    Abstract:

    Are there any coherent and defensible alternatives to liberal democracy? The author examines the possibility that a reformed Democratic Centralism—the principle around which China’s cur-rent polity is officially organized—might be legitimate, according to both an inside and an out-side perspective. The inside perspective builds on contemporary Chinese political theory; the outside perspective critically deploys Rawls’s notion of a “decent society ” as its standard. Along the way, the author pays particular attention to the kinds and degree of pluralism a decent society can countenance, and to the specific institutions in China that might enable the realization of a genuine and/or decent Democratic Centralism. The author argues that by considering both inside and outside perspectives, and the degrees to which they inter-penetrate and critically inform one another, we can engage in a global philosophy that neither pre-judges alternative political traditions nor falls prey to false conceptual barriers

    The Democratic Centralism thoughts of Mao Zedong and Deng Xiaoping are important components of our Party′s Democratic Centralism theory.Mao Zedong combined the Marxism-Leninism Party-building theory with the Chinese revolutionary and construction reality,thus exploring and constructing the theory frame of CPS′s Democratic Centralism system.He also made some penetrating elaborations on enhancing inner Party democracy、collective leadership system,etc.Deng Xiaoping greatly enriched and developed the principle of Democratic Centralism by restoring the positive part of Mao Zedong′s Democratic Centralism thought and reforming inner Party election、expanding the democracy within the Party、constructing the collective leadership system,thus institutionalizing and standardizing our Party′s organization principle and leadership system.

    The vicious outcome of the discarding of Democratic Centralism in the Communist Party of former Soviet Union is that the biggest and oldest communist party dies without suffering any war threats.Therefore,sticking to and improving Democratic Centralism is the basic guarantee for realizing party's right leadership,the effective way to prevent corruption of party and the county as a whole,and the powerful safeguard in promoting China's reform and opening up to the outside world and the cause of socialist modernization construction.To stick to and improve Democratic Centralism,firstly,democracy within the party must be strongly advocated to realize scientific and Democratic policy making;secondly,Centralism must be strengthened on the basis of democracy to safeguard party authority;thirdly,four relations must be tackled properly;and fourthly,supervision within the party must be enhanced and party disciplines must be strictly observed.
