Street Standards as Parking Policy Rethinking the Provision of Residential Street Parking in American Suburbs

Based on literature review and a national survey of ninety-seven principal cities in the top fifty-two metro areas, it reveals two unjustified assumptions behind the mandate: traffic lanes must maintain continuous alignment even with limited, slow traffic; and parking demand must be satisfied with dedicated parking lanes in absence of price. The mandate is likely to force markets to oversupply parking and undersupply housing. Residential Street Parking and Car Ownership
Journal of the American Planning Association, 2013Co-Authors: Zhan GuoAbstract:Problem, research strategy, and findings: Local governments' minimum Street-width standards may force developers to oversupply, and residents to pay excessively for, on-Street parking in Residential neighborhoods. Such oversupply is often presumed to both encourage car ownership and reduce housing affordability, although little useful evidence exists either way. This article examines the impact of Street-parking supply on the car ownership of households with off-Street parking in the New York City area. The off- and on-Street parking supply for each household was measured through Google Street View and Bing Maps. The impact of on-Street parking on car ownership levels was then estimated in an innovative multivariate model. The unique set-up of the case study ensures 1) the weak endogeneity between parking supply and car ownership and 2) the low correlation between off-Street and on-Street parking supply, two major methodological challenges of the study. Results show that free Residential Street parking increases private car ownership by nearly 9%; that is, the availability of free Street parking explains 1 out of 11 cars owned by households with off-Street parking. Takeaway for practice: These results offer support for community Street standards that make on-Street parking supply optional. They also suggest the merits of leaving the decisions of whether, and how many, on-Street parking spaces to provide in new Residential developments to private markets rather than regulations. Amenity Versus Necessity: Rethinking Residential Street Width Standard as U.S. Parking Policy
2013Co-Authors: Zhan GuoAbstract:This paper explores the rationales underlying the use of minimum Street width requirements to mandate Street parking. A survey of 97 cities reveals that this mandate is not a technical necessity based on safety concerns or an amenity reflecting market demand, two common beliefs held by decision-makers. Many residents are likely unwilling to pay for Street parking if it is unbundled from housing. The hidden parking policies should be made transparent and subject to public oversight, the double standard between private and public Streets should be eliminated, and parking on Residential Streets should be optional.

CHANGING THE Residential Street SCENE: ADAPTING THE SHARED Street (WOONERF) CONCEPT TO THE SUBURBAN ENVIRONMENT

Its fundamental concept was the antithesis of the notion of segregating pedestrians and vehicles. It emphasized integration of traffic and pedestrian activity as a positive principle for Street planning. The shared Street approach was later systematized by local agencies and given legal status by the national government. This new concept has drawn global attention, and similar Street designs are appearing not only in Europe, but also in Japan, Australia, and Israel. The shared Street concept's adaptability to different countries and societies reinforces its status as a valid, flexible choice for Residential Street layouts. Studies and surveys of shared Streets in these countries have found considerable reductions in traffic accidents, increased social interaction and play, and a high degree of satisfaction by the residents. Development and Testing of a Vehicle/Pedestrian Collision Model for Neighborhood Traffic Control

It shows that the probability of standardized pedestrian conflict resulting in a collision can be computed given data on the distribution of vehicle speeds and headways on a Residential Street. Researchers applied this method to data collected on a sample of 25 Residential Streets in the Twin Cities and found that collision rates varied between 4 and 64 collisions per 1,000 pedestrian conflicts, depending primarily on the Street's traffic volume. Using a model that relates the impact speed of a vehicle to the severity of pedestrian injury, they computed the probabilities of a severe collision. Sensitive to both traffic volume and traffic speed, the severe collision rate varied between 1 and 25 collisions per 1,000 conflicts. Using the same data, researchers also computed the crash reduction factor, used to assess the potential safety effect of a 25 miles per hour speed limit on the sample of Residential Streets. The estimated crash reductions ranged between .2% and 45%, depending primarily on the degree to which the vehicle speeds currently exceeded 25 miles per hour. Researchers also showed how this computation assists with the reconstruction of actual vehicle/pedestrian collisions.

Residential Street DESIGN: DO THE BRITISH AND AUSTRALIANS KNOW SOMETHING AMERICANS DO NOT?

British and Australian guidelines provide for narrower pavement surfaces, sharper horizontal curves to control speeds, roundabouts and T-intersections, more efficient networks, and a wide array of traffic-calming devices. Americans have fallen behind the British and Australians in the conception of Residential Street functions and approaches to traffic management. British and Australian design guidelines appear to offer the best of the contemporary and the neotraditional, with European traffic calming thrown in for good measure.

eco efficient value creation of Residential Street lighting systems by simultaneously analysing the value the costs and the eco costs during the design and engineering phase
Energies, 2020Co-Authors: Nine Klaassen, Arno Scheepens, Bas Flipsen, J G VogtlanderAbstract:In search of sustainable business models, product innovation must fulfil a double objective: the new product must have a higher (market) value, and at the same time a lower eco-burden. To achieve this objective, it is an imperative that the value, the total costs of ownership, and the eco-burden of a product are analysed at the beginning of the design process (idea generation and concept development). The design approach that supports such a design objective, is called Eco-efficient Value Creation (EVC). This approach is characterised by a two-dimensional representation: the eco-burden at the y-axis and the costs or the value at the x-axis. The value is either the Willingness to Pay or the market price. The eco-burden is expressed in eco-costs, a monetised single indicator in LCA (Life Cycle Assessment): an app for IOS and Android, and excel look-up tables at the internet, enable quick assessment of eco-costs. A practical example is given: the design of a new concept of domestic Street lighting system for the city of Rotterdam. This new concept results in a considerable reduction of carbon footprint and eco-costs, and shows the benefits for the municipality and for the residents, resulting in a viable business case.
