    Abstract:

    Parliamentary libraries provide access to information and analysis and advice to members of parliament and their staff. The need for high quality, impartial and timely information is critical in the Parliamentary environment, and it is a challenge to balance these requirements in information delivery. This paper summarises from audio transcripts stakeholder perspectives on the Australian Parliamentary Library from the Joint Chairs of the Joint Standing Committee on the Parliamentary Library, Leader of the Australian Democrats and Clerks of the Senate and House of Representatives. Feedback from a recent client survey and focus groups is included, together with reflections on how strategic planning in the Australian Parliamentary Library should address the issues identified. These are the same issues faced by all research libraries.

    Research and information services provided to federal members of Parliament have changed significantly in recent years, in response to the changing needs of politicians. This paper explores the role of the federal Parliamentary Library in today’s democracy, the shifts in information and research services since the last paper presented to APSA on this topic in 1990, and the challenges facing the Parliamentary Library in meeting the needs of “information-rich, time-poor” politicians in a complex information environment. The paper is based on an analysis of the information environment (including the availability of electronic information), a survey of the information use of senators and members conducted in 2007, and an evaluation of Library research services.

    The exclusion of ignorance from Knowledge Management is a weakness. The paper considers the significance of agnotology – the deliberate creation of ignorance – and other aspects of ignorance for the work of Parliamentary libraries and research services. Ignorance is frequently a rational choice and the supposed rejection of expertise and the impact of ‘post-truth’ politics are both exaggerated and open to more positive interpretation. Parliamentary services must nevertheless engage with these issues, and the real disconnects between scientific knowledge and political decision. Engagement raises questions for the way these services work, what they offer and their ethical framework.

    The assumption underlying Parliamentary libraries is that Members have a fundamental need for high-quality information services to support their decision-making processes. This assumption can be questioned. The historical importance of the Parliamentary Library is assessed as a necessary myth projecting the modernity of the parliament and the legitimacy of its decisions. The standard narrative of Parliamentary Library history—that the evolving visions of Parliamentary libraries are responses to the needs of Members—is not supported by the evidence. The origins of the service visions lie more in the copying of other services, responses to expert opinion, and wider professional developments. The Library no longer signifies modernity and the myth has become a liability. An alternative paradigm of Members' information work is proposed, based on the concept of bounded rationality and, in particular, the work of Gigerenzer on "fast and frugal" decision making. Recent research confirms the importance of heuristics in decision making by Members. In this model of decision making, the Parliamentary Library makes its impact through improved environmental understanding and the framing of matters for decision, rather than the delivery of information at the point of decision. Giving easier access to information, and focusing on information for specialist Members, may have more impact on the quality of information actually used than efforts to improve product quality. A focus on the deployment of Library competences in new areas of Parliamentary information work is part of a vision for the future.

    Parliamentary libraries are important in their principal role as information providers to parliamentarians. They are expected to offer a wide variety of specialized services, often under very pressing conditions. Despite not being very effective on the African continent, the South African Parliamentary libraries are valued service centers known to actively disseminate information. This study aimed to determine their role as information providers. A survey, in the form of a questionnaire, was used to obtain data about the libraries and the services they provide. It was found that depending on the staff available the libraries offered a number of services to parliamentarians, which ranged from lending services to providing in-depth reports on issues of the day. Library collections ranged from printed sources to electronic and audiovisual records. Computers are used in all the libraries, both for administrative purposes and for information acquisition and dissemination. Numerous innovative methods have been adopted to inform users about the available services, and presently, the electronic medium is also used as an alerting tool.
