    Abstract:

    Abstract Using framing theory and research on sexual violence and the media, this study looks at media representations of three “high profile” sexual violence cases in two popular American newspapers. It explores key words, frames, and whether or not there have been any changes from 2014 to 2018. While laws exist in the U.S. to prevent sexual violence (e.g. Violence Against Women Act of 1994), sexual violence is a major Public health Issue in the U.S. According to the CDC, every 98 seconds someone is sexually assaulted; more than 570 people experience sexual violence in the country every day. In 2017, the #MeToo movement brought sexual violence to the limelight. The media plays an important role in practice, Policy, and Public perception of sexual violence; it is suggested that policies are influenced by Public opinion. A qualitative content analysis was conducted on articles between 2014 and 2018 about Harvey Weinstein, Bill Cosby, and Brock Turner published in the Washington Post and New York Times. While Cosby and Turner's cases are officially closed, Weinstein is awaiting trial. In total, 195 articles were coded. The results are supported by previous theories and studies. The analysis shows that articles about sexual assault often still use euphemisms, portray stereotypes, favour the perpetrator, show scepticism towards the survivors, and unnecessarily sensationalise the crimes. However, there seems to be a slight change after the Weinstein case and #MeToo. Articles from 2017 to 2018 employed the social science frame more. Additionally, thematic news framing was prevalent. This study ultimately aims to introduce a theory: that current media representations of sexual violence are inappropriate and may affect Public opinion, thus playing a role in impeding Policy change.

    This is the executive summary to Deliverable D3.1 and D3.2, on governmental capacity building to support the development and effective implementation of a sustainable mobility transition agenda across the 6 Sump Plus cities. More precisely, it seeks to understand when, why and how sustainable urban planning emerged as an urban Public Policy Issue, what priorities are set and by whom. Findings confirm that Policy capacities and their instrumental uses across levels and over time play a critical role in city governments’ ability to overcome these barriers and intensify the pace and scope of sustainable transitions.

    The report examines governmental capacity building to support the development and effective implementation of a sustainable mobility transition agenda across the 6 Sump Plus cities. More precisely, it seeks to understand when, why and how sustainable urban planning emerged as an urban Public Policy Issue, what priorities are set and by whom. The main assumption is that Policy capacities and their instrumental uses across levels and over time play a critical role in city governments’ ability to overcome these barriers and intensify the pace and scope of sustainable transitions. Drawing on Public Policy research, urban studies and comparative politics, the report builds on previous work done on historical transport Policy developments and Policy capacities to support urban sustainable mobility transitions in a multi-level governance context . It introduces the analytical framework used in order to analyze governmental capacity building across the 6 Sump Plus cities. Beyond the classic approach to governance, it proposes a broader conception of the term to include the whole set of vertical and horizontal relationships in sustainable urban transitions, as well as the different types of Policy capacities needed to govern sustainable urban mobility transitions at different Policy stages.

    Concerns about materialism have been elevated to a Public Policy Issue, with consumer activists and social scientists calling for restrictions on marketing to children. A recent UNICEF report on the welfare of children suggests that those from low-income families may be particularly vulnerable to marketing efforts. The current research provides a first glimpse into the consumer values of impoverished children. Personal interviews conducted with 177 children and adolescents from impoverished and affluent families reveal differences in materialistic values. Although younger children (ages 8–10 years) from poor families exhibit similar levels of materialism to their more affluent peers, when they reach adolescence (ages 11–13 years) and beyond (ages 16–17 years), impoverished youth are more materialistic than their wealthier counterparts.     Abstract The problem of homelessness has become one of the most urgent social and political problems of our time. In order to address this Public Policy Issue from a consumer-behavior perspective, this paper provides an historical overview of the homeless, discusses the current status of the homeless, and summarizes recent consumer-behavior research on their dilemma. From this literature review and synthesis, a profile of the homeless emerges that helps us visualize their plight as consumers. Then, Public Policy implications are described involving two distinct subgroups identified in these investigations, and the paper concludes with a call for future research.

    Purpose – There is growing political interest in new forms of precarious self‐employment located in a “grey area” between employment and self‐employment. A wide range of concepts has been used to debate this Issue, and this paper aims to clarify these debates through the concept of involuntary self‐employment.Design/methodology/approach – The paper reviews the empirical, conceptual and legal‐Policy approaches to involuntary self‐employment via three country case studies in Finland, Germany and the UK. A range of relevant domestic academic literature, articles in the media, selected key expert interviews, and Policy and legal documents are employed.Findings – Conceptual clarity regarding involuntary self‐employment is achieved through a discussion of two aspects of the phenomenon: the characteristics of involuntariness from a motives‐based perspective, and the legal/economic perspectives and Policy Issues.     Abstract:

    In Australia, there is a laissez faire approach to regulating government advertising but, over the past ten years as accusations of misuse for partisan purposes have grown, many external Policy actors have tried to achieve a change in Policy. This article traces the history of these (failed) reform attempts. This case study is of interest because it is an example of a government demonstrating long-term resistance to reforms that are quite modest by international standards and despite attempts by usually influential Policy actors to propel reform. This article draws particular attention to the role of the Auditor-General and demonstrates the growing politicisation of the Issue in an environment where those who seek to investigate and comment upon government advertising are severely discouraged.
