    Abstract:

    This paper analyses the performance of one of the most controversial of recent economic policy 'experiments', namely Swedish Wage-Earner Funds (WEFs). It examines the ability of the WEFs to meet macroeconomic, financial and democratic objectives. The analysis indicates a favourable financial performance, but little significant democratisation. Macroeconomic influence was constrained by the limited size of the scheme and, though associated with positive changes in economic variables, the experiment was ultimately overwhelmed by the collapse of an asset price 'bubble'. Nevertheless, the performance of the WEFs has legitimised the concept of collective investment funds as an economic policy instrument.

    Abstract:

    Swedish Wage-Earner funds (WEFs) represented a distinctive form of socialization of investment intended to counter the dynamic inefficiency of capitalism and facilitate Post Keynesian economic policy. This paper reviews the theoretical arguments for the socialization of investment, before evaluating its performance. It found that WEFs performed creditably in relation to financial targets, but less effectively regarding democratic objectives, while macroeconomic influence was ultimately constrained by the limited size of the scheme and shocks arising from financial deregulation. The paper concludes that WEFs have, however imperfectly, contributed toward the legitimization of the concept of collective investment funds as an economic policy instrument.

    This article analyses the performance of one of the most innovative ‘experiments’ in the extension of infiuence over the economic sphere, namely the Swedish Wage-Earner funds (WEFs). It examines the ability of the WEFs to pursue economic democratization in terms of macroeconomic, .nancial and democratic objectives. Results are mixed, with favourable .nancial and macroeconomic performance constrained by the limited size of the scheme, whereas employee infiuence through shareholding was inconsistent and of little significance. Nevertheless, WEF performance has legitimized collective investment funds as a potential instrument of economic democratization, while demonstrating that pursuit of social goals need not undermine allocative efficiency.

    Abstract:

    Various European proposals for Wage-Earner funds are briefly surveyed. The central issues of the policy debate surrounding these funds are then discussed. It is argued that the outcome of this debate was not determined solely by a rational appraisal of the economic costs and benefits of the various policy options. Wage-Earner funds raise questions concerning the ownership and control of capital and have therefore been the focus of political conflict between powerful interest groups. The paper then analyses the experience of Wage-Earner funds in Sweden, dealing with their objectives, behaviour and economic performance.

    A Wage-Earners' investment fund would receive income from taxation use it to accumulate capital on behalf of Wage-Earners. The paper briefly surveys the various Wage-Earner fund proposals advanced in Europe during the 1970s and 1980s. It then analyses the arguments for and against Wage-Earner funds and shows that the European debate on this issue has involved much more than a purely rational appraisal of the economic costs and benefits of the various policy options. the paper then examines the experience of Wage-Earner funds in Sweden, the only country in which such funds have actually been established. Institutional aspects of the Swedish funds are discussed, as are their behavior and performance.

    This article analyzes the performance of the “Wage-Earner funds” established in Sweden in 1983—collective share-holding funds financed by special payroll and profits taxes. The authors' analysis indicates that although the Wage-Earner funds generally met the financial objectives set by the 1983 legislation, their significance in promoting “Wage solidarity” (Wage determination based on the work performed rather than on firm or industry profitability) and in providing workers with substantial influence over corporate decisions was limited by the size of their stockholdings and the seven-year (1984–90) restriction on the inflow of revenues into the funds. The authors conclude that the funds achieved little in terms of furthering economic democracy when compared to the effects of the network of industrial and economic democracy legislation enacted in the 1970s in Sweden.

This activity is crossed by a significant evolution. On one side, the recent evolution of the profession, with the growth of the interventions of «help to victims» weakens the representation of the "heroic" fireman to transform him into a "social worker". On the other hand, fire brigades maintain their professional commitments and meet the expectations of the population by mobilizing collective values. Our analyses try to show the multiple facets of this emergency work by varying the objects of analysis: negotiation and conflict about working time, interventions during the "AZF"-disaster, observation of the everyday life of fire brigades, computer-aided analysis of their speeches. Our thesis can be quickly summarized. The emergency work of the fire brigade is structured by a temporal identity of profession. The identity of fire brigades builds itself around shared values, which mix subjective representations and history of the profession. The fireman remains a fireman even outside of his professional activities. The formalized organization of the interventions is accompanied with a non-formalized collective organization, dependent on events, but which makes reference in a set of faiths and of commitments directed to the help of the victims. The temporality of this profession constitutes a good indicator of this particular identity: uncommon schedules, the urgency of the interventions, the refusal of the distinction between private life and professional life, a permanent availability. One can't deny those temporalities are social. They break the borders established between the activities, the manners to classify and to measure individuals' efforts. The fire brigade profession questions the usual frame of work analysis. This individuals-“protection” profession is indeed exercised in 85 % by non-professionals. The "volunteers" accentuate the particularity of this professional commitment, on the verge of a classic Wage-Earner, characterized by association commitment and by an additional professional activity. The temporal identity of profession allows moving the glance on work, his organization and on its economic end. It articulates itself around the self-sacrifice, in welded collectives, with the aim of a public utility of protection, assistance and social solidarity.« Les Sapeurs-pompiers, une identité temporelle de métier » Résumé Notre thèse a pour objet le travail des sapeurs-pompiers. Ce travail est soumis à une évolution notable. D'un côté, l'évolution récente du métier, avec la croissance des interventions de « secours à victimes » affaiblit l'image du pompier « héroïque » pour le transformer en « travailleur social ». D'un autre côté, les pompiers maintiennent leurs engagements professionnels et répondent aux attentes de la population en mobilisant des valeurs collectives.
