The discourse on climate change and adaptation has also included the awareness that adaptation must take place at all levels of government, particularly local government. Climate change is expected to have significant impacts on the physical, social, environmental and economic environments of Coastal cities and towns, and in particular on the poor and vulnerable communities within these cities and towns. The crucial role that local government can play in climate protection and building cities' and communities' resilience to climate change is widely recognised at the global level. This paper explores the legal and policy connexion between ICM, local government and climate change in Mozambique and South Africa, two developing countries in Africa. The state of institutionalisation of Coastal Management at national through to local government is also examined. The authors contend that the state, character and maturity of the ICM policy domain can create an enabling environment within which local government agencies can prepare for future impacts of climate change. Conversely it can also limit, delay and hinder climate change adaptation. The paper concludes with the identification of some key success factors for assessing the effectiveness of the existing policy and legal frameworks to respond to the challenges of climate change. It also identifies some key principles to be included in future legislative reform to promote ICM, cooperative governance and greater preparedness for climate change at local government level.

Marine Policy, 2018Co-Authors: Sergio Rosendo, Louis Celliers, Micas MechissoAbstract:Abstract Many countries are implementing Integrated Coastal Management (ICM, also known as Integrated Coastal Zone Management or ICZM) as a means to promote the sustainable use, development and protection of Coastal environments. It has also been shown that there is a policy and institutional relationship between ICM and climate change adaptation. This paper examines the relationship between ICM and climate change preparedness of local government with reference to empirical studies conducted in two developing nations, Mozambique and South Africa. Using a mixed-methods approach (content analysis of local government planning documents and semi-structured interviews with key informants), results demonstrate the level of integration of Coastal Management, disaster Management and climate change adaptation in local development planning; and assess the state of implementation of ICM and climate change adaptation by selected local governments in the two countries. The paper makes recommendations on how to improve ICM development and implementation for Coastal adaptation. The results suggest the need for closer integration between Coastal Management, disaster Management and climate adaptation frameworks; highlight the need for enhanced support for local governments from provincial and national government; and greater clarity with regards to the Coastal Management mandate of local government (especially in Mozambique).

Ocean & Coastal Management, 2013Co-Authors: Scott Bremer, Bruce GlavovicAbstract:Abstract Integrated Coastal Management has seen an on-going debate on the best way of integrating knowledge with political decision-making across the so-called ‘science–policy interface’. This paper engages with this debate by presenting an empirical study into practice at the science–policy interface supporting Coastal Management in New Zealand. The research takes as its point of departure a notional dichotomy in the Integrated Coastal Management literature between two broad traditions; one espousing a ‘science-based interface’, the other a ‘participatory interface’. Structured according to this conceptual framework, the research describes and analyses the diverse ways in which these two traditions have found practical expression across New Zealand, both at the national scale and according to a comprehensive survey of Coastal managers across all 16 regional councils. The analysis extends to the relationship between these two traditions, and how this relationship has determined the evolution of the science–policy interface. This paper describes the traditional dominance of science-based Coastal Management in New Zealand, but highlights an important paradox; while science is valorised as the most robust knowledge for decision-making under the statutory decision-making process, there are pervasive financial, procedural and institutional barriers to its collection, meaning that many decisions are made under significant uncertainty. Against the background of this paradox, local government has increasingly departed from the statutory process, according to a philosophy of co-Management. This extends to new strategies for mobilising knowledge, both through knowledge partnerships to generate more science, and participatory approaches to mobilise other forms of traditional and local knowledge. These participatory interfaces take many forms, but typically see scientists engaged alongside other knowledge holders within an inclusive decision-making process. All knowledge systems form a common pool of evidence on which to base decisions, and science is used strategically to fill knowledge gaps identified by a participatory process. Therefore, while science-based Coastal Management remains dominant in New Zealand, it is increasingly couched within a participatory tradition that valorises other knowledge systems as well.

Contemporary developments in the field have seen the rising prominence of governance models, with a number of scholars arguing this to have implications for the shape of the science–policy interface. It represents a marked shift from an earlier approach that virtually ignored justice, democracy and poverty. In recent years, attention has focused on empowering poor Coastal communities to build sustainable livelihoods. This paper traces the evolution of Coastal Management in South Africa, and reflects on the challenges of fostering Coastal sustainability. Coastal Management and sea level rise
Catena, 2001Co-Authors: John PethickAbstract:Abstract The predicted rise in sea level due to global warming has given rise to much speculation as to the impact on erosion and accretion rates at the coast as well as increases in hazards to Coastal users. This paper focuses on the spatial adjustments that Coastal landforms will exhibit in response to changing energy gradients both normal to and parallel to the shore. These adjustments, in many cases, will take the form of the migration of landforms in order that they maintain their position within the Coastal energy gradient. Prediction of the rates of such migration will be fundamental to the future Management of the changing Coastal environment. The paper discusses the impact of sea-level rise on the two basic Coastal landform assemblages: those in estuaries and those on the open coast, and then goes on to examine the effect on ebb-tidal deltas that are located at the critical junction between estuaries and open coasts. In each case, the rates of landform migration under an accelerated sea-level rise are predicted and compared with existing rates using examples from the east coast of Britain. Assuming a sea-level rise of 6 mm/year, the paper predicts that estuaries will migrate landwards at rates of around 10 m/year, open-coast landforms can exhibit long-shore migration rates of 50 m/year, while ebb-tidal deltas may extend laterally along the shore at rates of 300 m/year. The implication for the Management of such dynamic Coastal systems, including such issues as Coastal defence and conservation, are discussed.
