Symbolic Politics of Regional Revitalization: A Case Study of Yusuhara-cho, Japan

However, it must be noted that the government did not unilaterally impose this policy on the residents while they passively accepted it. Although the incorporation of forest therapy could have been seen as the national governments expansion of recreational facilities for its citizens, some community members saw it as a buried treasure trove waiting to be discovered by the Revitalization of their region. In this article, I will focus on the means through which a policy that was conceived and implemented by the local government won the acceptance and understanding of community members. To do so, I will investigate this case through the framework of Regional Revitalization. This paper is an analysis of the discourse on Regional Revitalization by way of forest therapy in the context of symbolic politics. Regional Revitalization provided a strong motivation for residents of declining farming and mountain communities to unite. I will examine how this phenomenon functioned as a mechanism for political symbolic value

High School Career Education in a Depopulating Society : A Case Study of Nagasaki Prefectural Technical High School
法政大学キャリアデザイン学会, 2020Co-Authors: 寺崎 里水Abstract:The purpose of this paper is to consider the new role of high school career education where rural areas are not used as steppingstones for the development of urban cities, based on the case study of career education practice at the Nagasaki Prefectural Technical High School.This study has the following three backgrounds. First, there is the progress of research on Regional disparities and the role of high schools. Japan has long been growing and expanding, led by large cities. Given the wide Regional disparities in educational and occupational opportunities, peopleʼs careers and Regional migration have been closely linked. During all that time, high schools located in "underdeveloped areas" have supplied human resources to large cities. The structure of local high schools sending young people to large cities as springboards has resulted in the decline of local cities and the human resources depletion in the local labor market. In recent years, the role of schools in such urban-local relations has been reconsidered.Second, there is a growing expectation of school education in the Regional Revitalization. With the “City, People and Work Creation Act” was enacted in November 2014, Regional development centering on schools is progressing nationwide. Elementary, junior high and high schools provide education that encourages career development in regions, where they were born and raised. However, the studies on their practices are not enough. It is necessary to discuss how career education should foster human resources who can contribute to the community without hindering young peopleʼs free choice of occupation and mobility.Third, population outflow outside the Nagasaki prefecture has become an issue for the prefecture. There are several technical high schools in the Nagasaki prefecture that have produced many graduates who find employment in large companies. These schools have contributed to the outflow of young people to outside the prefecture by sending graduates. As the population declines, technical high schools are being forced to change their career education.In Japan, it has been considered as a “good career” to work for a large urban company rather than a local company, and to work for one company until retirement. Interviews have shown that attempts to change career education have received resistance from teachers with these traditional values. Therefore, it is necessary to recognize the role of school education in reducing the population in rural areas, and to reconsider the "good career" assumed by school teachers

2021Co-Authors: Takaaki Hoda, Richard B DasherAbstract:Similar to the relationship between crowdfunding and Regional financial institutions as presented in Chap. 3, collaboration with Regional financial institutions is also essential in Regional Revitalization triggered by the Hometown Tax Donation gift market. As local businesses scale up, as introduced in Chaps. 3 and 4, they will need working capital and funds for capital investment. As such, expansion of local businesses driven by Hometown Tax Donation offers Regional financial institutions an opportunity to increase lending. Financial institutions across Japan and most notably in rural areas face the challenge of raising loan-to-deposit ratio. Meanwhile, if loans are extended to businesses that simply exploit the special demand from Hometown Tax Donation without enhancing capabilities or skills, there will be risk of loan default once the system is terminated. Thus, rigorous screening is required. Yet, with backup in financing by financial institutions, the gift market should be able to drive Regional economic Revitalization.

Sin embargo, la realidad del cantón es diferente, la población prefiere trasladarse para estudiar y laborar hacia otras ciudades cer-canas como San José, Heredia, Alajuela y Cartago. Este proyecto pretende redefinir el modelo tradicional urbano y arquitectónico de la ciudad de Vázquez de Coronado, aplicando las nuevas tendencias de desarrollo inmobiliario, que optan por una ideología visionaria de “ciudades inteligentes”, el cual empoderan a la comunidad mediante el emprendedurismo tecnológico, capacitación laboral y los programas de aprendizaje cultural y deportivo. Como resultado, esto crea un sistema integral que es flexible y multifuncional, el cual promoverá una o varias iniciativas de revitalización Regional, para mejorar la oferta y demanda de servicios, ofrecer nuevos paradigmas de crecimiento profesional y beneficiar la calidad de vida de la comunidad.The state of “Vázquez de Coronado”, its considered in Costa Rica as a rural city and “Where do things good“ or “Donde hacemos bien las cosas“, due to the urban environment and Regional productivity. Nevertheless, the reality of the state is different, the population tends to study and work on other cities, such as: San José, Heredia, Alajuela and Cartago. This project pretends to redefine the traditional urban and architectural model of the city of Vázquez de Coronado, applying new tendencias of real state development, that opts for a visionary ideology of “smart cities”, which empowers the community through tecnological entrepeunership, work tranining and cultural and sport learning programs. An Essay on Hometown Tax Payment
城西大学, 2021Co-Authors: 栁下 正和Abstract:ふるさと納税に関しては,地域振興策の視点から推奨されるべきであるという議論と地方財政の視点から制度を再考すべきであるという議論がある。本稿では,まず,地域振興策の視点から,クラウドファンディングによる外部からの資金調達,創発的ビジネスモデル,マーケティングの議論を取り上げ,論点を整理する。次に,地方財政の視点からの議論を取り上げ,論点を整理する。最後に,両方の議論から考察を行い,ふるさと納税の制度のあり方や研究の方向性についてまとめてみた。災害地域の応援への拡張と税制上の優遇策,ワンストップ制度の導入による使いやすい仕組みが認知され,拡大を続けてきたふるさと納税であるが,原点に戻って制度を見直す必要がある。寄附税制を利用したふるさと納税については,地域活性化の手段として活用するならば,「ふるさと」を外し,「地域応援」に関する形で,税制上の優遇を寄附の一般控除と同じになる形で運用するのが望ましい。今後は,城西大学と連携協定を結んでいる自治体や組織についてふるさと納税や寄附を利用した地域活性化についての課題に関して研究することとしたい。Regarding hometown tax payment, there is an argument that it should be recommended from the viewpoint of Regional promotion measures and that the system should be reconsidered from the viewpoint of local tax and tax finance. In this paper, first, from the perspective of Regional promotion measures, we will take up discussions on external financing through crowdfunding, emergent business models, and marketing, and sort out the issues. Next, we will take up the discussion from the perspective of local finance and sort out the issues. Finally, I considered from both discussions and summarized the ideal hometown tax payment system and the direction of research.The hometown tax payment has continued to expand due to the recognition of the expansion to support disaster areas, tax incentives, and the introduction of a one-stop system, which makes it easy to use, but it is necessary to return to the starting point and review the system. Regarding hometown tax payment using the donation tax system, if it is used as a means of Regional Revitalization, the tax incentive will be the same as the general deduction for donations by removing “hometown” and related to “community support”. It is desirable to operate in. I would like to study the issues related to hometown tax payment for local governments and organizations that have a partnership agreement with Josai University.研究ノー
