The e-JIKEI Camera has an important feature which is useful for operating under privacy protection concept. Review of the e-JIKEI Network: Security Camera system for privacy protection and community safety

Recently, Security Camera has attracted considerable attention for improving Security in public places such as the station, shop, and street which is full of people's traffic. However, in the local community which is more important for individual person, installing of Security Camera makes little progress because of high installation cost and the problem of violation of privacy. To solve these problems and promote the installation of Security Camera, we established “The e-JIKEI Network Promotion Institute” (http://www.e-jikei.org/index_e.html) and developed two types of Security Camera systems. In order to reduce the installation cost, we developed computer-based Security Camera system named “Dairi-EYE” series and a stand-alone type Security Camera. The Dairi-EYE series can construct a Security Camera system with a computer and inexpensive Cameras connected by using USB and LAN. The stand-alone type Security Camera can work with power-supply only and don't require wiring for video and network cables which raises the installation cost. To solve invading of privacy, we proposed privacy protection concept and introduced it into the Dairi-EYE and a stand-alone Camera. A lot of social experiments using our Security Camera system have been carried out.

The Use of Security Cameras with Privacy Protecting Ability

In the method, Security Cameras, which encrypt the taken images and store them into the memory card inside, are used. Only when crimes occur, the memory cards are taken out from the Cameras and the images are decrypted with the key and viewed by the city government and/or the police. When no crimes occur, images are overwritten by the new ones after a week automatically without being viewed by anyone. By using the stand-alone Cameras without wiring to the control center, the installation cost and the operation cost are much lower than CCTV Cameras. By using image encryption, the privacy of the tourists is protected. Using this system, high density installation of the Security Cameras with very low cost can be realized in encryption with image encryption privacy protection function.

In this experiment, the system of e-JIKEI Network is embedded in a vending machine to develop a new experiment environment. In this new development, our watch over system will not be restricted to residential area, but can also be used widely even in suburb area. Up until now, the Camera has been working perfectly and the experiment progressed as expected. The authors are hoping that this system work perfectly without problems for 1-year cycle.

Thus, the agreement of both owner of the Security Camera and the authority is essential to view this image.

In July 2008, this experiment by using the Security Camera system with privacy protection had been started into a residential area: Tsunatori-cho, Isesaki. In this experiment, the Security Camera system doesn’t monitor only a premise of house but also watches the road which is public space in front of the house. This system is introduced into one of several houses of residential area, there is to keep the life in the whole region. However, monitoring of public space has the risk of privacy violation. So the privacy protection function was added to prevent this risk. Because images are encrypted and saved by this function, nobody watch them without a password for decoding. Consequently, the privacy is protected because only a person owning a password can watch. Detail of social experiment using this system in residential area is explained.

Reconstruction of face image from Security Camera based on a measurement of space variant PSF

To restore these images, the fully determination of space variant point spread function (PSF) is required. To measure PSF, we have proposed a method using a liquid crystal display, and shown some experimental results to restore the images by a CCD Camera with intentionally distorted optics. The previous results, however, were not satisfactory due to the measurement error and noise contained in the measured PSF. In this paper, we propose a new method using M-array patterns for reduction of the measurement error and noise in PSF, and show improved results of restoration.

Importance of Developing Image Restoration Techniques for Security Cameras under Severe Conditions

In the concept, the peculiar facts concerning the Security Camera system that all the things in the image except the suspected person itself are usually preserved and that can be used for investigations are to be used as fully as possible. The authors have launched a project in which techniques based on the concept are developed for the police. In the project, some methods of restoring an image of a person's figure taken by a Camera with dirty lens have been developed. The importance of pursuing the proposed concept is discussed from the viewpoints of not only the novelty in image processing technology but also the viewpoints of the efficiency in criminal investigation and social Security.

Several kinds of surveillance Camera software have been proposed and some of them are free software. However, these kinds of software need personal computer which has some operation system and users which have ability or knowledge of computer. These facts are hurdles of spreading or installing surveillance Camera. The surveillance Camera software which is proposed in this paper is USB memory style software and works on personal computer without hard disk. This software does not require operating system because USB memory has operating system in it. This system is made based on Knoppix which is one of the Linux distributions and Linux free surveillance Camera software. © 2009 Published by Elsevier Ltd. Introduction Today, Japan public Security is becoming worse because crime increases and especially, many serious crimes such as kidnapping, burglary and murder increases. In order to prevent serious crimes, surveillance Camera is one of the powerful tools and surveillance Cameras are spread wildly recent years in Japan. It is known that there are many surveillance Cameras in London, where about 800,000 of Security Cameras are used. These Cameras played an important role in identifying suspects of the London bombings occurred on 7th July, 2005. In Japan, surveillance Cameras often played an important role in arresting criminals such as ATM robbers, kidnapper or so on. These show effectiveness of surveillance Cameras. However, installation of surveillance Camera takes much cost, for example, there are some cases that one surveillance Camera takes 200,000 to 300,000 Japanese yen. This fact shows that spreading of surveillance Cameras is difficult. This is one of the problems of spreading surveillance Cameras. Fujii and some members including the second author of this paper have proposed a novel concept on operating a Security Camera system named “e-JIKEI Network” (Fujii et al., 2004; Fujii et al., 2005a; Fujii et al., 2005b). These members have also established “the Society for the e-JIKEI Network” (Yoshiura et al., 2005; The e-JIKEI Network Promotion Institute, 2003) in 2003 to promote and realize the proposed concept nationwide and worldwide.
