Winds of change in energy systems: Policy implementation, technology deployment, and Regional Transmission Organizations

WilsonAbstract:Abstract Changes in the electricity sector since the turn of the century have brought significant penetration of wind generation resources onto the electric power grid. Creating a low-carbon and sustainable electric systems to respond to climate change and meet societal energy needs requires different technologies and changes in supporting policies and institutions. But just how these institutions are creating and implementing new policies has emerged as an important area of inquiry. Changing how the electricity system works requires coordinated interaction across many different stakeholder groups and multiple levels of governance. We explore these emerging processes of policy implementation by examining how wind energy resources are changing the operation of the electric grid. To do this, we develop an in-depth, grounded case study examining decision making within the Midcontinent Independent System Operator, a U.S. Regional Transmission Organization. We use a multi-method approach to the strategic action field theory (SAF; e.g. Moulton and Sandfort, 2015) to examine how MISO created and implemented policy, changing energy markets and power systems operation to allow for the integration of wind resources. Our study examines the critical and understudied role of energy policy implementation in practice and focuses on how stakeholders are making decisions which are shaping the use and value of new and existing energy technologies and, in doing so, transforming the energy system.

IEEE Transactions on Power Systems, 2006Co-Authors: G A Jordan, M O Sanford, W H BabcockAbstract:With the issue of its Notice of Proposed Rulemaking on Standard Market Design (SMD NOPR) in July 2002, the U.S. Federal Energy Regulatory Commission (FERC) took a major step to ensure consistency in wholesale electricity markets. The SMD NOPR contains the Commission's most definitive guidelines regarding its vision of future competitive wholesale electric markets, their structure, and scope. Regional Transmission Organizations (RTOs) are at the heart of the order-providing the structure and institutions to support wholesale electricity trade and the management of the nation's Transmission grid. Locational marginal pricing (LMP) and congestion revenue rights (CRRs) will be used to manage the operation of the Transmission grid. As the geographics of these RTOs will expand across many states and one or more independent system operators (ISOs), the state regulators and ISOs, affected by FERC orders, are particularly interested in the assessment of economic impact in their states and ISO market areas, if these orders were adopted. While one can easily conceptualize the steps required to characterize the economic impact of implementing RTOs and SMD, the modeling and analytical methodology is extremely complex and requires that numerous "reasonable assumptions" be made to approximate the operations of the electric system. Results from a case study are used to illustrate the impact of key assumptions and the inherent imprecision in this type of analysis. These types of issues, modeling, and analytical considerations are relevant for evaluating the impact of changing electricity market structures throughout the world

Summary of Time Period-Based and Other Approximation Methods for Determining the Capacity Value of Wind and Solar in the United States: September 2010 - February 2012

PorterAbstract:This paper updates previous work that describes time period-based and other approximation methods for estimating the capacity value of wind power and extends it to include solar power. The paper summarizes various methods presented in utility integrated resource plans, Regional Transmission Organization methodologies, Regional stakeholder initiatives, regulatory proceedings, and academic and industry studies. Time period-based approximation methods typically measure the contribution of a wind or solar plant at the time of system peak - sometimes over a period of months or the average of multiple years.

Implications of Regional Transmission Organization Design for Renewable Energy Technologies

PorterAbstract:This report summarizes the development of Regional Transmission Organizations (RTOs) and assesses the potential implications of market rules for renewable energy technologies. The report focuses on scheduling provisions, as these have proved problematic in some cases for intermittent renewable energy technologies. Market rules of four RTOs-the Pennsylvania-Maryland-New Jersey ISO, the ERCOT ISO, the Midwest ISO and the New York ISO (NYISO)-were examined to determine the impact on intermittent renewable energy projects such as wind energy generators. Also, a more general look was taken at how biomass power may fare in RTOs, specifically whether these technologies can participate in ancillary service markets. Lastly, an assessment was made regarding the implications for renewable energy technologies of a Northeast-wide RTO that would combine the three existing Northeast ISOs (the aforementioned PJM and NYISOs, as well as ISO New England).

Regional Transmission Organizations and Wind Energy: A Happy Marriage or Divorce Proceedings?; Preprint

PorterAbstract:In 1996, the Federal Energy Regulatory Commission (FERC) issued Order 888, which required Transmission-owning utilities under FERC jurisdiction to provide open access Transmission service to eligible wholesale power customers. Among other things, the elements of electric service are unbundled, meaning that wind project developers must not only find a taker for the energy but also potentially make interconnection, ancillary service, and Transmission arrangements for their wind projects. In 1999, the FERC issued Order 2000, which required Transmission-owning utilities to file an intent with FERC on whether they have joined or plan to join a Regional Transmission Organization (RTO). Order 2000 also required RTOs to meet certain criteria and be approved by FERC in order to begin operations as an RTO. More recently, FERC said it would issue a Notice of Proposed Rulemaking in 2002 on certain requirements and services, often termed''standard market design'' (SMD), that must be included in all Transmission tariffs filed at FERC. This paper discusses the chronology of open access Transmission issues, from Order 888 onward, and reviews some of the important issues raised by FERC's SMD initiative.
