    Abstract:

    The article focuses on the relationship between the strategic planning and operational programming in the Polish Regional Development Policy in the period before the accession to the European Union, and in the first years of the EU membership. Specifically, it offers an analysis of the configuration of legal acts and programming documents, which establish the formal framework for the Regional Development Policy. It is demonstrated that the programmatic framework of the Polish Regional Policy has been marked by a split between strategic and operational planning and the construction of framework operational programmes, with possible hindering effects for Regional Development.

    Abstract:

    The general objective of this study is to evaluate Regional disparities and the territorial convergence under the impact of the cohesion Policy, in the context of the European Union integration. The specific objectives on which the research included in this work focused are the following: specific objectives: (i) analysis and interpretation of main theories of Regional science, evolution and influence factors, main representatives; (ii) analysis of Regional disparities in Romania in different fields of activity; (iii) analysis of convergence at Regional level within the European Union; (iv) assessing the impact of implementing Regional Policy in Romania; and (v) suggestions regarding a possible model of Regional strategy for the future programming period, from the perspective of the Europe 2020 Strategy. The study contains certain quantitative and qualitative estimates on the economic effects generated by Structural Funds at Regional level in Romania. The data and information presented in the research paper regarding the gross impact of allocated resources are verified by computing first an average level of obtained effects. By using currently existing qualitative and quantitative data and some analysis techniques of territorial convergence recognised at international level, the study presents the trends at Regional and local level in certain fields of activity.

    Abstract:

    The Regional Development promotes the balanced Development of the European Union and, similarly, in all member state is treated as an integral factor of the state economic and social Policy. Also, it promotes the growth model proposed by the future Europe 2020 Strategy, including the necessity of meeting the societal challenges, and those related to employment in the regions and in the Member-States. The appraisal of the implementation of the Regional Policy, whose goals and priorities were defined in the national and European strategic documents, calls for a general and specific objectives and financial instruments of that Policy. This article contains information’s and elements about the next programming period and future Regional Policy of the European Union, in context of economic and social cohesion and convergence. From the perspective of the Europe 2020 Strategy, the regions shall continue to attract differentiated support depending on their economic Development level (GDP/per capita), as a clear distinction is made between “less developed” and “most developed” regions.

    Abstract Since the end of World War II, local and Regional Development policies, and a politics around these policies, have been common to all advanced capitalist societies. However, how and why that is the case varies from one country to another. Amongst the reasons for contrasts between national policies of local and Regional Development, the following seem to be of high significance: the degree of central state regulation, the underlying reasons for interventions designed to support Development, and how both central regulation and the major objectives of local and Regional Development Policy have changed over time and across advanced capitalist countries.
