    Abstract:

    The 1990 Institute of Medicine Report Medicare: A Strategy for Quality Assurance offered a definition of quality in health care and recommendations on how to achieve it. The forces for change would include different activities by the federal government, informed consumers, professionalism, and private initiatives. Eight years later, the National Roundtable Report Statement on Quality of Care indicated that there were major problems of underuse, overuse, and misuse of health care services. In the same year, the President's Advisory Commission Report Quality First: Better Health Care for All Americans discussed major problems with health care and proposed many initiatives to correct them, and also recommended a Bill of Rights and Responsibilities for the patients.

    Discovery motions are a means of compelling disclosure in adversarial law systems. This article sets out the general principles of discovery motions in the United Kingdom, both in criminal and civil law contexts. The effect of European developments including the European Convention on Human Rights and decisions of the European Court of Human Rights, on legislation and common law in the United Kingdom, is also discussed. The highly regulated discovery motion process in the United States is described elsewhere (see FSA014 and FSA015).     This Report states what is known, uncertain, and unknown about the Solar Power Satellite (SPS) concept - collecting solar energy in space and delivering the energy to Earth for the production of baseload electricity. This Report discusses the important technical, environmental, and cost goal questions that must be answered prior to making a commitment to the SPS concept. Although significant technological, environmental and economic questions remain to be answered, the preliminary investigations undertaken in the Concept Development and Evaluation Program do provide a basis for a policy decision on further commitment. This Report also suggests areas of research and experimentation required to acquire the knowledge by which a series of informed, time-phased decisions may be made concerning the possibility of the SPS concept playing a major role in the United States' energy future.

    The California Department of Water Resources and the United States Bureau of Reclamation are jointly conducting an environmental study and are proposing to release a draft Environmental Impact Report/Statement for the Interim South Delta Program (ISDP). One of the components of this project is dredging of approximately five miles of the Old River, a natural channel in the southern Delta. This paper addresses necessary environmental work focusing on the planning procedures and requirements for dredging and disposal activities. It discusses water, soil, and sediment sample collection and laboratory results. It also discusses geotechnical investigations necessary for the planning process and a proposed seepage monitoring program as a post dredging activity.

    The presentation of data is an essential part of virtually every study and there are a number of tools within SAS ® that allow the user to create a large variety of charts, Reports, and data summaries. PROC Report is a particularly powerful and valuable procedure that can be used in this process. It can be used to both summarize and display data, and is highly customizable and highly flexible. Unfortunately for many of those just starting to learn PROC Report, the terms “customizable” and “flexible” often seem to be euphemisms for “hard to learn”. Fortunately PROC Report is NOT as hard to learn as it appears. All you really need to have in order to get started is a basic knowledge of a few primary Statements. In this introduction to PROC Report you will learn to use the PROC Report Statement and a few of its key options. Several of the supporting Statements, including COLUMN, DEFINE, BREAK, and RBREAK, and their primary options will also be covered.
