    Abstract:

    Abstract Adoption of technology for abatement of Pollution and improved production process is almost mandatory now in the industrial sector for protecting the global environment. Various environmental Regulations are being implemented in the industries in the third world. However, the small-scale industry components of the industrial sectors, which contribute significantly to total Pollution, are yet to adopt such abatement technology on a wide scale. High initial investment cost for abatement technology has been a crucial reason in this regard. Under that circumstances, the early adopters of abatement technology gained an advantage in the competitive market by increasing their net return per unit of production for being able to calculate correctly the actual benefits of such investment. The non-adopters who lacked such knowledge lost out in the competition. The present paper tries to investigate the impact of air Pollution Control Regulation on secondary lead smelting industry in the unorganized sector in two urban wards within the city of Kolkata in India. The results showed that the units after adopting the abatement technology were able to receive positive net return from the additional investment on Control device and also benefited the society and the environment at large. The total economic value consisting of all these benefits has been found to be highly significant. Thus, the result is instructive for the non-adopters and may encourage them to adopt the abatement technology for themselves as well.

    This article examines several of the key hypotheses suggested by the race to the bottom theory in environmental Regulation. The research studies annual state-level enforcement of federal air, water, and hazardous waste Pollution Control Regulation, covering the period from 1985-2000. Specifically, the study estimates a series of strategic interaction models to examine whether a state’s environmental regulatory behavior is influenced by the regulatory behavior of the states with which it competes for economic investment. While there is clear evidence of strategic interaction in state environmental regulatory behavior, states do not respond in the asymmetric manner suggested by the race to the bottom theory.

    Abstract Determination of the level of Pollution at contaminated sites can be costly due to the number of samples required to identify the areas with higher contaminant concentrations. Yet, if Pollution transport pathways can be found, then contamination level can be detected with fewer samples. In this case study, Pollution levels at an abandoned coal mine site at Ovacik–Yaprakli (Cankiri, Turkey) are evaluated with respect to topography and surface runoff pathways derived using Geographical Information System (GIS) tools. First, surface runoff pathways are identified using ArcGIS 9.3. Then, the concentrations of trace elements (Mn, Cr, V, Cu, Ni, Zn, Ba, and Sr), pH, Fe and S contents in soil samples taken at random locations around the mine area are determined in a laboratory. In addition, pH and electrical conductivity (EC) are measured in flowing waters in-situ at different locations using pH and EC probes. The spatial distribution of pollutant concentrations is evaluated with respect to the surface runoff pathways and locations of potential contamination sources (i.e. open pit, coal storage and dump sites). Finally, the contamination level in the study area is assessed based on the limit values stated in the Soil Pollution Control Regulation of Turkey (SPCR). Results indicate that the site is contaminated with Cr, Ni, and Cu. In general, pollutant concentrations are higher close to the contamination sources and along the surface runoff pathways determined by the ArcGIS. Results indicate that GIS can aid in locating the areas that are more likely to have high pollutant concentrations. This would in return prevent overlooking highly contaminated spots which may be located far away from contamination sources. Moreover, these areas can be determined using a smaller number of samples which would decrease the sampling costs.

Using original data on air Pollution infringements, it critically examines the shortcomings with existing mechanisms of air Pollution Control, Regulation and enforcement in the UK. In doing so, it identifies how Criminology must continue to push new boundaries and engage with emerging harmful acts of both local and global concern .
