    Abstract:

    Stem Cell Research & Th erapy was launched just over two years ago, with the aim of its becoming the major forum for basic and translational Stem Cell Research and the development of Stem Cell-based therapies [1]. Stem Cell Research & Th erapy is particularly interested in articles that bridge the gap between laboratory and clinic. Th ere are many challenges in bringing Stem Cell therapies to the clinic in comparison to the translational pathway for traditional pharmaceutical products. Th e benefi ts of open-access publication were reviewed in last year’s anniversary editorial [2]. In this editorial, we would like to present the recent progress on important issues that infl uence an author’s decision on where to submit his or her manuscript. Progress in the last year MEDLINE Stem Cell Research & Th erapy is now indexed by MEDLINE, the premier bibliographic database of the US National Library of Medicine. Each article record is indexed by using MeSH (Medical Subject Headings) terms, and thus the articles are highly accessible via PubMed. Readers can click straight through from PubMed to the Stem Cell Research & Th erapy website to read the open-access Research articles without having to register or sign in. Th e fi nal published version of all articles is automatically deposited in PubMed Central; Research articles are publicly available immediately upon publication, whereas subscription content, such as reviews and commentaries, becomes available a year after publication.

    Welcome to the first issue of the international open access journal Stem Cell Research & therapy, edited by Professor Rocky Tuan, of the University of Pittsburgh, and Professor Timothy O'Brien, of the National University of Ireland, Galway. Stem Cell Research & Therapy aims to be the major forum for translational Research into Stem Cell therapies. The journal has a special emphasis on basic, translational, and clinical Research into Stem Cell therapeutics, including animal models, and clinical trials. Stem Cell Research for therapeutic purposes has largely used adult Stem Cell sources. Embryonic Stem Cell Research has enormous potential and also has major hurdles to overcome, not the least of which are ethical in nature. Funding for Research into embryonic Stem Cells has also been in a state of transition. The change in US policy and subsequent National Institutes of Health guidelines allowing funding for human embryonic Research has moved the use of Stem Cells of embryonic origin back into the spotlight [1]. Although legislation throughout the world varies, the international Research community is striving to disseminate critical knowledge and useful ideas to aid the progress of our expertise in this area, and our open access policy will promote this.

    Discussion of the bioethics of human Stem Cell Research has transitioned from controversies over the source of human embryonic Stem Cells to concerns about the ethical use of Stem Cells in basic and clinical Research. Key areas in this evolving ethical discourse include the derivation and use of other human embryonic Stem Cell–like Stem Cells that have the capacity to differentiate into all types of human tissue and the use of all types of Stem Cells in clinical Research. Each of these issues is discussed as I summarize the past, present, and future bioethical issues in Stem Cell Research.

    Few areas of recent Research have received as much focus or generated as much excitement and debate as Stem Cell Research. Hope for the therapeutic promise of this field has been matched by social concern associated largely with the sources of Stem Cells and their uses. This interplay between promise and controversy has contributed to the enormous variation that exists among the environments in which Stem Cell Research is conducted throughout the world. This variation is layered upon intra-jurisdictional policies that are also often complex and in flux, resulting in what we term a ‘patchwork of patchworks’. This patchwork of patchworks and its implications will become increasingly important as we enter this new era of Stem Cell Research. The current progression towards translational and clinical Research among international collaborators serves as a catalyst for identifying potential policy conflict and makes it imperative to address jurisdictional variability in Stem Cell Research environments. The existing patchworks seen in contemporary Stem Cell Research environments provide a valuable opportunity to consider how variations in regulations and policies across and within jurisdictions influence Research efficiencies and directions. In one sense, the Stem Cell Research context can be viewed as a living experiment occurring across the globe. The lessons to be gleaned from examining this field have great potential for broad-ranging general science policy application.

    Human Stem Cell Research has been performed for many years in South Korea. It has been supported by the South Korean government, like other biomedical Research. Like many other countries, human embryonic Stem Cell Research, human adult Stem Cell Research and iPS Cell Research have been performed in South Korea. The Bioethics and Safety Act is the main law which regulates human Stem Cell Research. It took effect on 1 January 2005. However, this Act does not include all the fields of biomedical Research and some provisions were not clear. After Hwang’s scandal, there have been heated debates about the revision of the Bioethics and Safety Act. It was revised several times and a new revised version is under consideration now.

Human Stem Cell Research is considered to be able to identify the mechanism of human development and change the paradigm of medical practices. However, there are heated ethical and legal debates about human Stem Cell Research. The core issue is that of human dignity and human life. Some prefer human adult Stem Cell Research or iPS Cell Research, others hES Cell Research. We do not need to exclude any type of Stem Cell Research because each has its own merits and issues, and they can facilitate the scientific revolution when working together.
