    Abstract:

    This paper presents a trade-off study that has been conducted using a recently developed tool for the analysis and design of Noise Abatement procedures around airports. This new tool, NOISHHH, combines a Noise model, a geographic information system, and a dynamic trajectory optimization algorithm. NOISHHH features a multi-objective optimization capability that permits exploration of a variety of environmental criteria, including indices that are generic in nature (e.g. Noise footprints) as well as site-specific criteria that take into account the population distribution in the areas surrounding the airport. Using this capability a Noise performance trade-off was conducted by comparing arrival trajectories that are optimized according to a variety of Noise Abatement criteria, including both generic and site-specific criteria. The main focus is on providing insight into the sensitivities in the multi-objective Noise performance trade-off process. The results are used to illustrate the possibility of synthesizing trajectories that provide a sensible compromise solution among the various Noise criteria.

    Abstract:

    This paper describes an optimisation study concerning arrival trajectories that has been conducted using a recently developed tool for the analysis and design of Noise Abatement procedures around airports. This new tool combines a Noise model, a geographic information system, and a dynamic trajectory optimisation algorithm. The optimisation algorithm generates routings and flight-paths that minimise the Noise impact in the residential communities surrounding the airport, while satisfying all imposed operational and safety constraints. The study on arrival trajectories presented herein complements an earlier study involving departure trajectories. Although the numerical results shown pertain to a particular example airport, viz Amsterdam Airport Schiphol, the study actually focuses on the development of a generic methodology that could be applied to any given airport. The results clearly demonstrate the effectiveness and flexibility of the developed tool.

    Abstract:

    This paper describes the development of a new tool that offers significant capabilities for the analysis and design of Noise Abatement procedures at any given airport. The proposed tool combines a Noise model, a geographic information system and a dynamic trajectory optimization algorithm. The optimization algorithm essentially modifies routings and flightpaths such as to minimize the Noise impact in the residential communities surrounding the airport, while satisfying all imposed operational and safety constraints. Numerical examples, involving departure trajectories from Amsterdam Airport Schiphol, are included to demonstrate the effectiveness and flexibility of the developed tool. Although the results obtained to date are for departure flights only, the employed methodology tool holds out equal promise for application to approach trajectories. In the numerical examples the characteristics of a Boeing 737-300 aircraft are used.

    *† ‡ § ¶ There is increasing pressure to reduce the environmental impacts of air transport operations. To that end, a discussion of Noise Abatement procedures for approach operations in the busy UK airspace is presented in this paper. Firstly, a brief history of Noise Abatement procedures is presented together with a description of the most promising operational technique: Continuous Descent Approach procedures. The impacts of airspace constraints and the trade-offs between environmental benefits and operational flexibility in the Noise Abatement procedure design process are discussed in the context of the UK environment and compared to less congested airspace in other parts of the world. The development of Noise Abatement procedures can be supported through the use of analysis tools that enable impacts on key metrics to be assessed, including environmental variables (such as Noise, fuel burn and emissions) and operational factors (such as “flyability” by different aircraft types and impacts on runway capacity). A suite of tools to examine these key impacts are described. A case study of the development of Noise Abatement approach procedures at a candidate airport is used to illustrate the concepts and tools discussed in a specific circumstance. Finally, the impact of advanced technologies and designs are discussed to highlight the most promising areas of research that may enable further improvement in the future.

    Abstract:

    Aircraft Noise is a major obstacle to the growth of aviation. This paper presents an adaptive real-time optimization algorithm that uses dynamic programming, nonlinear optimization, and receding horizon control to generate approach procedures that simultaneously minimize approach Noise and meet air traffic control targets and restrictions. Inputs to the optimization algorithm include flight states, waypoints, and air traffic control (ATC) commands, as well as the set of feasible Noise Abatement procedures. The resulting Noise Abatement trajectory compensates for environmental uncertainties, provides more flexibility to both air traffic controller and pilot, and improves airport efficiency while lowering community Noise. The examples also illustrate the potential for a wider application of this methodology.

    Abstract:

    Advanced flight guidance technologies such as area navigation utilizing the global positioning system offer the potential to reduce the impact of aircraft Noise on communities surrounding airports by enabling more flexible approach and departure procedures that reduce Noise exposure to the most sensitive areas. A systems analysis is presented of Noise Abatement procedures enabled by these technologies. NOISIM, the primary systems analysis tool, combines a flight simulator, a Noise model, and a geographic information system to create a unique rapid prototyping environment in which the user can simulate an aircraft's operation in existing and potential guidance and navigation environments, while simultaneously evaluating the aircraft's Noise impact. The analysis included generic and site specific studies of approach and departure procedures using 737-200 Noise estimates. The results of the generic study of approach procedures indicate that a 3-deg decelerating approach provides significant Noise reductions in comparison to the baseline instrument landing system (ILS) approach and is preferred by pilots to the more complex vertically segmented approach. In a study of approaches to runway 13L at Kennedy Airport, a 3-deg decelerating approach reduced the population impacted by Noise greater than 60 dBA from over 250,000 in the ILS approach to less than 70,000. The results of the generic study of departure procedures indicate that the benefits of Noise Abatement departures are site specific. In a study of departures from runway 4R at Logan Airport, a Noise Abatement departure that combined a targeted thrust cutback with a dual turn lateral trajectory reduced the population impacted by peak Noise greater than 60 dBA by over 15%.

This strategy is complemented with an iterative lexicographic optimization algorithm which, in turn, guarantees the Pareto efficiency condition of the final solution. Aircraft operating costs are also considered by neglecting the marginal benefits of Noise reduction below a certain threshold value. An application example is shown (as an illustrative case) based on a departure of runway 02 at Girona airport in Catalonia, Spain. The results show the feasibility of this technique, which is intended to be used by procedure designers or airport authorities.

This paper presents a multi-objective optimization strategy that employs goal, lexicographic-egalitarian and hierarchical optimization techniques. The presented methodology aims at better assessing the design of site-specific Noise Abatement procedures that take into account the actual populated areas, their type and distribution, the hour of the day where the trajectory is supposed to be flown and the aircraft type. An illustrative example is given with the design of the East departures at Girona airport, Catalonia. Results point out how the Noise annoyance impact of current operational procedures can be significantly reduced by the optimized trajectories and show, as well, an important dependency on the type of aircraft and the hour of the day.

    Road Noise nuisance is a huge problem in the Nordic countries, and it seems diffi cult for Nordic countries to meet national targets for its reduction. One reason for this is the lack of mu- nicipal activities in the fi eld. Th us the research question that this article seeks to answer in relation to already existing residential areas and roads is: which conditions in the municipal organisation and its institutional environment contribute to making municipalities provide and implement Noise Abatement measures? Th e assumption is that three factors infl uence how the municipalities prioritize among political issues: the municipal organisation itself, the local institutional environ- ment (citizens, business and NGOs), and the state and trans-municipal networks. A study of the anatomy of municipal road Noise Abatement policy shows that conditions for implementing road Noise Abatement in existing residential areas are poor, though, possibly, the large municipalities represent an exception to this rule. In general, road traffi c Noise Abatement does not seem to be in- stitutionalised, whether it be in the municipal organisation or the institutional environment. Two case studies of municipalities involved in eff orts beyond the usual are chosen for further analysis, namely the construction of a Noise barrier in the Danish municipality of Horsholm, as well as Noise Abatement windows in the City of Stockholm. Inspired by the case studies I highlight some condi- tions which seem to be important for making municipalities actively provide and implement road Noise Abatement measures in situations of existent residential areas and roads. For the municipal organisation, regularly mapping the Noise problem and making status reports of the achievements are very important. Civil servants should also use any opportunity to stress the Noise problem. In the local institutional environment patient and persistent citizens are very important, and it is impor- tant that they behave in ways which the civil servants and the politicians respect. Legislation plays a signifi cant role with respect to state and trans-municipal networks. Finally, the state's fi nancial support for municipalities which are abating Noise is a signifi cant condition, as are ambitious state objectives. From the case studies presented here it is possible to identify two types of strategies which can be pursued. Th e fi rst is the citizen strategy, where citizens are the driving forces. A problem with this strategy might be some degree of inequality. Th e other strategy is the civil servant strategy, where civil servants are the driving force. A consequence of this strategy might be that it will mainly be citizens in larger cities that will benefi t from Noise Abatement measures.
