    Abstract:

    The fundamental problem in the field of the economics of innovation is how countries achieve and sustain technological and economic advantage. This study confronts the problem here by developing a theoretical framework based on the concept of Purposeful System having a purpose of global leadership, which endeavours to analyze the sources of technical change by countries in a Schumpeterian world of innovation-based competition and also in the presence of potential military competition. This approach is supported by historical and empirical evidence concerning leading societies in terms of technological and economic change: Ancient Roman society, Victorian Britain and current USA. The main conceptual finding, which may represent the most important driving force of technological change, is that a socio-economic System (e.g., country) in a particular time span, context dependent, acts as a Purposeful System with the purpose to achieve a geographical, cultural, political and economic leadership on a wide geo-economic area, supporting also higher technological performances. The strategy to achieve this purpose is based on high R&D military expenditures and a modus operandi of warfare. This strategy, by victories of wars, can generate a vital geo-economic leadership and support changes in the techno-economic paradigms and General Purpose Technologies conducive to high technological and economic performance. The linkages between critical concepts can be the foundation for a general theory of sources of the major technological breakthroughs.

    Abstract:

    A fundamental problem in the field of the economics of innovation is how to explain the sources of path-breaking innovations that support the human development and socioeconomic progress in complex societies. The study here confronts this problem by developing the theoretical framework of global leadership-driven innovation, which endeavors to explain the general sources of General-Purpose Technologies (GPTs). Evidence, based on an inductive study of some leading societies, shows that the sources of strategic GPTs are, de facto, associated to the goal of global leadership of a Purposeful System in the presence of effective and/or potential environmental threats. In particular, a Purposeful System (e.g. a complex society), with high economic potential and Purposeful institutions having the purpose of achieving/sustaining a global leadership, tends to engender GPTs that are spread in the long run. The conceptual framework is applied to analyze the current determinant of a vital case study: the U.S. Navy's Mobile User Objective System (MUOS), a possible next GPT. Over the centuries, the General Purpose Technologies e that support technological, social and economic change e have significantly changed, but their driving force, based on the goal of global leadership, is an invariant feature of the human development. The vital linkages between observed facts provide a general framework to explain the sources of General Purpose Technologies, which induce human development and progress in society.

    The fundamental problem in the field of the economics of innovation is which economic subjects are the sources of radical innovations and high technological performances. The study here confronts this problem by developing a theoretical framework underpinned in the concept of Purposeful System having a purpose of global leadership, which endeavours to analyse the sources of General-Purpose Technologies GPTs in a Schumpeterian world of innovation-based competition. Through an inductive study based on some societies that in the history have generated technological and economic change Roman and Britain Empire, and current USA, the analysis shows vital characteristics that can be the sources of changes in the techno-economic paradigm. In particular, Purposeful country-Systems with high economic military potential, supported by a strategy of high RD expenditures, and the objective of global leadership, winning international conflicts against other great powers a very strong competition for the hegemony, tend to generate several inventions and radical innovations that are spread, in the long run, across wide geo-economic areas. It seems that the initial sources of GPTs e.g. aqueduct, steam engine, jet aircraft, computer, etc. are, de facto, associated with the global posture of great powers to achieve/sustain global leadership in intensive effective and/or potential international competitions, rather than warfare per se. This study refers to this nexus as leadership-driven innovation. International conflict is the context that spurs the GPTs, which are driven by global leadership of critical societies, whereas initial military RD, demand and procurement are important mechanisms underlying the process that induces emerging path-breaking technologies. The vital linkages between observed facts can support a general socio-economic framework of the sources of path-breaking innovations based on a leadership of main economic subjects that support innovative activity mainly in communications and energy Systems parallel to transportation technology and the evolution and development of human societies.

    On the basis of the examined 350 patients with somatoform disorders and 250 patients with chronic psychosomatic diseases we have elaborated a test that allows to evaluate quantitatively the influents of the disease on patients' social functions. We created the integrative psychotherapy System with cognitive-oriented, suggestive and autosuggestive implementations. Elucidation of peculiarity of personal perception of the disease served as basis of elaboration of Purposeful System of psychotherapy, consulting, psychological support for psychosomatic patients with high-effectiveness 1,5 – 3 years catamnesis in 85% patients. Psychotherapy should be used first of all as a target-oriented. Our experience showed the necessity of the use the integrative models of psychotherapy, parted on stages. On the first stage the receptions of cognitive and suggestive psychotherapy are used. There is group therapy on second stage. On the third stage elements of the autogenic training mastered.

    Abstract:

    This paper addresses one of the fundamental problems of the philosophy of information: How does semantic information emerge within the underlying dynamics of the world?—the dynamical semantic information problem. It suggests that the canonical approach to semantic information that defines data before meaning and meaning before use is inadequate for pre-cognitive information media. Instead, we should follow a pragmatic approach to information where one defines the notion of information System as a special kind of Purposeful System emerging within the underlying dynamics of the world and define semantic information as the currency of the System. In this way, Systems operating with semantic information can be viewed as patterns in the dynamics—semantic information is a dynamical System phenomenon of highly organized Systems. In the simplest information Systems, the syntax, semantics, and pragmatics of the information medium are co-defined. It proposes a new more general theory of information semantics that focuses on the interface role of the information states in the information System—the interface theory of meaning. Finally, with the new framework, it addresses the debate between weakly semantic and strongly semantic accounts of information, siding with the strongly semantic view because the pragmatic account developed here is a better generalization of it.

    Abstract:

    Conceptual modelling is situated in the broader view of information Systems requirements engineering. Requirements Engineering (RE) explores the objectives of different stakeholders and the activities carried out by them to meet these objectives in order to derive Purposeful System requirements and therefore lead to better quality Systems, i.e., Systems that meet the requirements of their users. Thus RE product models use concepts for modelling these instead of concepts like data, process, events, etc., used in conceptual models. Since the former are more stable than the latter, requirements engineering manages change better. The paper gives the rationale for extending traditional conceptual models and introduces some RE product models. Furthermore, in contrast to conceptual modelling, requirements engineering lays great stress on the engineering process employed. The paper introduces some RE process models and considers their effect on tool support.
