    Flood control Compensation Benefit of reservoir is aiming to distinguish the rights and obligations between reservoir and related parties,the obligation is depending on calculating Compensation Benefit scientifically and rationally.In this paper,flood control Compensation Benefit of Longyangxia reservoir is analyzed and computed.The Compensation Benefit of reducing cost of other cascade reservoirs is 54 million yuan per year,the Benefit of improving flood control standard of Liujiaxia Reservoir is 36 million yuan per year and that of preventing Lanzhou City from flood is 29 million yuan per year.The total flood control Compensation Benefit of Longyangxia reservoir is 119 million yuan per year.

    Compensation Benefit of preventing ice jam in reservoir is aimed to distinguish the rights and obligations between reservoir and related parties,the obligation depends on calculating Compensation Benefit scientifically and rationally.Minimum Compensation Benefit of preventing ice jam in Daliushu reservoir is analyzed and computed.The Compensation Benefit of eliminating ice jam disaster in Ningmeng river reaches is 132 million yuan per year,the Compensation Benefit of improving the standard for preventing ice jam in Ningmeng river reaches is 10.72 million yuan per year,the Compensation Benefit of compensating the electricity generation of cascade reservoirs is 202.46 million yuan per year,and that of compensating multiobjective water use in the down reaches of Liujiaxia Reservoir is 99.25 million yuan per year.The total Compensation Benefit of preventing ice jam in Daliushu reservoir is 444.43 million yuan per year.

    Abstract:

    In order to improve the computation of ecological Compensation Benefit of reservoir regulation,first,the conception and connotation of basic ecological flow Compensation(BEFC) Benefits of reservoirs is given in this paper.Second,the conception and calculation formula of river ecological mark are put forward for measuring the ecological Benefit of river flow.Based on this,a method and procedure are brought forward for quantitative calculation of BEFC Benefits of cascade reservoirs.Finally,taking Longyangxia and Liujlaxla cascade reservoirs on Yellow River as a study case of demonstration,the calculation result shows that in the no-flood seasons of 2003 these two reservoirs provided BEFC Benefits of 17.77 and 28.94 billions ecological marks to Lanzhou station and Huayuankou station,respectively.Of the total 46.71 billions,31.88 billions came from Longyangxia reservoir,and the other 14.83 billions from Liujiaxia reservoir.The quantitative calculation of BEFC Benefits for Yellow River in this paper indicates the importance of paying a great attention to the study of river BEFC Benefits.

    Abstract:

    In order to perfect the computation of the environment Compensation Benefit of reservoirs regulation,the connotation of environment Compensation Benefit of reservoirs is given at first.Secondly,the conventional dilution ration is improved by introducing the ratio of water contamination concentration and the sewage discharge contamination concentration.On this base,the method and the steps of quantitatively computing the Compensation Benefit of lower reaches water environment are brought forward by the new dilution ration.Finally,taking Longyangxia and Liujiaxia Reservoirs on Yellow River(2003) as an example,the computing result shows that the water environment compensatioon Benefits are 78.4,88.8,9.9,14.0,28.8,32.6,3.6,and 5.0 million Yuan for those Lan-zhou Station,Tou Dao-guai Station,San Men-xia Station,and Hua Yuan-kou Station,obtained from Longyangxia and Liujiaxia reservoirs regulation respectively in 2003.Namely,Longyangxia and Liujiaxia reservoirs create 191 million yuan and 70.2 million yuan of water environment Compensation Benefits for lower reaches.Through quantitatively computing the water environment Compensation Benefit of Yellow River,it should be focused on river water environment Compensation.

    Flood control Compensation Benefit of reservoir aims at determining the relationship of the rights and obligations between reservoir and related target, and the scientific and rational calculation of Compensation Benefit of large reservoirs is necessary for Integrated Water Resources Management. In this paper, flood control Compensation Benefit of the Longyangxia Reservoirs is analyzed and computed. The result shows the Compensation Benefit of reducing investment for Longyangxia, raising the flood control standard of Liujiaxia Reservoir and upgrading the guaranteed rate of 100-year frequency flood are 54 million Yuan per year, 36 million Yuan per year and 29 million Yuan per year respectively. The flood control Compensation Benefit of Longyangxia reservoir amounts to 119 million Yuan per year totally.

    The environmental Compensation Benefits of Xiaolangdi Reservoir is estimated based on the analysis of the impoundment of Xiaolangdi Reservoir in 2010, which helps increase the cultivated land, open up the tourist resort and reservoirs wetlands. The results show that the cultivated land Compensation Benefits is about 1155 million yuan; the tourism environment Compensation Benefits is about 4 million yuan; the wetland Compensation Benefits is about 66 million yuan . the environmental Compensation Benefit of Xiaolangdi Reservoir is about RMB 1225 billion yuan in 2010.

    The conceptions of the ecological flood, the resource flood and the disaster flood are brought forward by the human attitude, the management capacity, and river ecological system demand for flood based on the ecological demand water productions in river. The positive criterion and the calculation method of reservoir ecology flood Compensation Benefit are put forward based on the main ecology function of the flood shaping the river and affording environments for biology in the sediment river. Taking Longyangxia and Liujiaxia Reservoirs on Yellow River (2004)as demonstration, the result of the computing case shows that the Longyangxia and Liujiaxia Reservoirs ecological flood Compensation Benefits is −0.6881 billion Yuan.
