    Abstract:

    Even if so-called socialist property was regarded as the primary form of property during the planned economic phase, there still existed private property of the Means of Production in all Central and Eastern European countries. Private property was not only created illegally in the black economy, but was also allowed by the state on a limited scale, as can be demonstrated on the basis of the Soviet Constitution of 1977 (Brunner/Meissner (1980:390)): Art. 17 Within the USSR, individual work in the field of trade, agriculture and the rendering of services to the population, as well as other activities which are based on the personal labor of the citizens and of their family members are allowed according to the law.

    Abstract:

    Private property creates monopoly power, harming allocative efficiency. Common ownership can restore allocative efficiency, but it destroys incentives for investments in the capital value common to all potential owners of an asset. Property rights should thus balance ex-ante capital investment and ex-post allocative efficiency through partial common ownership. We propose self-assessed property taxes, with a universal right to force a sale at the self-assessed value, as a simple mechanism for implementing partial property rights in dynamic asset markets with many potential buyers. We loosely calibrate a model of self-assessed taxation to the US housing markets and find that a 5-10% annual tax rate is robustly near optimal, implying collectivization of a majority of the capital stock and increasing welfare by approximately 6%. However, the simplest application of self-assessed taxation may be to assets with limited capital investment opportunities and administratively assigned property rights, such as radio spectrum or internet addresses, where taxes should be set equal to the rate of annual asset turnover.

    In areas of resource scarcity, 3D printing has the potential to provide an environmentally sustainable and collapse-compliant Means of Production. 3D printing can reduce waste, utilize local and sustainable printing materials, and create an extensive variety of objects to help localized communities produce goods in resource-scarce environments. The possibility of societal collapse provides an opportunity to discuss the future of 3D printing technology under the notion of collapse informatics, and to discuss current opportunities and limitations of 3D printing as a collapse-compliant Means of Production. Because of 3D printing's novelty and rapid development, it is difficult to predict the future of personal 3D printing technologies. 3D printer designers should use the present to evaluate a possible future of collapse and realize the industry's potential to become a collapse-compliant Means of Production.
