    Abstract:

    This paper reviews recent progress of active millimeter wave (mmW) imaging techniques for Personnel Security screening. With the ability to penetrate clothing and the promised millimeter scale spatial resolution, mmW imaging has been widely pursued for Personnel surveillance without the usual concern for radiation safety. A brief development history of mmW imaging is introduced. An overview of imaging research and developmental achievements, along with antenna considerations based on quasi-optical geometry, phased reflector array, monostatic array, and multistatic array, is provided. Design considerations related to practical applications, including system calibrations, walk-through system (WTS), portable system, and compressive sensing (CS), are also discussed.

    Abstract : Since 1997, federal agencies have followed a common set of Personnel Security investigative standards and adjudicative guidelines for determining whether servicemembers, federal workers, private industry Personnel, and others are eligible to receive Security clearances. Security clearances are required for access to certain national Security information, which is classified at one of three levels: top secret, secret, or confidential. The level of classification denotes the degree of protection required for information and the amount of damage that unauthorized disclosure could reasonably cause to national Security. The degrees of expected damage that unauthorized disclosure could reasonably be expected to cause are "exceptionally grave damage" for top secret information, "serious damage" for secret information, and "damage" for confidential information. We have previously reported problems-including significant delays in processing clearances-associated with DOD's Security clearance processes, and in 2005, 2007, and again in 2009, we identified not only delays in completing the end-to-end clearance processing but also incomplete investigative and adjudicative reports. More recently, we reported that although the executive branch has met current IRTPA timeliness requirements-under which adjudicative agencies are to make a determination on at least 80 percent of all applications for a Security clearance within 120 days, on average, after the date of receipt of the application-executive branch reports to Congress do not capture the full range of time that OPM and DOD took to make clearance determinations.

    Abstract : As requested, my statement today will address our initial observations on (1) elements of the most recent Security clearance reform efforts and (2) the extent to which the recent reform efforts address key factors that should be considered in efforts to reform the Security clearance process. We also identified best practices that agencies can use to successfully transform their cultures and, accordingly, can guide the implementation of these Personnel Security clearance reform efforts.

    Abstract : Efforts to reform Personnel Security clearance processes should consider, among other things, the following four key factors: (1) a strong requirements-determination process, (2) quality in all clearance processes, (3) metrics to provide a fuller picture of clearance processes, and (4) long-term funding requirements of Security clearance reform. In February 2008, GAO noted that a sound requirements process is important because requesting a clearance for a position in which it will not be needed, or in which a lower-level clearance would be sufficient, will increase both costs and investigative workload unnecessarily. For example, the cost of obtaining and maintaining a top secret clearance for 10 years is approximately 30 times greater than the cost of obtaining and maintaining a secret clearance for the same period. Also, changing a position's clearance level from secret to top secret increases the investigative workload for that position about 20-fold.

    Abstract : In 2004, Congress passed the Intelligence Reform and Terrorism Prevention Act to reform Security clearance processes. Much of GAO's experience in evaluating Personnel Security clearance processes over the decades has consisted of examining the Department of Defense's (DoD) program, which maintains about 2.5 million clearances on service members, DoD civilian employees, legislative branch employees, and industry Personnel working for DoD and 23 other federal agencies. Long-standing delays in processing applications -- and other problems in DoD's clearance program -- led GAO to designate it a high-risk area in 2005. GAO also has documented clearance-related problems in other agencies. For this hearing, GAO was asked to identify key factors that could be applied in Personnel Security clearance reform efforts. To identify key factors, GAO drew upon its past reports and institutional knowledge. For those reports, GAO reviewed laws, executive orders, policies, reports, and other documentation related to the Security clearance process; examined samples of cases of Personnel granted top secret eligibility; compared documentation in those sampled cases against federal standards; and interviewed a range of cognizant government officials.

    Abstract:

    The optimization and use of a sparse array configuration for an active three dimensional (3D) millimeter wave imaging system for Personnel Security screening is presented in this work. The combination of the optimization procedure with the use of Compressed Sensing techniques allows drastic reduction in the number of sensors, thereby simplifying the system design and fabrication and reducing its cost. Representative simulation results showing good performance of the proposed system are provided and supported by sample measurements.

The authors formulate the concepts of configuration of a network-centric management support system and its dynamic configuring. The implementation of the system configuration in the form of a configuration file is provided. The technology of dynamic configuring of a network-centric decision support system is described. The technology provides automated deployment of a network of software agents and their parametric setting depending on the context of the problem being solved in the subject area.

    Abstract:

    The work is devoted to the development of methodological and instrumental tools for information and analytical support of management of large-scale regional socio-economic systems. The authors consider the architecture of the decision support system in the field of Personnel Security of a regional production cluster. The mining and chemical cluster of the Murmansk region was taken as an example of such a cluster. The proposed system has a three-level structure and is implemented as a multi-agent network-centric virtual environment focused on solving heterogeneous problems of Personnel support for the production cluster. The overall scheme of the system operation is based on the joint use of previously proven different approaches and methods to manage complex systems. The article provides a formal description of the system architecture and a detailed algorithmic description of some stages of the system operation.

The article describes the features of the mutual application of these approaches to solving issues of staffing. A model representation of the architecture of a multi-agent support system for network-centric management of regional Personnel Security is presented. The authors describe in detail the General algorithm of functioning of the developed software system, based on the PDCA cycle of project management.
