    Abstract:

    The safety management systems applied at the international level in merchant vessels do not have their equivalent in the vessels dedicated to Fishing, and much less to the most numerous sub-sector, Artisanal Fishing. The article presented here is based on the results of a research project conducted to assess the degree of safety existing in the Artisanal Fishing fleet of Andalusia, in SW Spain. It offers a set of proposals aimed at improving safety by the production and application of check-lists, as stated in the initial objectives of the project. We therefore present a series of specific working instruments for the detection and correction of the various risks that are frequently faced in the Artisanal fisheries sector; these instruments have, in fact, already been applied by the Regional Authorities in the form of risk assessment models, which we present here.

    Abstract:

    Andalusia, Spain, has an important tradition in the Fishing industry that makes it one of the areas of the European Union where fisheries policies have a great significance for the population. In order to analyse the sector, a total number of boats to be surveyed was set at 10% of the total population: 202 boats of the total of 2027 in the census. The sample was distributed among the four Fishing techniques and gear. This paper deals comprehensively with the so-called "Artisanal fleet", with the aim of presenting a new approach in the policies for reducing the risk in this important fisheries sector. We discuss relevant issues related to Fishing vessel safety according to the typology of the vessel. The specific risks are summarized. In each type of Fishing various specific tasks have to be performed that entail characteristic kinds of risk. The paper concludes that specific risks presented in this study could contribute to maritime safety. Policy implications: policies that reduce specific risks will be effective in reducing fisherman injuries. The present study is part of the presentation of results of the research project financed by the Regional Government on the state of Safety of the Artisanal or craft Fishing fleet, analyzing, in this case, the typical occupational risks entailed in the Fishing activity.     Abstract In an earlier paper, we presented a statistical study dealing comprehensively with the so-called “Artisanal fleet”, with data on the typology of vessels and on the extractive effort. In this paper, we focus our research on safety and working conditions. Although numerous factors are known that can directly influence the health of the sailor or fisherman, and that are present one way or another in both the Fishing and merchant fleets, it is necessary to address in particular the problem of coastal fishermens’ health in order to identify areas of health and safety that need to be improved. The results of this analysis, among other aspects, identify the injuries associated with machinery, tools, nets and protection devices, the health status, the life styles and the working conditions.

    Abstract:

    In this study, we used microsatellite markers to examine the genetic structures of Centropomus undecimalis (Bloch, 1792) and Epinephelus marginatus (Lowe, 1834) populations collected from Artisanal Fishing sites along a stretch of coastline in southeastern Brazil. Based on F-statistics, there was no significant genetic differentiation evident in any C. undecimalis samples (F ST =0.012). However, Bayesian clustering, principal component analysis (PCA) and discriminant analysis of principal components (DAPC) results suggested that there were most likely two clusters, with no relation to geographic areas. The bottleneck results showed no significant values and the effective population sizes (N e ) for the two genetically differentiated groups were large and similar. In contrast, for E. marginatus populations, the microsatellite loci showed no population subdivisions. The F ST value was low and non-significant (F ST =0.008), a Bayesian analysis indicated one cluster, and a PCA showed that all samples from different geographical sites shared the same genetic structure. The bottleneck results exhibited significant differences, and a low N e was observed. The results of the genetic study of these two species along the southeastern Brazilian coast suggest that the distinct genetic structure of each species should be taken into account as management units for the conservation of their genetic diversities.

    Abstract:

    Artisanal Fishing is an activity of great social and economic importance in the country. In that regard, one goal of Artisanal fishery management should be the maintenance of fish stocks, which requires a thorough knowledge about it, which includes: knowledge of exploited species, Fishing areas and technologies employed. This study aimed to identify the Fishing gears used at Praia Grande, a Fishing community in the city of Paraty. We estimated the frequency of occurrence of these in fish landings, conducted from November 2009 to November 2011. The most common Fishing gear were gillnet (44.5%) and trailing (36%), which is in agreement with the results obtained in previous studies for the region. An analysis combining the frequency in landings and the target species of these gears obtained through literature review was addressed in order to start a discussion about management proposals.     Abstract:

    This paper describes a case study of the changes in Fishing that occurred in a Brazilian coastal community after a 10 year interval (1992-2002). There was a decrease in the mean amount of fish caught daily (from 14 kg to 11.32 kg) and annually (from 4.2 t to 3.4 t) and in the richness of species caught (from 21 to 17 species); there was also a low similarity in the species composition of the fish landings (Morisita-Horn index Ch = 0.24). These changes suggested a decline in the locally exploited fish populations, which probably caused the discontinuation of commercial Artisanal Fishing. However, the diversity of fish caught by hook and line and purse-seine Fishing was higher in the second period, whereas there was no significant difference in the diversity of fish caught using gillnets. Despite these changes, the CPUE showed no significant alteration and non-intensive Fishing is still practiced by a few (6-35) people in the community. Co-management alternatives (Fishing regulations, oysterfarms, ecotourism, etc.) are suggested and may be applicable to other coastal communities after appropriate adaptation for each location.

    Abstract:

    The management of small-scale Artisanal fisheries in Brazil should be a priority because of their importance as a source of food for internal markets and their location in sites with high biodiversity, such as the Atlantic Forest coast. Fishing spots, territories, and sea tenure have been widely studied within Artisanal fisheries, and, in this study, a Fishing spot of this type may be a defended area or an area that imposes rules for users, making the exclusion of outsiders feasible, or even a place in which Fishing occurs with some exclusivity. This analysis takes into account the importance of Fishing areas for the conservation of Artisanal Fishing in Brazil and the relative temporal stability of these areas. In particular, examples of the use of the marine space on the coast of Brazil in areas such as Rio de Janeiro, Sao Paulo, and Bahia States are presented. Fishing spots used by Artisanal fishers were marked using a Global Positioning System (GPS). An informal division of the marine space and high temporal stability, often in the range of 10-30 yr, in the use of the Fishing spots were found. For some Fishing areas, information published in the 1960s provided a relevant comparison for the current use of the Fishing spots at sea. Such information is very helpful for the management of Artisanal Fishing in Brazil because tourism has increased in some areas, recreational fishers have been Fishing in marine spots used by Artisanal fishers, and industrial fishers are spread over a wide range of the marine space in these coastal waters. This stability in the use of marine space among Artisanal fishers plus local rules support the case for local co-management of Artisanal fisheries. Reserving areas for Artisanal fishers and understanding the behavior of other users are essential aspects for the management and conservation of Artisanal Fishing in Brazil.

    Abstract:

    Caicaras are native inhabitants of the Atlantic coast on southeastern Brazil, whose subsistence is based especially on agriculture and Artisanal Fishing. Because of their knowledge about the environment acquired through generations, Caicara people can play an important role in Atlantic Forest conservation. An ethnobotanical study was conducted within two Caicara communities (Ponta do Almada and Camburi beach, Sao Paulo State, Brazil), focusing on plant uses. In 102 interviews, 227 plant ethnospecies were quoted, mainly for food, medicine, handicraft and construction of houses and canoes. People from studied communities depend on the native vegetation for more than a half of the species known and used. Using diversity indices, plant uses are compared between studied communities and between gender and age categories within each community. We found quantitative differences in the knowledge about plants between gender categories for each kind of use (medicinal, food and handicrafts). Older and younger informants also have different knowledge about plants for handicraft and medicine, but not for edible plants.

    Drawing on our experience in establishing marine protected areas (MPAs) in the Roviana and Vonavona Lagoons, New Georgia, Solomon Islands, this paper shows how a geographical information system (GIS) database can be used to incorporate sociospatial information, such as indigenous knowledge and Artisanal Fishing data, along with biophysical and other information to assist in MPA design. We argue that converting peoples’ knowledge and socioecological behavior into geo-spatial data allows researchers to formulate hypotheses regarding human responses to inter- and intra-habitat variability, along with other marine ecological processes, and help in the designing and implementation of resource management strategies in a cost-effective and participatory way, bridging the gap between indigenous and Western cognitions of seascapes. More generally, we show the significance of combining spatial tools, anthropological fieldwork, and social and natural science methods for studying Artisanal fisheries with the goal of aiding the design of marine protected areas.

    Abstract Multi-species sea cucumber fisheries in Oceania involve vast numbers of small-scale fishers exploiting stocks on coral reefs and tropical lagoons. Fishery development measures might need to be specific to locations or fisher groups, and regulations should be appropriate to Fishing activities. To understand Fishing among countries, locations, gender and age, we conducted questionnaire-based interviews of 479 sea cucumber fishers in Fiji, Kiribati, New Caledonia and Tonga. Fishers included youth and elderly, and the average age within countries was 36–42 years. Women commonly gleaned sea cucumbers from shallow habitats and dived for them in some countries. Although spatially variable, our results indicate intense Fishing pressure based on high trip frequencies and Fishing effort. Catch-per-unit-effort (CPUE) differed significantly among countries and locations, and fishers on some islands caught high numbers of low-value species. Young fishers went Fishing more often, but age did not affect Fishing effort and CPUE. Fishers collected a wide range of sea cucumbers, and up to 27 species were harvested in Fiji. Species composition in catches differed significantly among countries and between genders; women usually harvest species typical of shallower reef habitats. Fishers tended to view stocks as declining or greatly over-exploited. Based on fisher knowledge, recent catch rates for an average Fishing day have declined by 33–92% across the study countries compared to 10+ years in the past. Our study shows that Fishing modes, catch rates and catch composition in small-scale fisheries can be highly context-dependent. Management measures and interventions to support fisher livelihoods must consider gender differences and location-specific Fishing activities. Sharp declines in catch rates over time in all countries, fisher perceptions of resource trajectories, and a predominance of low-value species in present-day harvests, provide strong evidence of widespread over-exploitation.
