    Abstract:

    The Development of Government infrastructure projects, which has grown rapidly in recent years, require the Indonesian Government, through the Ministry of Public Work and Housing, to socialize the breakthrough of the national construction procurement system with design and build contract. This breakthrough on construction projects is expected to accelerate the achievement of Government infrastructure targets, thus supporting national economic growth. The purpose of this research is to identify DB characteristics, implementation, the advantages and disadvantages in Indonesian construction projects, and to analyze the obstacles, conflicts and problems emerging on the construction project implementation. In the construction project implementation, all participants involved hopes that the project can be completed within the objectives. The expected objectives are that the project is completed in time, does not exceed the budget and meets the quality requirements.

    Abstract:

    Buildings suffer deterioration and function failures during its lifecycle even for landscape and housekeeping components in Government Buildings. Maintenance includes cleaning, inspecting, repairing, and replacing can provide Buildings the ability to maximize the utilities of the Building's lifecycle. Corrective maintenance is the most used maintenance method in Indonesia although there are several alternatives, such as preventive maintenance that prevents any occurrences of Building failures without neither repairing nor replacing any components throughout its lifecycle. Work breakdown structure (WBS) is an effective method to define preventive maintenance activities. However, in Indonesia there is still lack of preventive maintenance based on WBS activities guidebook and preventive maintenance policies. Therefore, the purpose of this study is to develop a guidebook of preventive maintenance landscape and housekeeping activities based on WBS to improve maintenance performance. The Research Method used is activities defined from policies, literature studies, and case studies drawn into WBS and validated by maintenance expertise. Experts validate the preventive maintenance activities using questionnaires and provide any maintenance activities to improve the guidebook. Result of the research showed that landscape and housekeeping preventive maintenance activities guidebook based on WBS Government Buildings maintenance. The guidebook is validated by experts and will be used Building maintenance managers.

    Abstract:

    To reduce the occurrence of damage to Government Buildings, the efforts for preventive maintenance work must be made. In a Building's preventive maintenance work process, the scope of work can be arranged using Work Breakdown Structure (WBS), so that it becomes structured and activity-oriented. However, in the application of Government Buildings, there are no guidelines for preventive maintenance work that is standardized by WBS. Therefore, developing guidelines for preventive maintenance work is important to improve maintenance and upkeep on a work package. The purpose of this research is to develop the guidelines for preventive maintenance work based on Work Breakdown Structure (WBS) on the architectural components of Government Buildings. The research methodology comprises several steps, named the literature study, analysis of archives with data and information from previously related research and projects, case studies, as well as through the validation of experts. The results of this study are WBS-based preventive maintenance work guidelines for architectural components of Government Buildings that can improve the quality of Buildings and the effectiveness and efficiency of Building maintenance and upkeep.

    Abstract:

    Initial quality of Building depands on quality of design and construction phase of the Building, while maintenance and spare part quality keep the decline of the quality during operational phase of Building within level of service needed. Electrical aspect of Building has an impact of the Building's purpose, safety, and comfort. Several finding in operation phase have been found regarding lack of quality of electrical maintenance process and spare part material such as fire incident, waste of electricity and exesive stock of spare part. Thus, it's important to not only develop maintenance and reparation guidelines of electrical work but also it's material specification to keep the required level of service. The purpose of this study is to use work breakdown structure (WBS) methods as a proven method in decomposition to develop maintenance and reparation guidelines, as well as the material specifications in green Building. The research methodology covers several stages: literature studies, information from previous projects, and delphi techniques through expert validation in green Building electrical components. The results of this study are expected to create applicable guidelines for maintenance and reparation work of electrical component and it's material specification to eliminate or decrease finding of electrical issues in Building operational.

    Service Government should establish people-oriented values and put the services as a direction of Government function design.The functions of our Government before the reform and opening up are all-embracing and all-round.To build a service-oriented Government,we must convert Government functions from the control to the service.This shift is driven by a number of factors such as the financial crisis,the demonstration effect of the Western administrative reform,the competitive pressures from the economic globalization,and the development requirements of the public service,the development of community's self-Government organizations,the conponents of Government functions and systems.In order to promote China's service Government Building,the functions of our Government should be positioned as pursuing the following endeavors: concerned about the vulnerable social groups,strengthening the administrative committee on coordination,solving major institutional issues,and promoting e-Government construction.
