    Abstract:

    The article attempts to assess the results of the independent development of the CIS Countries in the field of science over the period 1990–2009. The analysis of the numerous scientometric indicators reveals the decrease of the number of expert researchers and the significant decrease in the scientific and technical output. The article also provides the information about the dynamics of a set of indicators which allows to draw conclusions about the effectiveness of the research activity in the CIS Countries.

    Abstract:

    Abstract The paper deals with technical regulation issues related to the safe application of fuel cells and related hydrogen technologies while designing, manufacturing, installing, operating and utilizing fuel cell power systems. The authors provide information on corresponding national and interstate standards of the Eurasian Interstate Council for Standardization, Metrology and Certification implemented in the Russian Federation, Countries of the Eurasian Economic Union and CIS Countries. Harmonization of the national and interstate regulatory technical base with ISO and IEC international standards may allow creating favorable conditions for commercializing hydrogen and fuel cell technologies in Russia as well as Countries of the Eurasian Economic Union and CIS Countries in the nearest future.

    Abstract:

    We investigate the likely sources of exchange rate dynamics in selected CIS Countries (Russia, Kazakhstan, Ukraine, Kyrgyzstan, Azerbaijan, and Moldova) over the past decade (1999-2008). The analysis is based on country VAR models augmented by a regional common factor structure (FAVAR model). The models include nominal exchange rates, the common factor of exchange rates in the CIS Countries, and global drivers such as gold, oil and share prices. Global, regional and idiosyncratic shocks are identified in a standard Cholesky fashion. Based on the decomposition of the variance of forecast errors, their relevance for exchange rates is explored. As a quite robust finding, CIS exchange rates have become more vulnerable to global shocks towards the end of the sample.

    Abstract:

    It is argued that the contribution of Russia to modernization of CIS Countries is insignificant and is shown mainly in development of traditional productions with attraction of the technologies borrowed from the third Countries. On the basis of the comparative analysis of the main indicators of transfer of innovations (foreign trade of machines and equipment, direct foreign investments) distribution of CIS Countries on degree and channels of modernization impact of Russia is given.
