    Abstract:

    The Internet presence of terrorists, hate groups, and other extremists continues to be of significant interest to counter-terrorism investigators, intelligence analysts, and other researchers in government, industry, and academia. Through the study of primary sources, including terrorists’ own websites, Internet forums, and videos, investigators, analysts, and other interested researchers hope to understand more about terrorism and about extremist and terrorist use of the Internet. Forums and videos are both particularly rich sources of such information. Internet forums, which are discussion sites that support online conversations, capture each conversation in a “thread” and the ensuing postings are usually time-stamped and attributable to a particular online poster (author). With careful and systematic analysis, they can reveal trends in topics and ideas, and the networks of relationships between posters. Videos gain a global audience when posted to YouTube and other video-sharing sites, but identifying and finding “dark” videos (those that relate specifically to extremist or terrorist perspectives) from among the tens of millions of available items has proven to be difficult. The Dark Web Forum Portal was originally constructed to allow the examination of the use of Web forums by terrorist and extremist groups. The Video Portal module has been added to facilitate the study of video as it is used by these groups. Both portals are available to researchers on a request basis. In this paper, we examine the evolution of the Dark Web Forum Portal’s system design, share the results of a user evaluation, and provide an overview of the development of the new Video Portal.

    The tragic events of September 11, 2001, have had far-reaching effects on many aspects of U.S. society. Six critical mission areas, as suggested in the �National Strategy for Homeland Security� report, have been identified where information technology can contribute to safeguarding our national Security. These areas include intelligence and warning, border and transportation Security, domestic counterterrorism, protecting critical infrastructure, defending against catastrophic terrorism, and emergency preparedness and responses. Intelligence and Security Informatics (ISI) encompasses the development of advanced and socially responsible information technologies, systems, algorithms, and databases for national Security related applications, through an integrated technological, organizational, policy-based, and privacy-preserving approach. This entry reviews current ISI research challenges and presents a research framework with a primary focus on knowledge discovery from databases (KDD) technologies. The framework is discussed in the context of crime types and Security implications. In addition to the technical discussions, caveats for data mining and civil liberties concerns are also considered

    Abstract:

    The International Symposium on Foundations of Open Source Intelligence and Security Informatics (FOSINT-SI 2013, Niagara Falls, ON, Canada, 26–27 August 2013) provides a unique international forum for academic researchers, government professionals and industrial practitioners to socialize, share their ideas, and exchange their data, knowledge, and expertise. Terrorism and crime threaten the international community and our society more than ever before. Criminal networks and terrorist groups that often operate globally try to hide their illegal activities by using advanced information and communications technology. They communicate easier and form global communities that are hard to track. Fortunately, resources like social media, event logs, phone call logs, web logs, and other time series data, constitute a rich source for knowledge discovery. There is a serious need for innovative techniques and tools capable of achieving the ultimate goal of early warning to help detecting, identifying and neutralizing the source of a threat. Motivated by this need with high social impact, research related to open source intelligence and Security Informatics is gaining momentum in academia, industry, law enforcement and intelligence agencies. Developing effective knowledge discovery methods, techniques and tools to combat crime and terrorism requires coordinated and intensified collaborations across these communities. After the careful review of submitted papers by 90 expert reviewers, about 20 papers were finally accepted.

    Abstract:

    Actions are the primary way an entity interacts with other entities and acts on the external world. Action knowledge is of vital importance for behavior modeling, analysis and prediction in Security Informatics. In this paper, we present our approach to action knowledge extraction from Web textual data. Our approach is based on mutual bootstrapping with knowledge reasoning, which can acquire more action knowledge types and require less human participation compared with the related work. We evaluate the performance of our method and demonstrate its effectiveness through experiment.

    Abstract:

    Open source intelligence is becoming more and more important in Security-related applications. Effective extraction of valuable information from these intelligence sources so as to understand the content of intelligence is one of the central issues in Security domain. To address this key problem, this paper studies how to extract domain events and generate story representation of the events. We implement a story extraction platform (SEP) which applies pattern matching to extract events from Web news and organizes events based on theme using narrative structure. We also design extraction rules, use domain-specific features and employ ontology to facilitate story extraction in SEP. The experimental results show the effectiveness of our system in Security Informatics.

    Abstract:

    Infectious disease Informatics, as a sub-field of Security Informatics, is concerned with development of the science and technologies needed for collecting, sharing, reporting, analyzing, and visualizing infectious disease data; and for providing data and decision-making support for infectious disease prevention, detection, and management. Syndromic surveillance is a major study area of infectious disease Informatics, focusing on identifying in a timely manner possible infectious disease outbreaks based on pre-diagnostic data. Free-text chief complaints (CCs), short phrases describing reasons for patients' emergency department visits, are a major source of data for syndromic surveillance. For surveillance purposes, CCs need to be classified into syndromic categories. However, the lack of standard vocabulary and high-quality encoding of CCs hinder effective classification. To meet this challenge, we have developed an ontology-enhanced automatic CC classification approach. Exploiting semantic relations in the UMLS, a medical ontology, this approach is motivated to address the CC word variation problem in general and to meet the specific need for a flexible classification approach capable of handling multiple sets of syndrome categories.

    The modeling of human social behavior is central to the design and system development of Security-related applications [Liu et al, 2006, Wang et al, in press]. Social modeling can help identify social relations between entities, leading to better understanding and representation of social information required for ISI system design. Social reasoning provides computational frameworks to facilitate the inference of social knowledge, and in turn, can enhance the social and cognitive functionality of the related analysis. In this paper, we propose an agent-based model to represent social information, and based on the proposed social structure, we discuss the reasoning and analysis techniques to support the design and development of artificial social systems for ISI applications.

ISI topics include ISI data management, data and text mining for ISI applications, terrorism Informatics, deception and intent detection, terrorist and criminal social network analysis, public health and bio-Security, crime analysis, cyber-infrastructure protection, transportation infrastructure Security, policy studies and evaluation, information assurance, and other related topics. With the rise of global terrorism, the field has been given an increasing amount of attention from academic researchers, law enforcement, intelligent experts, information technology consultants and practitioners. Security Informatics is global in scope and perspective.
