This device can replace one or both flaggers during the two lane closures on the event of a Road Construction. The Road Construction safety traffic light system is considered one of the best devices in work zone traffic flow control systems. The device is a portable traffic light unit which can be best utilized in controlling traffic flow in a Road Construction site for long term or short term lane closures and to control two-way traffic in a single lane. By implementating new technologies in automating traffic flow in Road Construction site could possibly eliminate the usage of a conventional flagman at all times. The Road Construction safety traffic light system is a practical solution to solve problems which contribute towards hazards at Road Construction site and to be inline with the Road safety regulation which is taken into granted by the contractors. The automated portable traffic light system can reduce direct costs in man power utilization and increase safety for the Road users and Construction workers by eliminating the need for a human flagmen. This system is applicable for public and privately funded Road Construction projects that require overnight or 24-hour traffic control as well as in different weather conditions.

Most Road Construction is a tidies job whereby the duration and safety is always considered very important for the Construction management. One of the most crucial factors in a Road Construction site is the safety of the Road users and the Construction workers. Proper safety sign and indication system should be utilized to ensure safety to be optimized. The most common practice of safety indication is performed by traffic controller or also known as the flagman. This practice is very crucial in a Road Construction site in ensuring the smoothness of the Road traffic operation and to alert the Road users on Road Construction activity. This paper highlights the risk factor of flagman in certain Road Construction or Road maintenance site. The risk of fatal accidents is high for the flagman since he is placed in the highest risk zones. Authorities and contractors seek for various methods and measures in eliminating the usage of flagman, yet it is impossible since the usage of flagman is considered the best practice around the globe. The research highlights that the usage of a flagman can be replaced by implementing new technologies to automate the task of controlling the traffic flow without human intervention. The intelligent traffic light system which is proposed in this paper can be wisely utilized to overcome problems arising on the safety measures in a Road Construction site and also in the afford to be in line with the requirements of Department of Occupational Safety and Health (DOSH) and Ministry of Works to reduce fatal accidents.

Former research has been carried out by Department of Occupational Safety and Health (DOSH) and Ministry of Works to further enhance smoothness in traffic operations and particularly in safety issues within work zones. This paper highlights on hazardous zones in a certain Road Construction or Road maintenance site. Most cases show that the flagman falls into high risk of fatal accidents within work zone. Various measures have been taken by both the authorities and contractors to overcome such miseries, yet it's impossible to eliminate the usage of a flagman since it is considered the best practice. With the implementation of new technologies in automating the traffic flow in Road Construction site, it is possible to eliminate the usage of a flagman. The intelligent traffic light system is designed to solve problems which contribute hazardous at Road Construction site and to be inline with the Road safety regulation which is taken into granted.
