    Abstract:

    This article answers two major policy questions about the economic benefits of Sport Fishing in the commonwealth of Pennsylvania: (1) what is the annual value of the common-wealth’s Sport Fishing resources, and (2) what is the annual impact from the use of that resource? The study also evaluates the nonconsumptive value of nonresidential wild-life-watching resources for angler households. A mail survey was used to collect data on licensed Pennsylvania anglers’ annual equipment and trip expenditures for Sport Fishing and for wildlife watching. Results of the travel cost method showed that the annual values of the Sport Fishing resources and the wildlife-watching resources were $3.98 and $0.50 billion, respectively. Results of the Impact Analysis for Planning model indicated that the annual economic impact of Sport Fishing was $4.75 billion.     Abstract:

    This paper presents estimates of the marginal willingness-to-pay to improve Sport-Fishing conditions in a county in southern Sweden. Previous valuation studies have focused mainly on mean estimates, but policy decisions often require marginal values. The estimates are obtained by using the contingent valuation method within a parametric model that allows for zero willingness-to-pay values (a spike model). The data were collected using a mail survey sent to anglers in the county of Bohus in Sweden in 1998. The results show that the value of improved catch conditions depends on the type of angling and decreases at the margin when the catch increases. The marginal willingness-to-pay for catching an extra fish ranges from about SEK 5 (SEK 12 per kilo) for coastal angling to about SEK 530 (SEK 172 per kilo) for river angling (US$1 ≈ SEK 9). Such economic information is useful for managers with limited budgets who need to prioritize between different alternatives or actions to improve Sport-Fishing.

    Abstract:

    In addition to its empirical results, this paper makes three distinct contributions to the literature on valuing Fishing recreation by stated preference methods. In particular, the paper proposes a new approach to designing a choice experiment, called 'approximate minimax design'. It employs the latest advances in optimal design theory and is much easier to compute than the ordinary minimax design. Second, the choice-experiments are embedded in a trip frequency model, such that the changes in trip frequency can be predicted from improved fish management. Most importantly, the approach proposed in the paper provides a first step in developing dynamic fish management models, because the policies analysed may change the age-structure of the stock. The paper also contributes with new results on anglers' valuations of angling site characteristics. They conform to traditionally obtained results but also show some unexpected results. In particular, the result does not indicate a difference in the valuation of the species caught. As expected, the application shows that the marginal value of trophy-fish is high.

    Little is currently known about the net benefits and, therefore, the importance of recreational Fishing in Sweden from an economic point of view. This thesis is an attempt to fill this gap by providing a number of empirical valuation studies on recreational Fishing in Sweden. Furthermore, the thesis also proposes a number of methodological improvements of the currently available methods for measuring environmental benefits. The empirical results suggest that the economic value of Sport-Fishing in Sweden is higher than previously thought. In studies carried out at the Byske river, the Kaitum river and in the Bohus region (which includes river, lake and sea Fishing), I find that the net value per day is roughly about SEK 100 (with variations depending on quality characteristics, travel costs and so on). In contrast, earlier studies find values that are much lower. Furthermore, I also find that the marginal value (per kg or number) varies significantly according to the type of Fishing (ordinary, put and take, coastal, guide-boat, river), ranging from a few SEK (coastal Fishing in Bohus region) to several hundred SEK for obtaining a “trophy fish†in the Kaitum river. A simple way of obtaining the marginal value of catch for each respondent within a contingent valuation experiment is proposed. Secondly, a multi-attribute extension of the contingent valuation method is devised, allowing a straightforward way to estimate the value of changing site characteristics. Thirdly, a new approach to designing a choice experiment is introduced, showing how a theoretically consistent design procedure by approximation can be implemented in a simple manner. Fourthly, a re-interpretation of a model often used in valuing environmental goods (the Random Utility Maximizing (RUM) model) is offered. While we are able to estimate the value of fish management in several dimensions (catch and release, bag limit and so on), the next step is to fully integrate this effort with available insights from ecological modelling of fish resources.

  • Understanding Trends in Recreational Fisheries in the Gulf of Mexico and the Caribbean

    Abstract:

    Sport fisheries or recreational fisheries? Sport Fishing or recreational Fishing? Fisheries or Fishing? What is the difference? What is a fishery? The words are confusing especially when used interchangeably. Also, these words have been used differently over time and there have been differences by discipline. I was assigned the task of analyzing the thematic area of Sport Fishing using papers presented at previous GCFI meetings in the GCFI archives, but chose instead to consider four categories of papers instead: Sport Fishing (including Sports Fishing and Sport Fishing), recreational Fishing, Sport fisheries, and recreational fisheries. The purpose of this was to focus on the larger more inclusive term of recreational fisheries for analysis purposes. Using the file of papers as a proxy or trend line for recreational fisheries topics from 1949 to the present, a temporal and spatial analysis of papers in this category will be presented. Over the past 58 years, we would expect to find increased attention to the economics of recreational fisheries in recent years. Likewise, we would expect to find more recent attention to particular types of recreational fisheries, i.e., tournaments, charter and party boat fleets, artificial reefs, scuba, etc instead of recreational fisheries in general. Finally, we would expect to find an increasing diversity of researchers from various scientific disciplines involved in this important topic.

    Abstract Understanding how travellers make decisions is essential to efficient development of new products. Since tourism decision making typically involves several sequential stages, products need to be designed to provide benefits at each stage. The charter and head boat Sport Fishing industry in the south-east USA provides a useful case study for developing new products that are feasible in light of the natural resources regulatory regime and appeal to consumers. Information on anglers' decision-making process was examined and conjoint analysis was used to evaluate their preferences for newSport Fishing products. Results illustrate that various market segments have unique product preferences.

    The influence of the lunar phases on the catch-per-unit effort (CPUE) of the striped marlin (Tetrapturus audax) captured by the Cabo San Lucas, Baja California Sur, Mexico Sport-Fishing fleet from October 1987 to June 1989 was analyzed. The information is from 3 377 Fishing trips by 13 vessels that represent about 10 % of the fleet. The analysis of the CPUE showed a maximum in January 1988 and a minimum in February 1989. Taking into account the knowledge of the factors that had influence on the Fishing success is important in the resource management. No significant difference during the full moon compared with results during other lunar phases was found.
