    Abstract:

    Nanking National Government responded to the thoughts of Rural Education actively.From the following two aspects,we could arrive at this conclusion.On the one hand,some laws or bills of rural education passed in this period.For instance,Nanking National Government convened the first National Education conference which approved several proposals in rural education.Another example was the bill of implementing rural education of Three Principles the People passed in the Third Plenary Session of KMT Central Committee.On the other hand,the practical activities of Nanjing National Government revealed its great concern about rural education.First,Nanjing National Government paid attention to and accepted those popular rural educators and their experiments.Second,the Rural Revival Committee was set up.It aimed to revive the economy in the countryside and carried out rural fact-findings.It also valued the development of rural education.Third,Nanjing National Government attached importance to the publication of rural educational journals,textbooks,and other relevant books.All mentioned above marked that rural education fully came into view of the Government and became a part of National construction.

    Abstract:

    Rural education won abundant development in the 1920s and 1930s. From National Government on, scholars have mainly devoted themselves to studying problems of rural education in such fields as the trend of thought of country education, experimental areas of rural education and their pioneer persons, relationship between private schools and rural schools, funds of rural education, rural teachers and their rewards, normal school and social education in the country. Due to lack of documents and the influence of ideology, studies on the problems of rural education in the National Government period are insufficient, and remarks on them are biased to a certain extent, innovation is needed, and further studies should be encouraged.

    Abstract:

    Government provides essential services to the population and therefore, uncertainties that could hinder Government’s objectives should be identified, mitigated/controlled and monitored. Using the content analysis for data extraction in the annual reports of National Government departments (NGDs), this paper explored risk management practices in South Africa’s public service, with National Government departments as a case in point. The findings are that in general, there are poor risk management practices in the NGDs as the majority of the observed categories were not disclosed in the NGDs annual reports. Since risk deals with the uncertainties on the objectives, it is concerning that NGDs have poor risk management practices, particularly because they are enablers (implementers) of Government overarching strategy. As enablers of Government strategy, it is recommended that NGDs view risk management as a process that enables them to identify threats which could hinder the attainment of their objectives, whilst also leveraging opportunities that may arise. It is further recommended that the risk process is viewed as a scenario or option analysis exercise that allows NGDs to properly plan, understand the intended outcomes and prepare responses to deal with any uncertainties. A summarised and harmonized risk governance requirement used for the purpose of exploring risk management disclosures has been suggested by this study and it could be used as a reference point of risk disclosure improvement by NGDs.

    Abstract:

    This paper argues that almost all other non-Governmental institutions for instance banks and pension funds, in addition to the risk and audit committees, have credit committees in respect of banks and investment committees in respect of pension funds. These committees provide oversight on the core businesses of these institutions. In a similar manner, National Government departments should not only have universal governance committees such as the audit and risk committees, instead the study envisions governance committees modelled around the idea parliamentary portfolio committees. The envisaged committees will remain governance committees with defined roles and responsibilities similar to the audit and risk committees that are already in existence in the National Government departments.

    This study compared treatment of schizophrenia in two types of organization: a National, Government-operated health care system, the Department of Veterans Affairs (VA), and in hospitals and clinics operated by state and local providers. Between 1994 and 1996, 746 male patients with a clinical diagnosis of schizophrenia residing in two states in the Southeast and Midwest were surveyed: 192 VA inpatients were compared with 96 non-VA inpatients, and 274 VA outpatients were compared with 184 non-VA outpatients. VA patients were older and had higher incomes than non-VA patients but did not differ significantly on measures of clinical status, satisfaction with providers, or community adjustment. VA outpatients were more likely to have been hospitalized during the previous year than non-VA outpatients and were less likely to have received services from a day hospital, from a case manager or social worker, or to have received crisis intervention services. On 5 of 26 Schizophrenic Patient Outcomes Research Team treatment recommendations, a smaller proportion of VA than non-VA patients adhered to standards. Four of these reflected reduced access among VA patients to psychosocial services such as work therapy, job training, or case management services. Cross-sectional surveys can be used to compare quality of care across service systems. VA care was associated with similar satisfaction and clinical outcomes but greater reliance on hospital treatment and less use of community-based psychosocial services.

    Abstract:

    The Indonesian Government has devolved significant expenditure authority to sub-National units since 2001. New sub-National Government expenditure assignments have been paid for by a substantial increase in interGovernmental transfers to lower levels of Government. The center has decided against devolving any significant new tax authority to the regions, at least for the time being. This note examines some fundamental issues related to these unspent funds. The paper has two particular objectives. First, the paper describes the basic features of sub-National Government surplus and reserves since decentralization, including their size and spatial distribution. Second, it seeks to explain the observed variation in surplus across sub-National Governments, according to some standard hypotheses. The paper proceeds as follows. First, some basic information regarding the buildup and geographic distribution of sub-National reserves is offered. Second, the methodological approach to the study of sub-National Government surpluses is detailed. Third, the results of the econometric examination are presented and discussed. Finally, the note closes with a summary of the main findings and a proposal for some additional research that might be useful in the continuing development of central policy in this area.
