LuskAbstract:In the debates surrounding biotechnology and Genetically Modified (GM) Food, data from consumer polls are often presented as evidence for precaution and labeling. But how much do consumers actually know about the issue? New data collected from a nationwide U.S. survey reveal low levels of knowledge and numerous misperceptions about GM Food. Nearly equal numbers of consumers prefer mandatory labeling of Foods containing DNA as do those preferring mandatory labeling of GM Foods. When given the option, the majority of consumers prefer that decisions about GM Food be taken out of their hands and be made by experts. After answering a list of questions testing objective knowledge of GM Food, subjective, self-reported knowledge declines somewhat, and beliefs about GM Food safety increase slightly. Results suggest that consumers think they know more than they actually do about GM Food, and queries about GM facts cause respondents to reassess how much they know. The findings question the usefulness of results from opinion polls as a motivation for creating public policy surrounding GM Food.-McFadden, B. R., Lusk, J. L. Bayesian decision theory assumes that people update a belief by allocating weights to a prior belief and new information to form a posterior belief. The purpose of this study was to determine the effects of prior beliefs on assimilation of scientific information and test several hypotheses about the manner in which people process scientific information on Genetically Modified Food and global warming. Results indicated that assimilation of information is dependent on prior beliefs and that the failure to converge a posterior belief to information is a result of several factors including: misinterpreting information, illusionary correlations, selectively scrutinizing information, information-processing problems, knowledge, political affiliation, and cognitive function.

Public Policy and Endogenous Beliefs: The Case of Genetically Modified Food

Lusk, Anne RozanAbstract:When individuals have limited information and are uncertain about the quality of a good, government policy, or the lack thereof, can serve as a signal to consumers about the likelihood of realizing alternatives states of nature. In this paper, we focus on a controversial beliefs about government intervention: the market for Genetically Modified Food. Data from a mail survey were used to estimate an econometric model where beliefs about labeling policy, beliefs about the safety of Genetically Modified Food, and willingness to consume Genetically Modified Food are endogenously determined. Results indicate that consumers who believe the government has a mandatory labeling policy for Genetically Modified Food are more likely to believe Genetically Modified Food is unsafe than consumers who believe no such policy is in place.

Lusk, Wallace E TynerAbstract:Recent labeling policies in developed countries place new focus on origin labeling, especially country of origin labeling, for a variety of Food products. It is not clear if this new emphasis on origin is the result of more ethnocentric consumer preferences for Food. We measure consumer preferences for country of origin in four different international locations and one domestic control location using a conjoint experiment to test the null hypotheses that consumers do not have stronger own-country preferences. In addition, we compare the relative importance of consumer preferences for origin to their preferences for Genetically Modified Food and pesticide-free production using attribute coefficients from within location ordered probit models. The study was conducted in China, France, Niger, and the United States. We find consumers tend to prefer Food from their own location indicating ethnocentric tendencies do play a role in shaping country-of-origin preferences. Country of origin is generally less important to consumers than Genetically Modified Food content and pesticide use in Food production.

The biotech industry and environmental groups have disseminating conflicting private information about GM Foods. This paper develops a unique methodology for valuing independent third-party information in such a setting and applies this method to consumersi¾’ willingness to pay for Food products that might be GM. Data are collected from real consumers in an auction market setting with randomized information and labeling treatments. The average value of third-party information per lab participant is small, but the public good value across U.S. consumers is shown to be quite large.

OnyangoAbstract:This study examines public perceptions of biotechnology, specifically the consumer approval of Genetically Modified Food products, from plant as well as from animal origin, based on data collected from national surveys conducted in both the United States and South Korea. South Korean consumers reported better understanding of Food production, science, and technology relative to U.S. consumers. South Korean consumers also recalled having heard more about genetic modification than did U.S. consumers. Findings also suggest that consumers in the United States and South Korea who possessed an accurate knowledge of the applications and outcomes of genetic modification technology were more likely to approve of its use for the creation of Foods than those who had inaccurate or no knowledge of the technology. Results also indicate that consumers who considered labeling of Genetically Modified Foods to be necessary are less likely to approve of the genetic modification of Foods than those who did not. Consumers in both countries are less approving of genetic modification of animals than the genetic modification of plants. However, U.S. consumers are more approving of using genetic modification technology to create animal-derived Foods than are South Korean consumers.

Using a nationwide survey and choice-modeling framework, results indicate that consumers value the label "contains no Genetically Modified corn" the most with a mean willingness to pay of 20 more cents, followed by "USDA approved Genetically Modified corn" with a mean willingness to pay of 9 more cents, and "corn Genetically Modified to reduce pesticide residues in your Food" with a mean willingness to pay of 7 more cents. Results also suggest that consumers negatively value the labels "contains Genetically Modified corn" with a mean willingness to pay of 13 less cents and "may contain Genetically Modified corn" with a mean willingness to pay of 2 less cents.

Onyango, Rodolfo M NaygaAbstract:This study examines consumer's willingness to consume different types of a nutritionally enhanced Food product (i.e., breakfast cereal with calcium, omega fatty acids, or anti-oxidants) derived from grains Genetically Modified using two types of technologies: plant-to-plant gene transfer technology and animal-to plant gene transfer technology. Findings indicate a majority of the respondents are willing or somewhat willing to consume the three types of nutritionally enhanced Genetically Modified breakfast cereal, but are less willing if the Genetically Modified product is derived from animal-to-plant gene transfer technology than from plant-to-plant gene transfer technology. However, the results of the ordered probit models suggest there are groups of consumers who will not approve of the use of either type of gene transfer technology even with the presence of an enhanced nutritional benefit in the product.

Empirical results suggest that younger, white, male and college educated individuals are more likely to accept Food biotechnology. However, consumers' views about scientists and biotechnology companies, and their trust and confidence in government regulators, have greater impacts on their acceptance of Genetically Modified Foods than their economic and demographic attributes. Overall, consumers view Food biotechnology as a risk-benefit issue rather than an ideological issue. There is some evidence of regional differences in the acceptance of bioengineered Food products.

Public acceptance of Genetically Modified Food products is a critical factor for this emerging technology. Using data from a national survey, this study examines public acceptance of Food biotechnology by modeling consumers' willingness to buy Genetically Modified Foods. Empirical results suggest that younger, white, male and college educated individuals are more likely to accept Food biotechnology. Public confidence in scientists, corporations, as well as government has significant effects on consumer acceptance of Food biotechnology. While religious views influence consumer acceptance of Food biotechnology, income and social/political orientations do not have significant effects. Empirical results indicate regional differences in the acceptance of Genetically Modified Foods.
