    The increasing integration of ICT interoperability and functionality in market environments is acknowledged by some, for instance Castells (1996), to have generated an information-based mode or form of production with global flows of trade in knowledge and service products. Said to characterize post-Fordist production, it focuses less on quantity and more on the ability to qualitatively transform increasingly complex levels of information into knowledge and service commodities (Leppimaki et al. 2004). For this reason, an ICT-based economy is sometimes referred to as the ‘k-economy, where ‘knowledge has become perhaps the most important factor determining the standard of living … our most powerful engine of production … Today’s most technologically advanced economies are truly knowledge-based’ (DTI 2004: 27–28).

    Abstract:

    Government, major information and communications technology (ICT) companies, and educational institutions in the United Kingdom currently claim that ICT skills training offers inclusion into the new economy. We focus on a private-public training initiative and its impact on the socially excluded, specifically lone women parents. Narrative data from four United Kingdom educational sites participating in this computer Network Engineer training program highlight a systemic paradox: that ICT skills development initiatives designed to support lone women parents are simultaneously working in opposition to broader policy goals such as work-life balance and ironically serve to reproduce the participants' classification as socially excluded. The assumptions underpinning the model of social inclusion driving the ICT skills training course are analyzed critically using the concepts of community of practice, classificatory systems, and marginalization. Our findings suggest that ICT training courses and initiatives should be accompanied by changes in pedagogic practice that accommodate the more wide-ranging needs of those targeted for inclusion, as well as changes in employment settings. We conclude by exploring the implications of this for government policy formation, business vendor qualifications, the design of ICT skills training initiatives, and our understanding of the role of ICT skills in overcoming the digital divide.

    This thesis analyses the attempt by the British government and a US corporation, Cisco Systems Inc., to address the low participation of women in ICT fields. It draws from government documentation on women's inclusion and contextualises this policy within a wider analysis of socio-economic exclusion. Three related cultures of inclusion emerge which are linked to improving the nation's access to the new economy, and central to each is the reconfiguration of democratic citizenship for people classified as socially excluded. Incorporating Cisco's and academic perspectives on gender and technology relations, a phenomenological perspective is used to unravel the reality of this present day snapshot of social and ICT exclusion and inclusion, with the Heideggerian concept of 'Gestell' reformulated to include a neo-Marxist framework and a gender analysis. Adopting the methodological approach of narrative and feminist critical theory, the thesis describes three key backgrounds to the related ICT policies and strategies and matches each with the experiences of students and staff engaged in the case study of the Cisco Certified Network Associate, a Network Engineer training programme. In contrasting these macro and micro accounts, the thesis seeks to explore underlying sites of tension to show how policy and practice are often in opposition to one another. Motivated by the research question of whether ontological security arises from the equity model of inclusion for a subset of the socially excluded, lone women parents, it is suggested that it does not. With the appearance of social control and not personal empowerment, greater insecurity is argued to accrue. In providing this analytical and empirical approach, the thesis seeks to contribute to current research on gender and technology by widening its remit of investigation, and provide an innovative, multidisciplinary and critical perspective to IS research.
