians in New Zealand. Phase one utilised a questionnaire operationalizing aspect of Pierson’s (2019) model of Librarian professional identity. Phase two identified respondents from the questionnaire for interviews to explore responses and individual identity perception as a Public Librarian in New Zealand. Preliminary results suggest little overt reflection on professional identity and its influence on interpersonal interaction between practitioner and patron. Furthermore, emerging trends also suggest a pattern of arrangement of perception wherein some practitioners view a separation between their professional and personal identities, some practitioners do not, while others perceive a fluctuating separation

The digital Public Librarian´s mission : How the Librarian experiences his or her digital competence and the digital development within the Public library
2020Co-Authors: Nilsen, Siri MarieAbstract:The purpose of this study is to examine what the Public Librarians think about the digital development. The thesis will also examine how the Public Librarians consider their skills when it comes to digitalization and the digital work they attempt to do in the Public library. This examination will be done by interviewing eight Public Librarians who have worked in the Public library for more than ten years. The empirical information is collected by semi-structured interviews of the Librarians and the results are analysed by using qualitative content analysis. The theory that is used for the analysing of the thesis is Mark Prensky's “Digital natives, digital immigrants” (2001a, 2001b). Emily Wang, Michael D. Myers and David Sundaram's “Digital natives and digital immigrants – Towards a model of digital fluency” from 2013 is another theoretical article that is used for this study. Also – in the discussion, cognitive authority will be addressed with concepts from the article “Credibility and cognitive authority of information” written by Soo Young Rieh (2009). The thesis shows that there is a variety in the Public Librarians´ digital competence. It also shows that overall the Public Librarians think that it is important to be the guidance for the Public, to gain digital competence and help the digital outsiders into democracy. All in all, most of the Public Librarians who were interviewed consider themselves as trustworthy and reliable and comfortable in their digital mission.
