We detail the design and open architecture of the testbed, which intentionally leverages low-cost and open-source components, aimed at promoting continued advances and alignment of multi-robot systems research and practice.

The former includes an event overview and statistics, including a look at trends in UAS participation. The later identifies trends in technological domains including: Tactical Mesh Networking and Multipath, Tactical Cellular Technology, Rapid Mission Planning and Virtual Rehearsals and Conducted Energy Clothing. Appendixes provide: the Request for Information (RFI), list of experiments and schedule, experiment descriptions and after action reports. With the exception of the appendix, this document reflects the opinions of the author and does not represent the official policy or position of the Naval Postgraduate School, the United States Navy, or any other government organization. The data in the appendices were provided by the participants and have only been edited for clarity.

Although that will not affect results from the square formats α and β, it could affect those from γ. Tables 2, 3 and 4 have been recalculated with the error removed.

Field Experimentation on rough land: The method of Papadakis reconsidered

PearceAbstract:Much of the error in Field experiments comes from environmental differences, which traditional methods (e.g. blocks or rows and columns) sometimes fail to control, especially if the fertility pattern is complex or unexpected. In 1937 Papadakis proposed an alternative approach in which the performance of each plot was judged by that of its neighbours. If a plot was situated in an area of generally high cropping, its own high crop was partly discounted but if surrounding plots were yielding poorly, it was given special weight. Adjustment was by the analysis of covariance. The method has not been much used, partly because it still lacks a mathematical basis and partly because it is suspected of bias in the estimation of contrasts between treatments. It has been studied here by simulation, i.e. bodies of data have been generated on the computer with known characteristics and then analysed by Papadakis's method to see if a correct answer was returned. Also, an improvement in the covariate is suggested and an iterative procedure developed to ensure more consistent results. It emerges that the suspicion of bias was unjustified. Also, the method can be extremely effective in reducing experimental error. In all its variant forms it has difficulty with outside plots, and for that reason is more effective on compact areas than on strips. Also, interference between plots is especially serious, because the neighbours affected are those needed to form the adjusting covariate. Discontinuities arising from past use of the land can cause problems but a method is suggested for minimizing their effect.

Field Experimental Work on Political Institutions
Annual Review of Political Science, 2014Co-Authors: Christian R. GroseAbstract:A nascent but growing research area examines political institutions through the use of Field experiments. I consider why Field Experimentation has been used infrequently in the study of political institutions and note that some research questions are not amenable to Field Experimentation. I review areas of research inquiry where Field Experimentation has enhanced scholarly knowledge about political institutions and representation. These areas include the study of race, representation, and bias in legislatures and courts; and policy responsiveness and legislative accountability. I synthesize this research by examining puzzles that emerge between the Field experimental and observational work. I conclude with suggestions for promising research avenues, including the use of Field experiments to study the bureaucracy. The discipline's understanding of political institutions could be improved with a greater emphasis on Field experimental work.
