    Radioactive Waste materials--and the methods being used to treat, process, store, transport, and dispose of them--have come under increased scrutiny over last decade, both nationally and internationally. Nuclear Waste practices in the former Soviet Union, arguably the world's largest nuclear Waste Management system, are of obvious interest and may affect practices in other countries. In addition, poor Waste Management practices are causing increasing technical, political, and economic problems for the Soviet Union, and this will undoubtedly influence future strategies. this report was prepared as part of a continuing effort to gain a better understanding of the Radioactive Waste Management program in the former Soviet Union. the scope of this study covers all publicly known Radioactive Waste Management activities in the former Soviet Union as of April 1992, and is based on a review of a wide variety of literature sources, including documents, meeting presentations, and data base searches of worldwide press releases. The study focuses primarily on nuclear Waste Management activities in the former Soviet Union, but relevant background information on nuclear reactors is also provided in appendixes.

    The Soviet Union does not currently have an overall Radioactive Waste Management program or national laws that define objectives, procedures, and standards, although such a law is being developed, according to the Soviets. Occupational health and safety does not appear to receive major attention as it does in Western nations. In addition, construction practices that would be considered marginal in Western facilities show up in Soviet nuclear power and Waste Management operations. The issues involved with Radioactive Waste Management and environmental restoration are being investigated at several large Soviet institutes; however, there is little apparent interdisciplinary integration between them, or interaction with the USSR Academy of Sciences. It is expected that a consensus on technical solutions will be achieved, but it may be slow in coming, especially for final disposal of high-level Radioactive Wastes and environmental restoration of contaminated areas. Meanwhile, many treatment, solidification, and disposal options for Radioactive Waste Management are being investigated by the Soviets.

  • Industry and stakeholder perspectives on the social and ethical dimensions of Radioactive Waste Management option

    The long-term Management of Radioactive Wastes raises significant ethical issues to potential host communities, future generations and the environment. Following successive failures to site a long-term Radioactive Waste Management facility in the UK, in 2001 the Government set up the Managing Radioactive Waste Safely programme and in 2003 the Committee on Radioactive Waste Management (CoRWM), charged with the assessment of potential Radioactive Waste Management options. CoRWM’s option assessment process integrated technical and scientific analysis of risks with social and ethical concerns, and public and stakeholder values. This paper documents the trialing of a Q-method approach to the study of social, ethical and governance issues in the choice of long-term Radioactive Waste Management options. The analysis draws out seven distinct ‘discourses’ each focusing upon different concerns ranging from citizen-centred decision-making, non-anthropocentric and multinational governance, technocratic and utilitarian policy, anti-nuclear opposition, risk governance concerns, final geological disposal and long-term stewardship of facilities and nuclear materials. Though diverse in nature, discursive consensus emerges on the value of citizen-led input in the decision-making process, the necessary consideration of a broad range of ethical positions from a range of public actors, and the rejection of utilitarian and technocratic decision-making, whilst they remain divided on which actors to trust in communicating and governing scientific and risk information, and upon the value of multinational cooperation in Waste transportation and governance. This study discusses the implications of these divergent discourses for future Radioactive Waste Management activities and comments on the use of Q-method in drawing out multiple stakeholders’ values in environmental policy processes.

    Radioactive Waste Management facility siting has often been surrounded by political controversy. By attempting to overcome accusations of technocracy, Radioactive Waste Management organisations are reframing the problem in terms of socio-technical issues requiring the integrative assessment of complex scientific, political and ethical issues and establishing analytic-deliberative decision-making processes involving public and stakeholder involvement. One important aspect of a publicly supportable Radioactive Waste Management strategy is that adequate ethical assessment is incorporated throughout the process. There are, however, certain incompatibilities between pluralistic public and stakeholder-led engagement processes and the types of ethical justification stemming from normative ethical theory and the input of ethical expertise. An evaluation of previous work on ethics by the UK Committee on Radioactive Waste Management highlights some of the pitfalls of utilising these types of 'top-down' inputs in a primarily 'bottom-up' decision-making process. This paper then proposes the development of a new approach inspired by John Rawls's concept of 'reflective equilibrium', to better bridge the divide between pluralistic analytic-deliberative decision-making and ethical assessment.

    Abstract:

    UK Radioactive Waste Management policy making is currently taking place within a participatory and analytic-deliberative decision-making framework; one that seeks to integrate public and stakeholder values and perspectives with scientific and technical expertise. One important aspect of this socio-technical reframing of the Radioactive Waste problem is an explicit recognition that legitimate and defensible policy making must take into account important ethical issues if it is to be a success. Thus, there is a need for tools to incorporate adequate assessment of ethical issues in a way that is compatible with this approach. The 'ethical matrix' is one such tool used recently to address a range of agricultural and natural resource issues that shows promise for this field. This paper assesses the strengths and limitations of the matrix and outlines a framework for the development of alternative tools to better satisfy the needs of ethical assessment in Radioactive Waste Management decision-making processes.
