Journal of Zhejiang Ocean University, 2008Co-Authors: Huang Jian-gangAbstract:The 17th CPC national congress proposed in its report the notions of "public serve" and "service-oriented govern-ment",which marks that China is going to enter a new period,that is,"Public Society" period."Public Society" is a Society which pays attention to public goods,public mechanisms,public power and public social services.Historically,Marx and Engels had preliminary,vague understanding and idea of its nature and its ownership,and nowadays,a Socialist Society should be a public Society which should exist wholly and develop harmoniously.The public nature of a Socialist Society is based on public ownership,linked by "public interest" and takes "service-oriented government" as the superstructure.Thus,the biggest problem facing the reality of the existing Socialist Society is how to transform the "state" to the "public" and then combine into "public ownership".

Public ownership is a traditionally accepted term that describes the nature and form of Socialist and communist ownership, but I've found that the nature actually is common ownership, which means that in the Society each one has his or her own belongings and public ownership co-exits with it. Communism has public ownership or national ownership as its core, and does not go against socialism. Socialism refers to the way of running a Society and is the result of socialization. After a Socialist Society will come the globalist Society, which is the production of globatization.

Hebei Academic Journal, 2010Co-Authors: Yuan YuanshuAbstract:In order to improve the productive efficiency of the Socialist Society we need to develop the Socialist market economy,while the development of the Socialist market economy would lead to the development of private ownership economy sectors in the Socialist Society inevitably.Therefore after we have overcome the first ideological shackle that the socialism is incompatible with the market economy,we should overcome the second ideological shackle that the socialism is incompatible with the private ownership economy.First of all,we should recognize that in the new historical conditions,the government,on behalf of the whole interest of Society,uses the income redistribution policy into the market economy,that make the production mode embed in the private ownership economy no longer play a final decisive role in the distribution mode,which can be guaranteed the coexistence of efficiency and equity.Then,we should advance with the times,realistically go beyond the concept of the"theory of labor value"and recognize that the various factors of production can take part in the creation of value and surplus value,thus creating the conditions for the growth of social wealth production by justifiably,developing the private enterprises.
