Problems of standardizing and Technical Regulation in the electric power industry

GrabchakAbstract:A mandatory condition to ensure normal operation of a power system and efficiency in the sector is standardization and legal Regulation of technological activities of electric power engineering entities and consumers. Compared to the times of USSR, the present-time Technical guidance documents are not mandatory to follow in most cases, being of an advisory nature due to the lack of new ones. During the last five years, the industry has been showing a deterioration of the situation in terms of ensuring reliability and engineering controllability as a result of the dominant impact of short-term market stimuli and the differences in basic technological policies. In absence of clear requirements regarding the engineering aspects of such activities, production operation does not contribute to the preserving of Technical integrity of the Russian power system, which leads to the loss of performance capability and controllability and causes disturbances in the power supply to consumers. The result of this problem is a high rate of accident incidence. The dynamics of accidents by the type of equipment is given, indicating a persisting trend of growth in the number of accidents, which are of a systematic nature. Several problematic aspects of engineering activities of electric power engineering entities, requiring standardization and legal Regulation are pointed out: in the domestic power system, a large number of power electroTechnical and generating equipment operate along with systems of Regulation, which do not comply with the principles and Technical rules representing a framework where the Energy System of Russia is built and functioning one of the reasons of accidents is the absence of mandatory requirements for putting in operation and (or) managing the operation of electric power facilities, their equipment, and devices the absence of standardization and Regulation of relations between the owners of technologically connected power facilities when creating (modernizing) the relay protection, emergency control, and regime-based automated systems or other systems of engineering control in an energy system the lack of mechanisms to implement an orchestrated policy in the sector due to the absence of common rules and standards. Reference is made to the fact that if common mandatory requirements to production, design, operation of electric power facilities and their equipment and devices are standardized and regulated shortly, efficient operation of energy systems within a single technological process will become possible, and the level of reliability of the Energy System of Russia will grow.

REPORT ON THE DEVELOPMENT OF A GLOBAL Technical Regulation CONCERNING WORLDWIDE HARMONIZED MOTORCYCLE EMISSIONS CERTIFICATION PROCEDURE (WMTC)
Population headliners, 2005Co-Authors: Economic Commission For Europe Inland Transport CommitteeAbstract:An overview is provided of the recent meetings of the UN Economic and Social Council (UNESC) in Geneva during July 1993. The issues of the meetings focused on poverty alleviation and population issues and plans for the International Conference on Population and Development. More than 100 resolutions and decisions were approved by the UNESC Commissions. In the meeting held on June 29-30, 1993, Boutros Boutros-Ghali, Secretary General of the UN, addressed 15 ministers and 38 senior government officials and representatives of multilateral financial and trade institutions. He said that an unstable society undermines a stable economy and a stable political order. Social development must be the basis of all development. Social development has the goal of the alleviating poverty in the marginalization of populations, in discrimination in social relationship, in rootlessness of culture, and in vulnerability in ecology. The priority is in attacking poverty first. The World Summit to be held in March 1995 should enlist international cooperation in ending poverty. The UN marks its 50th anniversary also at that time, and the Summit would provide an opportunity to begin dealing with real and tangible issues such as poverty, social integration and employment. All countries are in need of formulating new directions in social policy and policies that accounting for the interrelationships globally in such a way as to put the best interests of all nations at the forefront. Development and international cooperation must "put people first." The meetings also addressed the issue of women's integration into society and the need to invest in women, as part of changing gender discrimination and contributing to their full participation in socioeconomic development. The Council requested an extension to meetings scheduled for April 1994 and the preparation of documentation by Dr. Nafis Sadik, Executive Director of the UN Population Fund that would include this Council meeting's recommendations. 9 resolutions and 4 decisions were recommended by the Economic Committee on regional cooperation. The aim was to strengthen regional commissions and decentralize which would provide a more effective distribution of responsibilities and tasks. Restructuring of the UN should include the recommendations made by regional commissions.

Technical Regulation issues concerning fuel cell technologies in the russian federation countries of the eurasian economic union and cis countries

The authors provide information on corresponding national and interstate standards of the Eurasian Interstate Council for Standardization, Metrology and Certification implemented in the Russian Federation, countries of the Eurasian Economic Union and CIS countries. Harmonization of the national and interstate regulatory Technical base with ISO and IEC international standards may allow creating favorable conditions for commercializing hydrogen and fuel cell technologies in Russia as well as countries of the Eurasian Economic Union and CIS countries in the nearest future.

GTR Number 13 has been formally adopted and will serve as the basis for the national regulatory standards for FCEV safety in North America (led by the United States), Japan, Korea, and the European Union. The GTR defines safety requirements for these vehicles, including specifications on the allowable hydrogen levels in vehicle enclosures during in-use and post-crash conditions and on the allowable hydrogen emissions levels in vehicle exhaust during certain modes of normal operation. However, in order to be incorporated into national Regulations, that is, to be legally binding, methods to verify compliance with the specific requirements must exist. In a collaborative program, the Sensor Laboratories at the National Renewable Energy Laboratory in the United States and the Joint Research Centre, Institute for Energy and Transport in the Netherlands have been evaluating and developing analytical methods that can be used to verify compliance with the hydrogen release requirements as specified in the GTR.

These vehicles will be for general consumer applications, albeit initially in select markets but with much broader market penetration expected by 2025. To assure international harmony, North American, European, and Asian regulatory representatives are striving to base respective national Regulations on an international safety standard, the Global Technical Regulation (GTR), Hydrogen Fueled Vehicle, which is part of an international agreement pertaining to wheeled vehicles and equipment for wheeled vehicles.
