    The Review of Maritime Transport is a recurrent publication prepared by the United Nations Conference on Trade and Development (UNCTAD) secretariat since 1968 with the aim of fostering the transparency of Maritime markets and analysing relevant developments. This document covers data and events from January 2014 until June 2015. It compares the trends in Maritime activities in developing and developed countries. Topics include: trends in international seaborne trade, ownership of the world fleet, freight rates and Transport costs, port developments, and legal issues and regulatory developments.

    An understanding of Maritime Transport costs, the Maritime industry and the competitiveness of regions in a global market environment are presented in this book. The book used a unique set of data that gives an extensive insight into Latin American Countries (LAC) international Maritime Transport costs and its determinants. Specific topics discussed in the book include: Theoretical Frameworks; Determinants of Maritime Transport Costs – Defining the Dimensions of Complexity; Empirical Analysis; Revealing the Complexity of Maritime Transport Costs – Empirical Results and Analysis; and Beyond the Role of Distance – Maritime Industry and Network Structures – as Determinants of Competitiveness in International Trade. Several appendices are included that provide information on various ports throughout Latin America.

    Abstract:

    Latin America and the Caribbean have evolved as a region of increased interest for the Maritime and port industry as well as for academic research. Maritime Transport activity in the region has experienced sustained growth rates over the last decades, resulting in ever-increasing demand for Maritime services and port infrastructure. At the 2011 Annual Conference of the International Association of Maritime Economists (IAME), Latin America received significant attention. This editorial responds to growing research by giving a brief overview of the current situation and contemporary issues in Maritime Transport within the region. It also introduces the six selected papers for this Special Issue.

  • Determinants of Maritime Transport costs – a panel data analysis for Latin American trade

    Abstract:

    This paper analyses the determinants of Maritime Transport costs for intra-Latin American trade over a period of 6 years (1999--2004). The data refer to yearly disaggregated (five-digit level Standard International Classification) containerised Maritime trade flows on 277 trade routes. With this data-set, a Transport costs equation is estimated using linear regression analysis in a panel data framework. The first contribution to the literature is to exploit the greater variability present in the data and to control for unobservable heterogeneous effects. The second is to investigate the role of distance as a determinant of international Maritime Transport costs in comparison to the location within the liner services network and the potential impact of being peripheral in the liner shipping network. Finally, the work analyses influence of open registries on the variability of Maritime Transport costs. To the authors’ knowledge, this has not been done previously. Three groups of explanatory variables are considered. Firstly, time variant variables: use of open registries and trade imbalance. Secondly, variables related to liner shipping network structures: number of liner services; shipping opportunities; deployed ships and deployed TEUs. Finally, product-related variables such as volume of shipment, value of product and special characteristics of the cargo (i.e. refrigerated cargo). The results allow the quantification of the effects of explanatory variables on international Maritime Transport costs and to compare the obtained elasticities with previous cross-section analyses. In particular, estimating the impact of the use of open registries on Maritime Transport cost is a new contribution in this field that could provide policy-makers with valuable information to be used in the implementation of economic policies.

    Abstract:

    Aided by investigation and analysis of European Maritime policies and ongoing Transport network developments, this paper redefines Maritime Transport infrastructure as the ships themselves rather than just the ports at each end. It argues that the seaway platform, namely the floating deck of a vessel, is comparable in a functional sense with road and rail infrastructure. This new interpretation could result in a more equitable approach to policy-making, public funding and user charging for Maritime Transport.

  • Revealing the potential of Maritime Transport for ‘Blue Economy’ in the Adriatic-Ionian Region

    Abstract:

    Maritime Transport is amongst the most important drivers of change in the state of coastal and marine environment of the Mediterranean Sea. Recent studies on Maritime Spatial Planning and Blue Growth and economy reveal the significance of Maritime Transport both in socioeconomic and environmental terms. The objective of the present paper is to estimate the importance of Maritime Transport for the economy, society and environment of the region and assess the legal and policy framework under which Maritime Transport is developed and regulated. The analysis focuses on the Adriatic-Ionian Region (AIR). The paper builds upon existing policy and value estimation methodologies in order to develop an integrated assessment tool which can lead to a comparative evaluation of Maritime Transport against other drivers of the region. The effectiveness of the policy and legal framework in addressing the needs of Maritime Transport is then analyzed and assessed through the use of specific indicators. The integrated socio-economic and environmental analysis revealed that Maritime Transport is the second most important factor of change in the AIR following coastal and Maritime tourism. Additionally, the analysis of the legal and policy framework led to the conclusion that a more effective integration of planning and strategic documents should be achieved. Maritime Transport has often been addressed by important policy initiatives such as the European Union Strategy for the Adriatic and Ionian Region (EUSAIR) and the Barcelona Convention for the protection of the Marine Environment and the Coastal region of the Mediterranean. The results of the present paper constitute a useful input for the broader European initiative to reveal Maritime potential and establish a development framework of the so called “Blue Economy”.

  • A risk analysis framework for Maritime Transport of packaged dangerous goods. A validating demonstration

    In this volume of the thesis, which consists of two volumes, a risk analysis framework for application in the Maritime Transport system of packaged dangerous goods (PDG) is presented. In many countries, dangerous goods risks have been ranked high among public concerns. Such concerns are mainly due to the increasing volume of dangerous goods, human safety and health and environmental risks and threats they pose, and the general belief that these risks should be managed more efficiently and effectively. The literature study shows that, in recent years, the risk management system has become a "hot" topic for many countries and organisations. Many risk assessment frameworks have been developed in the shipping and other industries, sectors or areas. In the Maritime industry, they are primarily developed for analysis of the risks for the industry in general and in particular for Maritime Transport of bulk dangerous cargoes such as oil, oil products, liquefied gases and other bulk liquid chemicals. The FSA (Formal Safety Assessment) framework of the International Maritime Organisation, which is one of the most widely used ("authoritative") frameworks in the shipping industry, is a generic framework. However, the framework is not intended for application in all circumstances, including the risks of the Maritime Transport of PDG. Consequently, the FSA is adapted or simply applied or tested in several Maritimerelated systems, activities and issues, but not in the Maritime Transport of PDG. Furthermore, a specific risk analysis framework for application in Maritime Transport of PDG has not been found. Therefore, on the basis of understanding gained from the extensive literature study of some of the world's best frameworks and techniques, guidelines and practices in shipping and other industries and sectors, and analysis of large amounts of empirical data, a risk analysis framework has been developed for readily application in the Maritime Transport system of PDG. Efforts have been made to strengthen validity and reliability of the framework. This study contributes to the communities of academics and practitioners. In volume two of this thesis, the framework is demonstrated step-by-step in practice based on large amounts of empirical data. Recommendations for improving risk methodology and human safety and health and protection of the marine environment and property are provided (A).

    Abstract:

    This report deals with the Maritime Transport system of packaged dangerous goods (PDG) and principles of risks of marine accidents/incidents involving dangerous goods. The report has been part of the Safe and Reliable Transport Chains of Dangerous Goods in the Baltic Sea Region (DaGoB) project and the author’s own research. The main aims of the DaGoB project included: a) improve co-operations at various levels among parties concerned in Transport of dangerous goods in the BSR; b) provide up-to-date information on cargo flows, supply chain efficiency and risks related to Transport of dangerous goods; and c) disseminate and transfer the knowledge gained from the project on local, national, regional and international levels. In this report attempts have been made to enhance our understanding of the field. The essential constituent elements of the Maritime Transport system and risks have been defined and exhaustively described. (Less)
