Open Science approaches at the University of Edinburgh

The University of Edinburgh is a large, research-intensive, civic university at the heart of Scotland’s capital. As a member of the League of European Research Universities (LERU), the Universitas 21 consortium and the Russell Group, we value and cultivate partnerships and collaborations as second nature, and seek to be recognised among the world’s top universities. These are interesting times for us, not least from Open (and data-driven) Science perspectives. In May 2018 the LERU Rectors Assembly assembled in Edinburgh, where they collectively endorsed LERU’s Roadmap for Open Science; a movement which requires considerable alterations to traditional researcher behaviours, and increasingly balancing intellectual investment and ownership of research with “the common good.” More recently, in August the UK Prime Minister and the Scottish First Minister met at the University to launch the Edinburgh and South East Scotland City Region Deal, a £1.3bn investment package designed to increase the contribution of research, data analytics expertise and graduate skills to the region’s economy, ultimately aiming to make Edinburgh “the data capital of Europe.” The timing of these developments provides a challenge, however, as Edinburgh, Scotland and the rest of the UK prepare to leave the European Union in the Spring of 2019. In an ideal world Science and Scholarship would be independent of political shifts, focused as they are on ideals of universal truth, but the means via which research is funded, performed and disseminated are necessarily grounded in political reality. Edinburgh’s default responses to the changes and challenges we face are to influence them positively – or mitigate them proactively – wherever we can, and to prepare ourselves for their impact where we cannot do otherwise. The University’s newly integrated Research Data Support (RDS) team is a cornerstone of our institutional Digital Research Services. We aim to provide holistic, responsive, tailored and researcher-focused support to the University community, helping collectively meet contemporary expectations in scholarly communications, including Open Science requirements to make data (and code) available alongside publications to enable their conclusions to be reproduced. The RDS has published a Roadmap for ongoing development, and alongside other infrastructural and support units such as the Scholarly Communications and Research Information Systems functions – and together with the externally focused infrastructure, advocacy and skills development Centres that Edinburgh hosts, such as the Digital Curation Centre and the Software Sustainability Institute – we are a key component of the University’s broader Open Science strategy. In this presentation we will describe and discuss Edinburgh’s Open Science environment and approaches, within the broader landscape of changing expectations, political risks and scientific and societal opportunities. We will discuss the benefits and challenges of Open approaches within and beyond the Sciences, and the challenges involved in turning the European Commission’s “as open as possible, as closed as necessary” dictum into reality, including outreach and skills development activities. Finally we will look at the University’s current RDS Roadmap, and consider how this might develop and adapt in the exciting (and potentially turbulent) years ahead.

Pinning It Down: Towards a Practical Definition of ‘Research Data’ for Creative Arts Institutions

As part of its engagement with the University of the Arts London (UAL) and via its support for the JISC Managing Research Data Programme, the Digital Curation Centre (DCC) and partners have worked towards an acceptable and practical definition of research data for creative arts institutions. This paper describes the activities carried out to help pin down such a definition, including a literature review, short and extended interviews with researchers, interactions with an academic arts research practitioner, and distillation of the results from a one-day workshop which took place in London in September 2012.

The DCC's institutional engagements: Raising research data management capacity in UK higher education
Bulletin of the American Society for Information Science and Technology, 2013Co-Authors: Martin DonnellyAbstract:Editor's Summary The United Kingdom's Digital Curation Centre (DCC), established in 2004, is the country's Digital preservation and data management authority. From 2011 to mid-2013 the DCC's Institutional Engagement program provided support for Digital preservation and data management to 20 universities. The initiative was stimulated by the realization that research data leads to broader advances when shared, as well as by pressure from funders to implement formal data management practices. Experience with the first cohort of universities revealed differences in readiness for data management, the importance of a local champion and support staff and the need for dedicated funding. Unfamiliar but necessary working relationships emerged, as did the need to align institution requirements with funder priorities. Common challenges were planning for effective data management, data storage and training for researchers and staff. The DCC will apply the lessons learned with the first cohort to other higher educational institutions, adjusting its approach to serve each university's specific needs while promoting the shared purpose.

In 2011 it launched an online Web application, DMP Online, to help researchers write their plans.

The Milieu and the MESSAGE: Talking to Researchers about Data Curation Issues in a Large and Diverse e-Science Project
International Journal of Digital Curation, 2011Co-Authors: Martin Donnelly, Robin NorthAbstract:MESSAGE (Mobile Environmental Sensing System Across Grid Environments) was an ambitious, multi-partner, interdisciplinary e-Science research project, jointly funded by the Engineering and Physical Sciences Research Council (EPSRC) and the UK Department for Transport (DfT) between 2006 and 2009. It aimed to develop and demonstrate the potential of diverse, low cost sensors to provide heterogeneous data for the planning, management and control of the environmental impacts of transport activity at urban, regional and national level. During the last year of the project, the Digital Curation Centre (DCC) interviewed and observed members of the project team in order to identify and analyse key aspects of their data-related activities, recording attitudes towards the data that they create and/or re-use. This paper describes the major issues identified over the course of the case study, which are presented in parallel with the perspectives of the project team in order to demonstrate the multiplicity of views that may be projected onto a single dataset. It concludes with a contextualisation of the case study's themes with those of a number of contemporary reports.

CRIS - Emerging good practice in managing research data and research information within UK Universities

Efficient and interoperable research information systems will be crucial for enabling and exploiting data intensive research however it is equally important that a research ecosystem is cultivated within research-intensive institutions that foster sustainable communication, cooperation and support of a diverse range of research-related staff. Researchers, librarians, administrators, ethics advisors, and IT professionals all have a vital contribution to make in ensuring that research data and related information is available, visible, understandable and usable over the mid to long term. This paper will provide a summary of several ongoing initiatives that the Jisc-funded Digital Curation Centre (DCC) are currently involved with in the UK and internationally to help staff within higher education institutions prepare to meet funding body mandates relating to research data management and sharing and to engage fully in the Digital agenda.

Next-Generation Data Management Plans: Global, Machine-Actionable, FAIR
International Journal of Digital Curation, 2017Co-Authors: Stephanie Simms, Sarah JonesAbstract:At IDCC 2016 the Digital Curation Centre (DCC) and University of California Curation Center (UC3) at the California Digital Library (CDL) announced plans to merge our respective data management planning tools, DMPonline and DMPTool, into a single platform. By formalizing our partnership and co-developing a core infrastructure for data management plans (DMPs), we aim to meet the skyrocketing demand for our services in our national, and increasingly international, contexts. The larger goal is to engage with what is now a global DMP agenda and help make DMPs a more useful exercise for all stakeholders in the research enterprise. This year we offer a progress report that encompasses our co-development roadmap and future enhancements focused on implementing use cases for machine-actionable DMPs.

Both services, and their sponsoring organizations, the California Digital Library (CDL) and the Digital Curation Centre (DCC), have succeeded in enabling researchers to comply with funder requirements in producing DMPs. However, this is just one step along the road to advancing open science.We see an opportunity to further leverage DMPs to support open science by integrating them into the broader ecosystem of data management infrastructure. In order to achieve this goal, we must redefine success to include not just adoption of our services by institutions but also widespread adoption by individual researchers, disciplinary communities, and funders. Working together with all stakeholders to make DMPs an essential, open part of the research lifecycle, and not just a matter of compliance, is the next step toward effectively managing and sharing research data.We propose to join forces and build a new, global data management advisory platform that links DMPs to other components of the research lifecycle. The biomedical research community provides an opportunity to adapt the infrastructure and associated educational resources to one specific disciplinary community and plug into new initiatives. We will reposition DMPs as living documents useful for structuring the course of biomedical research activities and integrating with related data management systems to lower the barriers for implementation and promote culture change. Consolidating around a single platform for DMPs extends our reach, keeps costs down, and moves best practices forward, allowing us to participate in a truly global open science ecosystem.

LIASA participant survey results analysis

The workshop was held in Cape Town, South Africa on March 27, 2014 and had 41 participants representing Universities and Research Councils across South Africa. The survey questions address awareness of funders' policies and mandates relating to research data management, current practice within Higher Education Institutions (HEIs), and confidence levels in providing support for research data management.

Research Data Management in South Africa: How We Shape Up

The paper compares these views with experiences garnered through the DCC's work to support universities in the UK.

This presentation looks at work performed in this area by the European forum Knowledge Exchange, the UK Digital Curation Centre, and the international standards body CASRAI.

In the first phase of the project (2013–2014), the team set up an experimental service based on the ORCA software developed by ANDS for Research Data Australia. Unlike the Australian version, the UK instance harvested metadata in a variety of formats and performed crosswalks to convert it to the required format. Since the repositories and the metadata standards they used were focused on the datasets themselves, some useful information about researchers, projects and funders was missing. In the second phase of the project (2014–2016), the team is looking at ways of filling those gaps by harvesting not only from data repositories but also from CRIS instances. We present a metadata crosswalk from CERIF to RIF-CS – the standard used by ORCA – and highlight the issues and challenges raised by using it in the context of the RDDS. We also consider the positive effect that a more complete network of information has on the discoverability of research data.

A joint Dublin Core Science and Metadata (DC-SAM) and Research Data Alliance (RDA) Metadata Working Group/Interest Group undertaking, the workshop’s central aims were to examine and discuss issues surrounding metadata standard--specifically infrastructure design challenges and opportunities, applications, and policies. The Data Observation Network for Earth (DataONE) DataNet, the Metadata Research Center (MRC), University of North Carolina at Chapel Hill, the UK Digital Curation Centre (DCC), and the euroCRIS organization were also chief supporters of the workshop.

Case study 5: development of institutional RDM services by projects in the Jisc Managing Research Data programmes
2020Co-Authors: Simon Hodson, Laura MolloyAbstract:This chapter offers a preliminary overview of the development of research data management (RDM) services by projects in the second Jisc Managing Research Data (MRD) programme, which ran between 2011 and 2013. Reference is also made to the first MRD programme and projects within this, where appropriate. The second MRD programme encouraged projects to adopt a coherent approach, to share ideas and resources at an early stage, and to look to the Digital Curation Centre (DCC) for guidance. Therefore, it is hoped that details of how the programme was designed and managed, and the approaches emerging from the projects will be of interest. It should be stressed, however, that only a few of the projects have completed at the time of writing so the detail of RDM services developed and conclusions about effective approaches can only be partial.

Big data: the potential role of research data management and research data registries
2014Co-Authors: Joy Davidson, Sarah Jones, Laura MolloyAbstract:Universities generate and hold increasingly vast quantities of research data – both in the form of large, well-structured datasets but more often in the form of a long tail of small, distributed datasets which collectively amount to ‘Big Data’ and offer significant potential for reuse. However, unlike big data, these collections of small data are often less well curated and are usually very difficult to find thereby reducing their potential reuse value. The Digital Curation Centre (DCC) works to support UK universities to better manage and expose their research data so that its full value may be realised. With a focus on tapping into this long tail of small data, this presentation will cover two main DCC, services: DMPonline which helps researchers to identify potentially valuable research data and to plan for its longer-term retention and reuse; and the UK pilot research data registry and discovery service (RDRDS) which will help to ensure that research data produced in UK HEIs can be found, understood, and reused. Initially we will introduce participants to the role of data management planning to open up dialogue between researchers and library services to ensure potentially valuable research data are managed appropriately and made available for reuse where feasible. DMPs provide institutions with valuable insights into the scale of their data holdings, highlight any ethical and legal requirements that need to be met, and enable planning for dissemination and reuse. We will also introduce the DCC’s DMPonline, a tool to help researchers write DMPs, which can be customised by institutions and integrated with other systems to simplify and enhance the management and reuse of data. In the second part of the presentation we will focus on making selected research data more visible for reuse and explore the potential value of local and national research data registries. In particular we will highlight the Jisc-funded RDRDS pilot to establish a UK national service that aggregates metadata relating to data collections held in research institutions and subject data Centres. The session will conclude by exploring some of the opportunities we may collaboratively explore in facilitating the management, aggregation and reuse of research data.
