Problems in Science Administration: A Study of the Scientific Surveys in British India 1757–1900
Boston Studies in the Philosophy of Science, 1992Co-Authors: Deepak KumarAbstract:Next to the guns and ships, survey operations were the most potent tools in the hands of a colonizing power. Through them it could afford to know unknown people, chart untrodden paths, and estimate local resources. So surveyors marched along with the conquering armies. Topographical surveys had military origins and this relationship was maintained throughout (India gets its first civilian Surveyor-General only in 1991!). Similarly, meteorological observations and data were important for a sea-faring colonizer and an agro-based colony. Geological Surveys came late. They started as a part of topographical explorations but as the British rule stabilized, it acquired its own identity and played a major role in the economic exploitation of the country. How these organizations developed? What were their problems? The East India Company was not oblivious of their importance, but concrete steps were taken only in the later half of the 19th century. So the focus is mostly on this period.

French Health Ministers, however, have recently destabilized this system by intervening directly to remove specific drugs from the market. Drawing upon a study of one such decision concerning antidiabetics, this article refutes an explanation of ministerial intervention in terms of the ‘heroic action’ of politicians. Instead, drawing on concepts from sociology and policy analysis, a generalizable analytical framework is proposed to capture deep shifts in power relations between representatives of four ‘fields’ (medical Science, Administration, party politics and journalism) which underlie ministerial intervention of this type. Specifically, the claim tested is that power struggles within and between those fields strongly structure actor behavior, but also create contingency. Dealing with time: a career in fish and fisheries
ICES Journal of Marine Science, 2017Co-Authors: Beatriz Morales-ninAbstract:Abstract In this essay, I review my career in fish and fisheries, describing my work in the context of the ideas of the period and how they have changed with time. My experience may be interesting especially for other women from social backgrounds that do not promote competitive careers. The main lessons that I have learned are that to be persistent and ambitious, to associate with top scientist, and good persons too! is rewarding at several levels. Not to try to be the one in the spotlight but to recognize other people merits gives good results in the long run. Moreover, to take risks from time to time and explore new territories, like Science Administration in my case, helps to reinvent yourself and keep the intellectual interest alive. I would like to encourage young scientists to persevere, be resilient and take, from time to time, risky decisions. Maybe one does not become rich, but the mental challenges, the networking, the travel and the exceptional places and life experiences make you rich in many worthy ways! One does never get bored.

HIPST—History and Philosophy in Science Teaching: A European Project
Science & Education, 2012Co-Authors: Dietmar HötteckeAbstract:Readers of this journal usually do not have to be convinced any more that teaching and learning Science with history and philosophy of Science (HPS) might be beneficial on several levels. Plenty of articles have commenced with arguing for an extended implementation of HPS on different fields of Science teaching like school Science education, teacher training, vocational training and Science museums. Nevertheless, advocates of HPS very often belong to the group of academic staff (like I do). Even though many authors have a background as Science teachers, there are just a few who managed to stay close to the practices and realities of school Science education after having adopted a position as a researcher. No wonder that bridges have to be built between the academic cultures of the advocates of HPS and those Science teachers who might be willing to adopt many of the ideas about the role and benefits of HPS in Science teaching, which often haven been put forward in this journal. The project HIPST aimed at such a bridge building activity. Ten partners from seven European countries as well as Israel contributed to the project between 2008 and 2010. We started from the idea that an effective implementation of HPS in Science education has to be supported by particular activities, knowledge and materials. Activities should contribute to connecting different stakeholders in the field of Science education and HPS like Science teachers, teacher trainers, historians and philosophers of Science, curriculum developers, experts for Science museums and school Science Administration. For the sake of this objective, several national conferences in each of the participating countries and international meetings among project partners have been held. Knowledge from several fields of Science, Science education and teaching, history and philosophy of Science should inform all activities and products of the project. It was assumed that this objective would be achieved best, if people with different expertise bring their specific capacities and perspectives into the project.
