    Abstract:

    The author of this book chapter has a professional background in history English sociology and education and works for Concerned Women for America a politically active womens group in the US. The chapter discusses parental Rights and Responsibilities as indicated in the Bible and US case law. What is taught in the family during the present generation will be the ideology of the next generation. The Bible asserts parents God-given right and responsibility to teach their children the moral precepts and principles to guide their lives. The author identifies about 20 different US legal and international actions that bear on parental Rights and Responsibilities. For example in 1943 in Prince v. Massachusetts the US Supreme Court ruled that the Constitution has consistently been interpreted as recognizing parents claim to authority over the upbringing of their children. The custody care and nurturance of the child is first the domain of parents. The UN Human Rights Declaration of 1948 identifies parents right to choose the kind of education that shall be given to their children. Over the past 20 years the Rights of parents have shifted. Until the 1970s parents were the primary parties controlling the upbringing and education of their children. In 1972 the Rights of parents and minor children were differentiated in the area of reproductive Rights. In 1970 the UN emphasized childrens over parents Rights. In 1994 and 1995 UN Platforms of Action affirmed the Rights of adolescents to privacy confidentiality respect and informed consent. The author argues that parents are not in a partnership with society or men and women as a whole. The partnership between the family and society should follow a continuum that begins with school and is followed by social services parents business community medical community and church. Each entity provides input into decisions about child welfare.

  • Perception of Students about the Rights and Responsibilities of Citizens: The Case of Kosovo

    Abstract:

    Even in Kosovo, as in other countries, students are agents of change. They have good ideas to change the world around them. Therefore, we must make efforts to strengthen the students’ ideas of Rights and Responsibilities to all people. Students, who are the part of the changes, first will change themselves and later they will change the area where they live. The main purpose of this paper is to present the students' perceptions regarding the Rights and Responsibilities of citizens. This study will be based on the results of a survey which was carried out in lower secondary schools in Kosovo. The research was performed in rural and urban schools. In the research were involved eighth grade students. Students are selected randomly. In this study were used qualitative and quantitative methods. Questionnaires have been the main instrument of research. Besides questionnaires, were made interviews with teachers. Since students are important agents who affect social change, then the outcomes of this research are very important and these will contribute to create a clear picture regarding the beliefs and attitudes of students to the Rights and Responsibilities of citizens. This study will assist in the promotion of justice and equality between different groups in our society. Also, to create clear ideas of students and increase their awareness of the importance of Rights and Responsibilities of citizens in our democratic society an important role has some other factors. In this regard, an important contribution can also provide schools, teachers, parents, textbooks and curricula. Finally, we must mention that Kosovo's schools are being a serious effort to educate young people about the Rights and Responsibilities of different groups in society. Fostering and developing civic understandings, skills, values, and participation have always been important goals for the schools. Schools reach almost all children and young people.     Abstract:

    This article focuses on the law's balance between Rights and Responsibilities, discussing in particular the law designed to protect the victims of armed conflict. The article uses as its starting point some actual situations from the 1415 Battle of Agincourt. The author then identifies enduring issues, especially legal issues, which arise from these situations. The various issues relate to four primary themes: first, the roles of the executive government, the military, the legislature, the courts, and educational bodies (notably universities) in developing the law of war. Second, the processes for the making, development, and implementation of the law. Third, the relationships between the law, moral and ethical principles, and military necessity. Fourth and finally, the jurisprudential analysis of Rights and duties.

    Abstract:

    In Britain the relationship between welfare Rights and Responsibilities has undergone change. A new welfare 'consensus' that emphasizes a citizen ship centred on notions of duty rather than Rights has been built. This has allowed the state to reduce its role as a provider of welfare and also defend a position in which the welfare Rights of some citizens are increas ingly conditional on those individuals meeting compulsory responsibili ties or duties. This concentration on individual responsibility/duty has undermined the welfare Rights of some of the poorest members of society. Three levels of debate are considered within the article: academic, pol itical and 'grassroots'. The latter is included in an attempt to allow some 'bottom up' views into what is largely a debate dominated by social sci entists and politicians.
